About our Country Program

Relief International has been implementing programming in Jordan since 2004, in the wake of the Iraqi refugee crisis and are currently actively engaged in the response to the Syria refugee crisis in Jordan, including provision of services to both refugees and the host community. Currently, Relief International’s portfolio in Jordan focuses on the education and livelihoods sectors the host community and the camps. Relief International also values coordination with other agencies and the government of Jordan and takes leadership roles within the response as relevant. Due to funding challenges, Relief International scaled down in Jordan starting in late 2023 but is now in the process of rebuilding the country program based on new anticipated funding commitments.

Middle East Region

RI operates in seven countries in the Middle East region:  Iraq, Jordan, Lebanon, occupied Palestinian territory (oPt), Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity.  We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.

  1. Job Profile

The Livelihood Coordinator is a key position responsible to ensure (a) day-to-day timely and high quality implementation of the livelihood activities, (b) mapping and working with private enterprises, (c) liaising with local actors including TVET providers, (d) regular reporting about achievements/delays and budget spending, (e) regular supervision of participants well-being, satisfaction and performance (f) line manager of two livelihood officers, (g) The Job Holder reports directly to the PM and technically to the RSO FSL Advisor.

  1. Key responsibilities

Accountability and Complexity

  • Overall responsibility over the day to day management and coordination of the livelihood component.
  • Work closely with country PM to ensure access, risk mitigation and support supply chain for effective program delivery.
  • High level coordination with other actors implementing livelihood interventions and relevant ministries.
  • Gathers and analyses data to identify and solve problems that arise with existing precedent
  • Impacts the quality, timeliness and effectiveness of team

 

Project Oversight and Reporting

  • Map and engage with private enterprises relevant to Syrian and Lebanese youth including collecting information about vacancies available, job conditions and requirements, and skills demanded in the related industry.
  • Development with the support of the RSO FSL Advisor the participants’ selection criteria.
  • Lead the participants’ selection and the assessment of youth career aspirations and of existing vocational skills.
  • Develop and update of work plans and budget plan and spending contributing to the overall monitoring of the project in coordination with the PM.
  • Develop in close collaboration with enterprises involved in the livelihood program and with the support of the RSO FSL Adviser the on-the-job training (OJT) programs.
  • Lead with the support of the PM the development of MoUs with enterprises and ensure compliance with what agreed by parties and signed.
  • Responsible for coordinating, consolidating, and ensuring smooth implementation of livelihood component and operations activities, in adherence to logistics, human resource, administration, and security procedures.
  • Provide direction and technical assistance to the livelihood officers.
  • Work with the Supply Chain departments to ensure timely and efficient delivery of livelihood component materials/documents to stakeholders and beneficiaries.
  • Act as the focal person for livelihood component documentation, ensuring that all component-related data is properly collected and stored in the relevant system.
  • Responsible for keeping the line and technical supervisors well-informed about developments and emerging issues related to the implementation of the program.
  • Contribute to donor and internal reporting, including success stories.
  • Participate actively in internal project meetings as scheduled, coming prepared to the meeting to maximize usefulness for project implementation.

 

 

 

 

Monitoring, Evaluation, Accountability and Learning

  • Act as the primary point of contact to supervise and monitor field activities of the livelihoods component.
  • Regular monitoring of participants’ satisfaction and performance during the OJT.
  • In collaboration with MEAL team, develop and support effective monitoring and evaluation system to ensure collected data during project implementation are correct, verified, analyzed and utilized for project adaptation.
  • Follow routine data collection and reporting procedures; prepare and ensure submission of all required reports to external stakeholders as required, including but not limited to Clusters, MoE, etc.
  • Regularly carry out field assessment/ monitoring visits for evaluating the effectiveness, identifying problems and providing technical support to staff.
  • Facilitate learning along with MEAL and Technical Team to review implementation and adapt programming accordingly.

Internal and External Coordination

  • Liaise with key external stakeholders, including but not limited to, vocational training centers and other relevant stakeholders;
  • Facilitate visits to project implementation sites for internal and external stakeholders, donors, and any other external stakeholders;
  • Regularly attend livelihood cluster/working group meetings and share information with the technical supervisor.
  • Internal coordination with the education and protection teams.
  • In coordination with other members of the team, ensure needed reports are shared with in-country clusters/working group clearly highlighting project’s achievements, challenges, etc.
  • Ensure RI’s mandate is shared and explained to relevant stakeholders.
  • Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant to livelihood stakeholders.

People Management

  • Ensure staffing is effective in supporting the component implementation.
  • Provide mentorship /coaching to livelihood officers as well as other key program teams as requested.
  • Strengthen champion for stronger teamwork and collaboration among program and other relevant departments.

Essential criteria

  • University Degree (master's degree is a plus) in Business Administration, Economics or any other related field.
  • At least 4 years of experience in implementing livelihoods programs including vocational and technical training, assets transfer, MSMEs support, community mobilization or related activities.
  • Strong understanding of the Syria Crisis and livelihoods sector dynamics in Jordan.
  • Demonstrated ability to act as a team player with strong communication and interpersonal skills.
  • Strong humanitarian commitment and ethical values.
  • Time management skills with strong attention to details and the quality of work being submitted.
  • Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities; demonstrated flexibility with the ability to cope with stressful situations.
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility
  • Willingness to frequently travel within Jordan.
  • Excellent English and Arabic Language Skills
