The GIZ Jordan - TVET & Education "Admin &Finance Cluster Team" is seeking yo hire an "Administrative Specialist - Financial Services" for full-time base employment.
Qualifications and specialist knowledge
Formal Education:
- University Degree in Finance, Accounting, Business Administration or similar relevant field.
Professional Experience:
- At least 7 years professional experience in a comparable position.
- In-depth understanding of financial planning, project budgeting and accounting;
- In-depth experience in processing and monitoring of financing and grant agreements;
- Broad experience of administration.
Other knowledge, additional competences:
- Excellent reporting and communication skills with service orientation and understanding of quality standards;
- Excellent English and Arabic language knowledge, writing and communicating;
- Experience in dealing with governmental/public institutions;
- Experience and ability to cope with dynamic situation of cooperation system in development field;
- Experience and ability to deal with unexpected challenges;
- Very good working knowledge of ITC technologies (related software, internet and computer applications, e.g. MS Office).
Main responsabilities
The position holder is responsible for smooth and professional provision of financial administration services for the TVET & Education Cluster projects, such as cash withdrawal, keeping the cashbook, bankbook, bank account, preparing and verifying vouchers in line with GIZ standard procedures and systems/programs and in accordance with the GIZ Financial and Accounting Guidelines and signed authorization agreements. In this context, the position holder fulfils the following tasks:
- carries out accounting tasks using WINPACCS accounting software and manages the processing of the cash and bank transactions for the TVET & Education Cluster projects;
- calculates and checks the invoices along with supporting documents to make sure payments, amounts and records are correct and revises the correctness and completeness of all vouchers/receipts;
- follows up monthly on receivables, unsettled items and advances registered in projects bookkeeping journals and reports discrepancies within the accounts to the superior;
- prepares the bookkeeping documents for internal control sessions conducted by GIZ Office Amman, GIZ HQ Audit Unit and other related external audits and follows up on recommendations of internal control reports and monthly error sheets prepared by the GIZ Office;
- continuously monitors expenses, costs and obligos in accordance with the budget and supports in the cashflow/expenditure planning for the cluster projects and their fields of activity upon request;
- Performs quality check for financing/grant agreement reports, monitors the payment schedule, processing new financing/grant agreements along with eligibility check in coordination with the Cluster Senior Finance Manager and in consultation with the AV;
- supports the project team in booking of tickets and preparing travel expenses settlements and presenting complete documentation to GIZ Office for further processing;
- Keeps the inventory lists of the cluster projects up to date (incl. labelling and inventory file correspondence) using the GIZ related systems;
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
