Job Purpose:
The Data Officer will support the Humanitarian Situation Monitoring (HSM) Unit within REACH with all data related aspects of the unit’s research cycles, including research design (e.g. sampling), data cleaning and data analysis. He or she will also support the unit in creation of relevant information products, including dashboards or other interactive ways or presenting data.
Objectives:
The Data Officer will be responsible for leading the production of analysis products, including the preparation of research design, support in designing sampling methods, data analysis plans, data collection tools, data cleaning scripts and processes, analysis scripts, analysis outputs and (as relevant) production of web maps and information management systems. Under the line management of the Senior Data Officer, the Data Officer, in close liaison with the assessment teams, engages with partners to promote their participation in data processing, analysis or relevant topics, to maximize the uptake and use of REACH research products. The Data Officer will work pro-actively to design new ways of displaying information, based on the needs of humanitarian actors. When relevant, or managing a project, they also ensure an efficient and transparent use of resources required for project implementation. This can include the direct supervision of data and assessment teams during data collection, analysis or output production. The Data Officer is enthusiastic about the potential for data to shape humanitarian action, and about working with others to make this a reality.
Duties and Responsibilities:
The Data Officer is responsible for completing the following tasks:
Research cycle management
- Research planning and design through leading on sampling design and in coordination with relevant assessment and GIS staff construct quantitative sample;
- Providing training on data cleaning and management techniques;
- Overseeing data analysis set-up (specifically conducted in the R environment);
· Creative problem solving, including critically reviewing existing data processes within the unit and making improvements or developing new processes where relevant.
Data management
- Data management, cleaning and analysis including monitoring of the accuracy of data collected, cross-checking data collected in the field;
- Maintaining R-based systems of data management and analysis, serving as the focal point for statistical analysis and quantitative reporting;
- Developing cleaning and analysis (descriptive, hypothesis testing, correlation, and regression analyses) scripts in R;
- Contributing to the automatization of data analysis processes;
Information management
- Developing information products and dashboards with the collected data;
- Providing information management support to other team members, or humanitarian stakeholders;
- Other tasks falling within their functions as requested by supervisors.
The Data Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with REACH’s data protection policy and SOPs. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to REACH and its partners or collected during their assignment with REACH.

- Number of revisions until final validation of clean data, datasets, or other outputs;

Skills
QUALIFICATIONS
- Relevant degree in Computer or Data Science, Statistics, Economics, or related
- At least 2 years of relevant working experience in a similar role preferable in the humanitarian field;
- Experience researching or working on/in humanitarian or development contexts
- Proficiency and proven experience with research methods, including both quantitative and qualitative research. Excellent analytical skills;
- Strong statistical and analytical skills including correlation and regression analysis
- Advanced knowledge of R, STATA, Python or equivalent statistical software (with a willingness to learn R). Knowledge of ArcGIS or PowerBI an advantage;
- Proven ability to work independently;
- Excellent communication and drafting skills for effective reporting;
- Good organisational and prioritisation skills, and ability to work in a fast-paced environment;
- Strong presentation, and organisational skills;
- Ability to multitask with tight deadlines;
- Ability to operate in a cross-cultural environment requiring flexibility;
- Fluent speaking and writing English and Arabic language
