Aceess to Finance Expert (STTA) : Design and Assessment for Water Saving Technologies Loan Products in Jordan
The USAID-funded Water Efficiency and Conservation Activity (USAID/WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for an Access to Finance Expert. This position is short term consultant and for a period of one month, based in Amman.
Position Description/Summary:
An experienced consultant is being sought to assist USAID/WEC team to asess the demand and design for water saving technologies (WST) - that includes but not limited to: aerators, water efficient toilets, water efficient showerheads, water-efficient toilet hoses, water-efficient garden hoses, water efficient washing machines, water efficient dish washers, water tank monitors, leakage detectors, rainwater harvesting, and any other relevant technologies; such as atmospheric water harvester - loan products within the municipal sector, in Amman, Aqaba, and Irbid. A comprehensive data has been collected by USAID/WEC through questionaires and face to face interviews for large water consumers, water saving technologies (WST) suppliers and retailers, and financial services providers, i.e. banks and microfinance institutions. The required assistance is needed particularly in the processing and analysis of the collected data, and in the formulation of conclusions regarding the loan demand amongst retailers and commercial water users; and regarding the outline and design of the relevant potential loan products.
Responsibilities:
The access to finance expert will be mainly responsible for but not limited to:
- Based on the collected data, quantify and analyze the current and potential demand for Water Saving Technologies (WST) at commercial level [in large-water-consumption categories such as private hospitals, banks, hotels and restaurants, housing companies, and schools and universities], the analysis is to include:
- Assessment of present and potential size of the current and potential demand for WST.
- Assessment of present and potential needs for financial products to acquire WST.
- Based on the collected data, quantify and analyze the financial constraints to turnover growth amongst existing partner suppliers and their current and potential retailers and sales agents for Water Saving Technologies. The analysis is expected to include:
- Characterization of present and future (expected) WST trade business.
- Assessment of present and potential needs for loan products to acquire WST.
- Based on the collected data, quantify and analyze the suitability of currently available financial products and provide necessary recommendations to improve them in order to cover the potential need to finance WSTs acquisition (for end-users) and WST business growth (for suppliers and retailers). This analysis is to include:
- Assessment and design of loan products for WST acquisition for various commercial large consumers.
- Assessment and design of loan products to support business growth of WST suppliers and retailers.
Qualifications:
- Demonstrable experience in data analysis for demand assessment/socio-economic studies in the Green sector to include water or energy saving or other comparable products; and access to finance studies:
- At least three refences of similar assignments, with contact details of contracting party .
- Masters and 7 years work experience or Bachelors and 10 years work experience in the roles and responsbilities assigned in this description, as evidence in CV.
The total expected level of effort (LOE) for this assignment is 15 days.
