Crisis Analysis – Syria (CA–SYR) supports Mercy Corps programs throughout the region in four key areas: programs, strategy, advocacy, and security. CA–SYR’s analytical unit develops a range of information products centered on primary and secondary analysis, and interfaces with relevant international organizations in order to gather and collate relevant conflict, access, economic and stakeholder information. CA–SYR also serves as a real-time information hub, developing timely reports, developing new data measurements and forecasting methodologies to assist humanitarian responders, as well as program related mapping for key decision makers.
 

The Position

The selected candidate will coordinate workflow for Mercy Corps’ internally facing Program Area Assessments and Enhanced Due Diligence unit, providing programmatic teams and senior management with key analysis to inform and assist teams to make evidence-based decisions. The PA/EDD Senior Coordinator will be responsible for keeping workflow tasks up to date and as well as serving as the internal face of CA–SYR analysis for programmatic needs, from initial assessment requests to delivery of final products and internal presentations (as necessary). This will require interacting with programme, operations, and risk/security team members within MC Syria. The PA/EDD Senior Coordinator will also be responsible quality assurance of analytical and assessment-oriented products, ensuring that a high level of analytical outputs are delivered by the units, and the capacity of the teams are consistently developed. Finally, the PA/EDD Senior Coordinator will be responsible for proper archival and organization of a library of EDD and area assessments.

 

 

ACTIVITIES

Overall

  • Organize and manage research/assessment workflow for the PA/EDD unit, adhering to strict project management principles, deadlines and, quality assurance measures.
  • Advise the CA–SYR Director and Program Teams with updates on evolving developments in the region as it relates to Mercy Corps programs and humanitarian activities.
  • Collaborate with other CA–SYR units on major analytical projects, on an ad hoc basis.
  • Able to lead technical projects independently.
  • Work alongside program teams, reporting key localized analysis to inform and assist program implementation.
  • Work well under pressure of tight deadlines, while keeping the integrity of the brand without sacrificing quality of work.
  • Assume responsibility, planning, and management of ad hoc context research requests from internal or external stakeholders on a variety of relevant topics/themes related to Syria.
  • Assist in shared administrative processes and procedures necessary to the overall functionality of CA–SYR.

Assessment Coordination

  • Maintains a strong understanding of the context in the Middle East (political, social/tribal, economic, governance and security/conflict), as well as key humanitarian, development, early recovery, and stabilization trends.
  • Leads and coordinates the development of key risk- and context-oriented assessments for program teams based on local area dynamics.
  • Performs presentations and updates for program teams.
  • Support the overall continuation of a culture of a team, which is highly aware of the context.
  • Develops and refines methodologies for multi-dimensional risk assessments for programmatic decision making.

 

Management

  • Directly supervises three staff members and manages workflow processes including deliverable and tasking assignments.
  • Develop skills of the analytical team.
  • In collaboration with other CA–SYR team members, ensures strict adherence to quality control of the unit.
  • Refines methodologies and products for risk assessment reporting and area analysis.
  • Manage the PAA research portfolio, reporting to multiple program teams.
  • Be adaptive to remote working and management techniques if needed.
  • Organizes and prioritizes outputs based on needs from program teams.

 

Outputs

  • Regularly update PAA and EDD forms and coordinate outputs with the Director of Security and Area Directors, Country Director and Risk Management Committee.
  • Draft EDDs and PAAs as necessary and in alignment with overall unit workload.
  • Ensure quality of PAA and EDD deliverables are of a high standard.
  • Lease with Senior Management Teams, Area Directors over specific EDD outcomes.
  • Coordinate with Area Directors and Director of Security over PAA outcomes and processes
  • Prioritize and organize team outputs in line with program team demands

 

Safeguarding Responsibilities 

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options
     

Supervisory Responsibility: 

  • Responsible for three team members

 

Reports Directly To: CA–SYR Director

Works Directly With: CA–SYR and Program and Security teams and Senior Management.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification and Transferable Skills

  • Degree in (Geo)Politics, International Relations, security/conflict studies or a related field is an asset
  • Excellent written and spoken English and Arabic
  • At least three years of experience in reporting (research/analysis) in a think-tank, UN, or NGO setting; experience analyzing the Middle East conflict is a plus
  • Two to three years of experience in research and/or project management small teams
  • Demonstrated experience identifying and assessing multidimensional contextual risks, particularly as related to humanitarian, early recovery, stabilization, resilience, and development programming

Five years of experience collecting and analyzing primary and secondary data related to political, social, economic, governance, or conflict analysis

  • Experience with both quantitative and qualitative research is an asset

 

Success Factors

  • Ability to manage products/outputs, workplans, and staff members.
  • Ability to develop innovative and flexible methods of analysis and apply it to high-risk contexts.
  • Ability to show detailed contextual knowledge of the Levant region and humanitarian response.
