SRO CO – HR Technical Officer

This position is open to candidates who have the legal right to work in Jordan. Please note that we are unable to provide work permits or visa sponsorship for this position.

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The role of the HR Technical Officer is to support the effective implementation of the NRC SRO training and development plan and facilitate related in person/ remote training activities across all SRO locations. In addition to supporting with managing staff care, including stress monitoring and risk reduction, critical incident support, maintaining a healthy working environment, and capacity building for all staff to improve their capacity to recognize and manage work related stress. 

Duties and responsibilities

Generic responsibilities:
-Ensures compliance with NRC policies and procedures, handbooks and guidelines.
-Ensure compliance with HR tools, handbooks, guidelines and standards.
-Implements complex systems and procedures in line with NRC policies, SOP's and handbooks.
-Assess, promote and document ideas for technical improvement and further staff development options
-Provides technical analysis and feedback over identified training needs, trainings activities, trends and patterns.

Specific responsibilities:
1-Staff Care Management 
-Serve as the focal point for the Staff Care different Programmes and initiatives.
-Suggest and implement initiatives and processes that contribute to a high-performing department and organization such as team building and other activities.
-Review the psychosocial support providers’ agreements, receive staff feedback on the current providers and coordinate with the management for any changes as needed.
-Provide capacity-building training for staff and managers, to enable them to fulfil their Staff Care responsibilities.
-Conduct staff care induction for new staff.
-Support the HR team with the management of the Medical Health Insurance and act as a focal point when required

2-Learning and development 
-Follow up on the Performance Management Cycle for staff
-Work closely with the HR Manager to analyze the work and development plans for NRC SRO staff, develop the Learning and development plan, and report the indicators regularly.
-Work closely with the HR Manager to deliver the Learning and Development Programmes and initiatives.
-Maintains responsibility for overall planning and conducting of NRC trainings in SRO and field offices remotely
-In charge of updating the training calendar and tracker.
-In coordination with HR coordinators in the areas, follow up on mandatory training completion and ensure that mandatory training trackers are updated.
-Support in coordination and facilitation of trainings and workshops related to staff learning and development.
-Responsible for exploring learning and development options (online opportunities, presential training and training consultants) to meet the training needs for SRO.
-Develops new trainings and materials on different subjects
-Coordinating and facilitating the induction and onboarding process for new joiners
-Ensuring that the HR Focal points in all areas and locations follow the new staff induction guidelines and flow.

3-HR Personnel
-In Coordination with the HR team in the Country Office, the HR TO will be responsible for following up on personnel administrative tasks for the Country office staff.

Qualifications:

Generic professional competencies for this position:
-Minimum of 3 years’ experience from working as a Trainer/Training Facilitator within an organization preferably in a humanitarian/recovery context
-Bachelor’s degree in clinical psychology, social work, counselling, or related field
-Experience in group and individual counselling
-Experience in facilitating Mental Health and Psychosocial Support training
-Knowledge about own leadership skills/profile.
-Fluency in Arabic and English, both written and verbal.
 
Context related skills, knowledge and experience:
-Prior proven experience in any Learning and/or Staff Development initiative.
-Advanced training and facilitation skills; strong presentation skills
-Demonstrated experience in developing training materials and conducting trainings
-Knowledge about own leadership skills/profile
-Excellent skills in MS office (MS Excel, Word, Powerpoint, database and network communication), knowledge of any other software which can be used for creating of training materials (preferable)
-Strong communication and interpersonal skills
-Strong organisational and team work skills
-Good cultural awareness and sensitivity
-Ability to create an environment in which others can talk confidentially and within a climate of established trust. Good diplomacy and negotiating skills
-Knowledge of the NGO operations and the dynamics of the humanitarian sector
-Good individual counseling, conflict resolution and problem-solving skills.
