POSITION SUMMARY:

Senior Project Officer- Innovation and STEM position and responsible for supporting the Zaatari camp refugees to expand their technical skills and creative thinking skills by mechanical, software and coding, digital fabrication, as well as other soft skills trainings. Additionally, to support and welcome new ideas and access to knowledge and equipment to develop social designs to address the community needs inclusively and to find out environmental friendly solutions. Also, it has a vital role to build the capacity of refugees in technology, Innovation, programming and digital fabrication through direct trainings and other online platforms that enable them to generate different sort of maps used for planning, programming, services provision, and other analytical purposes.

KEY AREAS OF ACCOUNTABLITY

 

1- Program implementation and delivery

  • Handling daily, weekly, and monthly activities of the Innovation and STEM according to the project work plan.
  • Ensure proper facility management of the Community Empowerment (Innovation Lab) location including the organization asset and resources.
  • Contributing in designing and proposing new activities and special events addressing the evolving gaps and camp challenges.
  • Identify and propose necessary materials and equipment required for procurement
  • Contribute in developing needed work forms, training materials, and tools in coordination with the Technical Lead and MEL unit.
  • Conduct outreach to the community to understand needs/interests, create networking with community and other implementing partners.  
  • Facilitate meetings with refugees, including beneficiaries and volunteers
  • Support the recruitment of project IBVs, capacity building training, and managing Innovation and STEM volunteers in coordination with the IBVs focal person and line manager.
  • Supporting the MEAL team in monitoring activities, track beneficiaries attendance, and manage day to day activities in the site
  • Represent BLUMONT in coordination meetings and interagency projects upon assignment from the Technical Lead
  • Follow up on all Innovation STEM courses , programs  and activities
  • Developing methodologies that envision and incubate innovative ideas. This includes collaborating on new product design, social business ideas and types of response programming, designing and leading research and other ideas that improve humanitarian work Zaatari Camp.
  • Lead innovation events and competitions
  • Maintain accurate documentation of best practices, challenges, risks, results, learning and impact of programs.
  • Liaison with UNHCR and implementing partners on RefuGIS activities and outreach.
  • Coordinate Programing, digitalization and GIS activities with the project staff, Software Development and IT teams.
  • Knowledge in geographic Information systems (GIS) and its applications is a plus
  • Knowledge and experience in data analysis applications such as Power BI
  • Knowledge in handcrafting using blacksmith and carpentry workshops to produce innovative solutions for the camp residents
  • Create map layouts, map templates, map icons, generate maps, generate reports and insure that the maps and reports are stored in the database correctly.
  • Develop new applications, tools, techniques or methods to improve workflow and train others in their use.
  • Support in the formation of Innovation and Digital Media Community Support Networks and designing Community Support Initiatives.
  • With a team of staff and IBVs, support the production of Social Designs as a solution to mitigate the Zaatari Camp needs.

 

2- People Management and Coordination:

  • Manage the Innovation and STEM team of staff and IBVs through providing a daily support to implement the project activities properly and to ensure the adherence to Blumont rules and regulations.
  • Enhance staff performance through mutually agreed performance management plans, clarity of individual and collective roles and responsibilities; ensure a robust process of performance monitoring, learning & development initiatives and timely management actions.
  • Insure team members complete and submit their timesheets on timely manner, and have annual leave plans in place.
  • Ensure completion of performance evaluations, for team members.
  • Promote an inspiring and motivating working environment through teamwork, delegation and the team building initiatives.
  • Effectively represent Blumont at the related working groups at the camp level and local authorities’ coordination meetings including sharing project implementation plans, brief progress reports, and monitoring visits.
  • Identify and promote a culture of synergies between the project and other components including conduct of joint trainings, exchange visits to promote learning and exchange of ideas.

3- Reporting:

  • Provide the required inputs, information, and data to prepare narrative, statistical reports for Blumont management and donor as required and in a timely manner.
  •  Keeps records of activities in check by accurately completing all necessary forms and tracking of the database.
  • Contribute in developing project reports on monthly, quarterly, midterm, and end term basis.

 

4- Additional job responsibilities

  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
  • Any other tasks assigned by the supervisor(s) Program Director/Blumont HO Management.

 

QUALIFICATIONS:

  • University degree in Mechatronics Engineering, Electrical Engineering, Civil Engineering, Computer Engineering, Computer Science or any related field with a minimum of four years of demonstrated record of field and operational experience.

 

EXPERIENCE and SKILLS

  • Minimum of 5 years’ experience in humanitarian contexts, community development programs with refugees/vulnerable populations, as well as in activities programming.
  • Leadership experience in cross-cultural environments.
  • Solid understanding of camp dynamics
  • Fluency in English and Arabic
  • Excellent oral communication skills and high professionalism
  • Works well in a cross-cultural environment
  • Works well both with a team and independently
  • Organized and attentive to detail
  • Computer skills including Microsoft Word and Excel
  • Active, creative, able to learn quickly
  • Flexible and hard-working
  • English language is required

  • Proven self-motivated individual capable of working with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult and stressful conditions.
  • Ability to work with minimal supervision, and solid understanding of camp dynamics.
  • Proven ability to coordinate program activities and ad-hoc requests.
  • Excellent interpersonal, communication and presentation skills.
  • Demonstrated ability to train, coach and build capacity of staff.
  • Strong analytical and problem-solving skills and ability to negotiate sensitive issues with various stakeholders.
  • Very good skills in writing and speaking English.
  • Advanced knowledge of Microsoft Office Suite.
  • Good knowledge in GIS.
  • Able to handle commute and long hours
  • Able to work in refugee camp environment (desert, weather, landscape)
