Project Overview
USAID Makanati Women’s Economic Empowerment and Leadership Activity is a USAID-funded 5-year
program implemented by EnCompass LLC in partnership with JoWomenomics. The objective of the
USAID Makanati Activity is to contribute to increasing women’s access to waged employment and
leadership opportunities in Jordan by improving women’s access to the job market, addressing inequalities
and prohibitive social norms and traditions, and enhancing the workforce-enabling environment.

JoWomenomics, as a subcontract, supports the Activity to achieve these goals through working with the
Makanati Local Partnership Committees (LPCs), communities’ stakeholders, institutions, and individuals
to change mindsets and attitudes around women’s employment. Under that scope, the Activity engages
local government champions and private sector firms, in the implementation of Makanati’s tri-angular
approach to improve the enabling environment around women’s increased and improved economic
participation and employment as well as leadership opportunities in fulfillment of Makanati’s strategic
objectives at the government, private sector, gender, and communications component levels.
 

Background on JoWomenomics:
JoWomenomics envisions a just world, providing equitable opportunities and an enabling environment for
women to partake in its economic and social development. JoWomenomics values women's work within
the private and public sphere, encourages mindset change towards women's economic participation,
advances women's agency and leadership, and influences policies and policymakers.
 

The Position:
The Community Mobilization Officer will focus on the intersection of local community knowledge and the
enabling environment around increased and improved women’s economic participation, leadership, and
private sector employment at the community level with relevant knowledge in community research and
mobilization tools and outreach/communication. She/he will work in nine communities (Amman, Zerqa,
Dead Sea, Aqaba, Petra, Wadi Rum, Irbid, Jerash, and Ajloun), engaging Local Partnership Committees
(LPCs) to implement the following tasks:


- Work closely with the Community Specialist to liaise with local authorities, civil society
organizations, and private business partners to ensure that program-related activities are
implemented coherently and coordinately.
- Follow–up on the Makanati Local Partnership Committees (LPCs) action plans, including
coordinating the delivery of training, awareness, and advocacy interventions as specified by the
priorities of the LPCs aimed at building community support for women’s waged employment
focused on individual and community champions.
- Support in designing community engagement methods and communication materials targeting
different audiences and identifying local channels of communication with community members.
- Support in designing and facilitating awareness, knowledge and dialogue sessions for Makanati
LPCs, community members, especially women, to build their understanding of creating an enabling
environment for women focusing on employment rights, social protection, relevant policies, work
conditions in the private sector, etc.
- Establish trusting relationships with related stakeholders and local community members, including
municipality, CSO, civil society, and private sector level, to understand their needs and community
dynamics.
- Represent project partners in a professional and respectful manner to all community members
and relevant coordination meetings.
- Continuously encourage and stimulate community champions to determine their own problems
by finding community-based solutions and initiatives.
- Support all reporting in an accurate, organized, and comprehensive manner, including drafting
and finalizing the biweekly and field reports according to reporting protocol and collating
material in deliverables.

Section E: Requirements and skills
- Bachelor’s degree or equivalent in Social Sciences or other relevant areas.
- At least four years of proven and successful track record in community mobilization within local
community activities/USAID initiatives.
- Experience in writing reports and analytical documents is desirable.
- Strong experience in working with the local community, government authorities, and the private
sector.
- Excellent interpersonal skills, including patience, diplomacy, and a willingness to listen and
cooperate with beneficiaries, colleagues, and other stakeholders.
- Research and mobilization skills.
- Proactive, constructive, and dynamic personality.
- Excellent teamwork skills.
- Ability to work under pressure, multi-task, and meet deadlines.
- Ability to travel to the field daily as requested.


Section F: Languages
- Professional working proficiency in English.
- Fluency in spoken and written Arabic.
