Award Manager

ROLE PURPOSE

Reporting directly to the Program Development and Quality Director, the Awards Manager is accountable for overall management of all existing monetary and GIK awards. In addition, the individual will play a major role in pipeline management and donor compliance. Developing high quality approaches and systems, the Awards Manager, will work closely with function/department leads and other senior staff, ensuring effective donor/member communications and awards cycle management.

The individual will contribute to the coordination role across the Save the Children global network and with donors and SC member to identify funding gaps and opportunities.

 

KEY AREAS OF ACCOUNTABILITY:

Award Management

  • Ensure that award management systems and processes are implemented across the Awards Management Unit while supporting in effective management of the funding portfolio and compliance with the donor requirements.
  • Lead and organize Go/No Go meetings for relevant staff members for all new opportunities.
  • Lead monthly thematic meetings for relevant staff member.
  • Leads on compliance aspect during the implementation of an award (indicators are set realistically, objective and results framed with enough flexibility).
  • Support the finance team on master budget development, cost allocation, monitoring of award budgets, phasing and forecasting.
  • Updating and disseminating awards tracker on a weekly basis.
  • Coordinate the process and provide technical support to donor reporting to ensure that reports are high quality, delivered on time.
  • Build and maintain relationships with the local representatives of donor organisations, local ministries, and award management staff of similar organisations.
  • Maintain effective communications with Save the Children members, providing them with timely updates on their awards and flagging potential issue promptly.

 

Donor compliance

  • Support all functions to ensure donor requirements are understood and complied with for the implementation and reporting parts for all awards.
  • Ensure that all appropriate donor formats and templates are available and that key contributing staff have a clear understanding of donor requirements and expectations at the proposal, kick off, amendment, reporting, and close out stage of all awards.
  • Ensure potential issues and amendment requests are flagged promptly to donors via the relevant Save the Children member. This may include developing business cases where donor waiver requests need to be more thoroughly articulated or negotiated with donors.

 

Partnerships

  • Work with relevant program staff to ensure all donors undergo legal vetting prior to commencing work with Save the Children, are engaged with appropriate agreements and effective monitoring systems are in place so that partner delivery meets donor expectations and requirements.
  • Work with program staff to ensure relevant donor requirements are effectively communicated and understood by implementing partners.

 

Award Management System (AMS)

  • Ensure that all opportunities, proposals, contracts and amendments with donors are processed and approved through AMS and the system is an accurate reflection of current award status at all times.
  • Ensure all partners and sub-award agreements are input into AMS.
  • Ensure that all adequate attachments appear on AMS and are retained as part of the award audit trail

 

Capacity Building: Coaching staff in their award management professional development and contributing to the development and advancement of policy and procedures.  

  • Train and manage award management staff and/or work closely with existing staff & ensure a good handover at close out stage for all awards.
  • Carry out inductions and staff trainings for award management procedures, donor requirements etc.
  • Contribute to ongoing award management policy revisions

General:

QUALIFICATIONS AND EXPERIENCE

Essential

  • Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities
  • Proven track record of active contribution to a senior management team (6 years or more), and providing strategic support across multiple sectors and/or regions
  • Very good experience with NGOs with increasing responsibilities including a proven experience of establishing and running the award management function in the field
  • Knowledge of the requirements of major institutional donors including budgeting, eligibility issues, compliance management, and reporting; experience of engaging with donors at a strategic level
  • Well-developed skills in staff management.  Proven coaching and capacity building skills
  • Understanding of the financial and technical aspects of award management, and understanding of operations and programming
  • Very strong attention to detail, problem solving skills, and ability to analyse trends
  • Computer literate (i.e. Word, Excel, Outlook, Internet Explorer, financial systems)
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, able to improvise, and communicate clearly and effectively under pressure
  • Strong communication (written and spoken) in English, and strong interpersonal skills, with experience in managing multicultural teams
  • A high level of written and spoken English.

 

Desirable:

  • Experience with award management policies, procedures and systems and Save the Children’s award management system (AMS)
  • Understanding of financial reporting from Save the Children’s accounting software (Agresso)
  • Excellent writing skills in Arabic Language is highly desirable.
