ROLE PURPOSE:
The overall responsibility of the Head of Child Protection Program is to assess, design, manage and guide staff/partners to initiate interventions that address violations of children’s rights, and provide protection from abuse, exploitation, violence and neglect. They are responsible for ensuring that quality programmes are initiated, grants are managed and capacities are developed to ensure of the provision of protection to children in Save the Children Jordan’s (SCJ)’s programs. They will be expected to lead on strategy, programme design, master budgeting, and coordination, as well as support fundraising and recruitment for SCJ’s programs.

KEY AREAS OF ACCOUNTABILITY:
Technical Design and Implementation:
- Lead the technical design and implementation of child protection interventions for both humanitarian and resilience programming.
- Ensure Child Protection considerations are integrated into multi-sectoral projects.
- Provide technical oversight and backstopping of all child protection activities to ensure successful program implementation.
- Improve program quality by leading the development, review, and cataloguing of standardized child protection, including child protection in emergencies technical tools, manuals, guidelines, trainings, regulations, and protocols.
- Lead on child protection /Mental Health and Psychosocial support assessment design and information analysis.
- Ensure close coordination with multiple stakeholders, including governmental entities.
Capacity Building and Training:
- Lead efforts on partner capacity building, mentoring, and support for child protection interventions, including training partner staff on stress management in coordination with the MPHSS advisor.
- Work closely with other technical staff and the Partnership and Programme Manager to support the development of the partners’ capacity building plans.
- Mobilize internal and external capacity-building opportunities.
Strategy Development and business development:
- Lead the development and review of child protection strategy in line with Save the Children’s global priority areas and contribute to SCJ’s overall program strategy.
- Keep abreast of child protection sector trends, developments, and policies; adapt and promote introduction of new methodologies, innovations, and best practices.
- Work closely with senior staff to support fundraising for child protection, including development of high-quality concept notes and proposals, and engagement with donors’ technical advisers.
Monitoring, Evaluation, Accountability, and Learning (MEAL):
- Work closely with the MEAL team, put in place a child protection monitoring plan and ensure alignment with reporting requirements; build the capacity of the child protection field staff to carry out the implementation .
- Monitor the program’s progress against programmatic and budgetary targets, making necessary adjustments to the implementation plans.
- Prepare timely and high-quality program and donor reports on project activities in compliance with internal and external donor requirements.
Financial and Resource Management:
- Manage the program, including phased budgets, monthly budget forecasting, and quarterly budget revisions for all grants , in coordination with Project managers and officers.
- Ensure proper and effective use of program resources/assets in line with SC and donor policies.
Representation, Organizational Learning:
- Ensure SCJ’s work is coordinated with efforts of other agencies and take a leadership role within the Amman Hub Child Protection Working Groups Coordination forums and national coordination mechanisms.
- Document lessons learned and good practices for wider dissemination; ensure lessons learned shape in-country strategies and program approaches, contributing to broader sector learning.
- Represent SCJ at national/regional forums, working groups, coordination, and liaison meetings with partners, peer agencies, and donors.
- Provide technical inputs/support to other SC offices when directed by the SCJ management.
- In collaboration with senior program staff, develop child protection advocacy plans and support advocacy activities targeting decision-makers at all levels.

QUALIFICATIONS AND EXPERIENCE
Essential
- At least 5 years of work experience in child protection in both humanitarian and development contexts or fragile states
- Education to MSc/MA level in Social Work, Human Rights Law, International Relations, Development Studies or similar.
- Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
- Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, MRM, Save the Children Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.
- Experience of and commitment to working through systems of community participation and accountability
- Experience in monitoring and evaluating child protection programmes in emergency, transition and development contexts
- Ability to work both in an Advisory and a hands on implementation capacityExperience in capacity building and in strengthening various duty bearers understanding of and response to child protection.
- Experience of representation and ability to represent Save the Children effectively in external forums.
- Experience of preparing successful funding proposals for donors
- Ability to write clear and well-argued assessment and project reports
