DEPARTMENT PURPOSE: The project and advocacy manager will work in close coordination with the country programme team and the project partners (if relevant). They will be responsible for managing the project, providing leadership and effective coordination, as well as offering specific technical expertise to guide the project's implementation. TEAM PURPOSE: Support Oxfam in Jordan’s climate and economic justice programs in the implementation of diverse projects including those specific to the promotion of inclusive and green economies, engaging and building capacity of local partners, and empowerment and engagement with youth and women.
JOB PURPOSE: This role will lead on the implementation of project activities for the Climate and/or Economic Justice Pillars at Oxfam in Jordan. The role involved partner management, people management, budget management and coordination with key stakeholders. The Project Manager will work on delivering assigned projects on time in line with donor and Oxfam requirements and reporting.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
- Project Management - 55%
- Management and coordination with partner on project activities and ensuring compliance with Oxfam and donor policies
- Manage, draft and/or review project deliverables including reports to donor, research reports, and project assessments
- Manage relevant staff as required by the project and role
- Support in conducting MEAL activities and coordinate steering committee meetings.
- Oversee technical reporting and monitor project progress, ensuring safe programming, risk management, and mitigation.
- Provide timely information for donor and internal reports, ensuring standards and requirements are met.
- Manage project budget and ensure timely update and monitoring of forecast and spending
- People and Resource Management (15%)
- Manage relevant staff as required by the project and role
- Program Support (10%)
- Participate in program development including preparation of proposals, engagement with potential partners and external relevant stakeholders, participate in program strategic meetings etc.
- Advocacy and Stakeholder Engagement (20%)
- Develop and maintain relationships with key stakeholders including partner organizations, relevant ministries, government counterparts, and donors.
- Represent Oxfam and the project at meetings and events.
- Lead the advocacy efforts, ensuring alignment with the project's objectives and Oxfam's strategic goals.
- Identify opportunities for public campaigning and influence to advance the project aims

EXPERIENCE, KNOWLEDGE & COMPETENCIES
|
ESSENTIAL
- Proven experience in program and project management of national/regional programs in international NGOs.
- Experience working on climate justice issues and circular economy
- Experience in leading in management of project partners and external stakeholders such as local government
- Experience in managing donor projects as a project manager/ project lead
- Experience working with local organizations (CBOs, CSOs, partners)
- Experience working with youth, women and vulnerable groups
- Excellent knowledge of budgeting and report writing
- Experience in donor relationship development and all aspects of donor reporting.
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
- Committed to Oxfam principles.
- Proven influencing and negotiating skills with internal and external audiences.
- Languages: excellent English and Arabic spoken and written.
