About our Country Program/ Regional Programs

Relief International has been implementing programming in Jordan since 2004, in the wake of the Iraqi refugee crisis and are currently actively engaged in the response to the Syria refugee crisis in Jordan, including provision of services to both refugees and the host community. Currently, Relief International’s portfolio in Jordan focuses on the education and livelihoods sectors the host community and the camps. Relief International also values coordination with other agencies and the government of Jordan and takes leadership roles within the response as relevant. Due to funding challenges, Relief International scaled down in Jordan starting in late 2023 but has restarted operations in August 2024 based on new funding.

Middle East Region

RI operates in seven countries in the Middle East region:  Iraq, Jordan, Lebanon, occupied Palestinian territory (oPt), Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity.  We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.

 

  1. Job Profile

 

Under the direct supervision of MEAL Coordinator, the Jordan mission is looking for a creative individual for our program who has the experience and competencies to work as an Information Management Officer (IMO). The IMO will bring significant experience and fresh ideas to strengthen the response’s Information & Data Management system.

 

S/he will work as part of the Monitoring, Evaluation team to provide analyzed data to key decision makers which will effectively support the country program in Jordan. The IMO will be responsible for the provision of appropriate, timely, well organized data. S/he must ensure that data is produced and used without compromising the safety and security of beneficiaries, partners or staff.

 

  1. Key responsibilities

 

 

Accountability and Complexity

  • Provides solutions to problems in situations that are non-typical or infrequently occurring based on practice and existing precedents
  • Most decisions will be process driven with the incumbent comparing a situation against previously known circumstances or set of guidelines in order to decide the right outcome.

 

 

 

 

Data and Information Management

  • Establish, manage and maintain information/knowledge systems to meet projects’ needs
  • Develop Management Information System (MIS) guidelines for use at the project level, and ensure proper utilization of tools and procedures, including proposing new solutions as applicable.
  • Support the MEAL Coordinator to create and manage RI databases for existing and new RI projects under all sectors within different subsectors
  • Design and deploy digital data collection tools on KoBo, ODK, ONA or LogAlto to support accurate data collection. This includes (but is not limited) to form development, testing, refinement, and training relevant staff.
  • Strengthen reporting systems and data flow
  • Validate submitted datasets, and upload collected data at the national level
  • Perform data quality checks on reported data according to RI and donor standards.
  • Support the MEAL Coordinator in developing data management plans for proposals for new projects and programs
  • Ensure that global data protection standards are in place for all projects

Deliver high quality and accurate data visualization

  • Work with the M&E team to make information available and presentable on accountability and in particular the meaningful participation of affected population, community members and partners.
  • Ensure that key programmatic information is available and in an effective format to be disseminated to all key stakeholders using proper dashboards and infographics
    • Design dashboards (Power BI, etc.) for use by RI staff to track projects’ achievements, shortfalls against intended outcomes and to report on activities’ progress, including partner activities

 

Support MEAL Team

 

  • Coding field assessment questionnaires, surveys, and check-list tools and in the processing and reporting of data whenever needed.
  • Developing Indicator Performance Tracking Tables and Performance Indicator Reference Sheets (PIRS) per each sector.
  • Providing data that aligns with donor reporting platforms based on the project data and needs.
  • Support in report writing to donors and external stakeholders
  • Training outreach workers/volunteers on use of mobile digital data collection
  • Troubleshooting mobile data collection issues in coordination with the MEAL team
  • Running preliminary data analysis of collected data with senior MEAL Officers using SPSS, Excel, R, Access or any relevant data analytics tools
  • Data Reflection meetings using Log Alto, Lesson Learned events, and Focus group discussions

 

Build the capacity of RI staff and partners on data systems

 

  • Assist in building the capacity of local partners and RI staff to ensure that best practices regarding data are consistently applied.
  • Train MEAL staff, outreach volunteers as well as program teams on data-related activities (formats and tools, data collection, etc..).
  • Identify and help address shortfalls in information management and execution in collaboration with MEAL department and Program Managers.
  • Coach when appropriate RI MEAL staff on use of Dashboard interface and database as well as training staff on data management and technical skills development.
  • Assist in identifying and implementing training needs for data collectors where appropriate

Skills, knowledge and expertise required for the role.

Essential criteria

  • Experience in working on Management Information Systems (MIS); developing relational databases is essential.
  • Relevant academic background with B.S. or B.A. technical degree relating to MIS and/or Database Management, software development, research, social science, statistics.
  • Strong theoretical and educational background on MIS/GIS and mapping for humanitarian/development work desired.
  • Good command of MIS/GIS software, and Database software such as Access, SQL or FoxPro. Familiarity with other information and data sources related to MIS such as Power BI, and Oracle are an advantage.
  • Advanced computer skills in PowerPoint, Word and Excel required including experience with pivot tables, database design, and graphical representation.
  • Work experience using ODK, or Kobo data collection systems required. ONA is an advantage.
  • Previous experience in MEAL activities (surveys, data entry and reporting) with an international humanitarian NGO is highly desirable.
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on quality.
  • Excellent visual design sense regarding clear and accurate presentation of data.
  • Ability to effectively analyze, interpret, report on, present, and visualize data with attention to detail.
  • Ability to manage multiple priorities, excellent organizational and time management skills with ability to meet strict challenging deadlines and work under pressure.
  • Excellent ability to work independently and coordinate within teams.
  • Strong flexibility, problem-solving and results driven.
  • Fluency in spoken and written Arabic and English.
