Job Purpose: Oxfam is seeking an experienced and motivated individual to fill the role of Solid Waste Management Host Community Project Manager under our Solid Waste Management Program. This position is responsible for overseeing project implementation across all municipalities and host communities in the Al Mafraq governorate, ensuring that solid waste management activities meet the needs of local communities, align with Oxfam’s standards, and comply with donor requirements. The Project Manager will provide strong, inclusive, and innovative leadership to the project team, ensuring effective and timely delivery of activities. This role requires a dynamic approach to managing resources, coordinating with local stakeholders, and fostering community engagement for a sustainable impact in waste management and environmental health.

DIMENSIONS OF THE ROLE

As the Solid Waste Management Host Community Project Manager under Oxfam's Solid Waste Management Program, this position will be responsible for managing all project activities across five operational municipalities within the Al Mafraq governorate. This role will report to the Solid Waste Management Program Manager and work closely with the Senior Cash for Work (CFW) Officer and Community Engagement Manager to ensure successful implementation of solid waste management initiatives within host communities.

The primary focus of this role is to deliver high-quality solid waste management services that align with community needs, organizational goals, and donor expectations. Effective project management will involve strong collaboration with local authorities, monitoring of project targets and deliverables, and strict adherence to budgetary constraints.

Overall, this position will play a pivotal role in the successful delivery of Oxfam’s Solid Waste Management Program in Al Mafraq's host communities, enhancing local waste management practices and contributing to environmental health improvements in the region.

 

KEY RESPONSIBILITIES

  • Provide effective leadership and management of the Solid Waste Management (SWM) project team, ensuring all staff perform to a high standard with a cohesive team ethos.
  • Directly manage project staff, supporting them to fulfill their roles and responsibilities according to project needs and maintaining a high level of professionalism.
  • Oversee and lead operations within the sorting centers across Al Mafraq governorate, ensuring the implementation of health, safety, and security SOPs are strictly followed.
  • Coordinate closely with the Senior Cash for Work Officer to ensure that Cash for Work activities are implemented effectively and aligned with project needs.
  • Collaborate with the Community Engagement Project Manager to synchronize efforts and ensure community engagement activities are well integrated into SWM initiatives in the host communities.
  • Act as a liaison between the project and key governmental stakeholders, including municipality mayors, governorate officials, and other authorities, to maintain strong partnerships and facilitate smooth project operations.
  • Lead on the development of tender documents for Community-Based Organizations (CBOs) and Civil Society Organizations (CSOs), overseeing the technical and financial evaluation, contract signature, and overall management of CBO/CSO partnerships.
  • Ensure effective contract management with CBOs/CSOs, ensuring that all contractual deliverables are met, and that project components led by CBOs/CSOs are implemented according to agreed standards.
  • Oversee and monitor CBO and CSO activities, ensuring strong engagement, quality control, and compliance with project goals and requirements.
  • Lead all SWM operations in host communities within Al Mafraq governorate, including overseeing sorting center activities and ensuring alignment with health, safety, and security protocols.
  • Oversee and coordinate the procurement of goods and services necessary for host community operations, ensuring compliance with Oxfam’s and donors’ procurement policies.
  • Prepare and maintain tracking tools for monitoring budget execution, ensuring all activities are executed within the allocated budget.
  • Develop and maintain detailed work plans and procurement plans that align with the project’s budget, ensuring activities are implemented on time and within financial limits.
  • Regularly update and manage Oxfam’s internal project management systems, ensuring that all documentation is accurate and up-to-date.
  • With the support of Senior reporting and IM officer , contribute to internal and external reports, ensuring full compliance with Oxfam and donor requirements.
  • Represent Oxfam and the project in meetings with partners, donor representatives, municipal authorities, and other relevant stakeholders, advocating for the project and maintaining positive relationships.
  • Build and maintain strong relationships with key project stakeholders, including municipalities, community leaders, and other local authorities, to support the smooth implementation of SWM initiatives in host communities.
  • Collaborate with the Solid Waste Management Program Manager to identify new project opportunities and contribute to proposal writing for future SWM projects.
  • Support the development and delivery of advocacy and influencing plans focused on SWM and Climate Justice in Jordan’s host communities.
  • Adhere to and promote Oxfam’s principles and values, including the commitment to gender justice, women's rights, equity, diversity, and staff well-being.

Experience, Knowledge & Competencies

Essential Experience & Skills:

  • Hands-on experience in an NGO or humanitarian setting, particularly in Solid Waste Management (SWM). WASH, or Climate Justice. 
  • Proven experience in managing diverse budgets across multiple activities, with strict adherence to compliance and donor requirements. Skilled in developing budgets for new projects and ensuring financial accountability.
  • Strong understanding of humanitarian and development programs, with the ability to adapt activities to fit the broader strategic objectives of the organization.
  • Experience in establishing, developing, and managing diverse teams, with an emphasis on promoting an inclusive work environment that values self-reflection and respect.
  • Skilled in establishing and fostering partnerships with civil society organizations (CBOs and NGOs), with a focus on sustainable and impactful collaboration.
  • Strong written and spoken communication skills in both English and Arabic, with the ability to represent the project and organization professionally with stakeholders.
  • Ability to effectively manage multiple demands and perform well under pressure, staying focused on achieving strategic project goals.
  • Strong understanding of humanitarian and development programs, related to Solid Waste management, CBO/CSOs management, recycling schemes. 
  • Well-developed interpersonal and team-building skills, demonstrating flexibility and adaptability in demanding situations.
  • Excellent planning, creative problem-solving, and negotiation skills, with the ability to adapt to dynamic situations and changing demands while maintaining a strategic outlook.
