DIVISION-TEAM PURPOSE: The Cash for Work (CFW) team is responsible for the comprehensive management and implementation of all Cash for Work activities undertaken by Oxfam in both the refugee camp settings and in the neighbouring host communities and municipalities of Mafraq Governorate. This includes ensuring that CFW activities contribute meaningfully to the well-being and resilience of refugee households and host community members, aligning with Oxfam’s goals and values.
JOB PURPOSE: The Senior CFW/IBV Officer will lead the design, coordination, and implementation of Oxfam’s Cash for Work (CFW) activities across refugee camps and the surrounding municipalities in Mafraq Governorate. This role involves close collaboration with Community-Based Organizations (CBOs) and Civil Society Organizations (CSOs) to manage the selection, coordination, and oversight of all CFW activities. The Senior CFW/IBV Officer will ensure that these activities comply with both Oxfam’s internal guidelines and UNHCR camp regulations, aiming for fair and equitable distribution of CFW opportunities among beneficiaries. Key responsibilities include coordinating with Oxfam’s teams, stakeholders, and partners throughout the planning, implementation, monitoring, and evaluation phases of CFW activities, and representing Oxfam at the Za’atari Camp’s Basic Needs and Livelihoods Working Group (BNLWG).

KEY RESPONSIBILITIES
- Lead the implementation of the Cash for Work (CfW) program in refugee camps and surrounding host community municipalities in Mafraq, coordinating closely with Oxfam teams, Community-Based Organizations (CBOs), and municipalities to ensure compliance with UNHCR IBV SOPs in camp contexts and HC CfW SOPs.
- Supervise and support the CfW team in all activities, ensuring targets and deliverables are met in line with donor requirements and internal standards.
- Manage the recruitment and selection process of CfW participants, ensuring compliance with policies and procedures while coordinating with CBOs and municipalities for fair selection.
- Provide training and induction sessions for staff on roles, responsibilities, equality, and updated SOPs, ensuring inclusivity, particularly for women, people with disabilities, and other vulnerable groups.
- Maintain team oversight, including leave tracking, performance management, and adherence to Oxfam's Code of Conduct.
- Establish, manage, and regularly review Oxfam’s internal SOPs to ensure accountable selection, verification, rotation, and payment processes for CfW beneficiaries.
- Coordinate with Finance to manage payment schedules and processes, ensuring prompt and accurate submission of payment requests.
- Supervise timely data entry of CfW participants in GIZ and UNHCR RAIS systems to ensure accurate record-keeping and compliance.
- Lead all donor reporting related to CfW activities, ensuring alignment with donor guidelines and timely submission.
- Engage in field-level coordination with other NGOs to align CfW guidelines and practices within the refugee camps.
- Represent Oxfam at relevant camp-level coordination meetings, and engage with other stakeholders and partners as needed.
- Oversee the monitoring of CfW activities, ensuring progress tracking and achievement of expected results through effective systems and tools.
- Manage the resolution of CfW-related complaints, coordinating with the Monitoring and Evaluation team to address issues raised by beneficiaries.
- Ensure protection concerns within the CfW program are flagged and referred to the Protection Officer when necessary.
- Compile weekly progress reports from the CfW team, documenting the number of beneficiaries and feeding data into monthly donor monitoring reports.
- Undertake additional tasks as required by the Solid Waste Management Program Manager to ensure the smooth and effective operation of CfW activities within refugee camps and host communities.

Experience, Knowledge & Competencies
Essentials
- Experience in managing and coordinating CfW programs in collaboration with local stakeholders, such as Community-Based Organizations (CBOs), municipalities, and government officials.
- Proven experience in monitoring of deliverables to ensure compliance with donor requirements and organizational standards.
- Familiarity with Human Resources principles and processes, including recruitment, staff management, and performance evaluation.
- Demonstrated experience in fraud risk management withinCfW programs.
- Experience with vulnerable groups and protection issues, including the ability to identify and refer individuals to relevant agencies as needed.
- Prior experience or strong willingness to work with refugees in camp settings and with host communities in municipalities.
- Understanding of compliance requirements for UNHCR IBV SOPs in camp settings and Hosting Commnitiy CfW SOPs in host community contexts.
- Excellent interpersonal, communication, and negotiation skills, with the ability to work collaboratively in diverse, multicultural teams.
- Demonstrated commitment to gender equality, social justice, and community inclusion.
- Ability to provide training and capacity-building for project staff and partners on CfW program requirements, SOPs, and compliance standards.
- High level of proficiency in both English and Arabic (written and spoken) is essential for effective communication.
- Proficiency in computer applications, including MS Word, Excel, and data management tools, with a high degree of computer literacy.
- Ability to work under pressure, prioritize tasks, and manage time effectively to meet deadlines in a dynamic environment.
- Flexibility, adaptability, and willingness to learn, with the ability to reflect on personal and team performance.
- Proficiency in both English and Arabic is required.
