Job Title: Senior Commodity Officer FSR # 663

Location: Azraq and Zaatari

Job Summary:

The Senior Commodity Officer oversees the IMC medical commodities warehouse in Azraq that houses medical equipment, consumables and supplies for Azraq hospital, Azraq and ER Zaatari camps. The person is responsible for timely and high-quality administration, orderly stock management and quantification and ordering the commodities as per the grant.

The Senior Commodity Officer works in close coordination with the Health Coordinator, as well as technical staff of the operating room (general surgeon, anesthesiologist, orthopedic surgeon), ERs, laboratory and, X-Ray departments to ensure availability and distribution of commodities according to the consumption and replacement or repair or maintenance of medical equipment or devices as per the need and warranty of the product.

Main Tasks and Responsibilities 

The activities are within the scope of grants and the budgets, but not limited to: (UNCHR, InterSOS/ECHO).

Program Management

  • Work closely with the Medical Coordinator, Health Coordinator and medical teams to ensure the highest technical quality of support services to ensure maximum impact on the programs.
  • Work closely with the Medical Coordinator, Health Coordinator and medical teams to determine the needs of the project for IMC health facilities in Azraq and Zaatari camps
  • Ensure all medical commodities are always available in the departments.
  • Work closely with the medical staff and the teams to identify the deficiencies.
  • Development of the procurement plan of all medical commodities and services needed for all IMC health facilities and other facilities supported by IMC.
  • Anticipate developing the project proposal in coordination with the project manager by providing forecast of expected need of medical commodities and services.
  • Raising and following up on all purchase requests and work orders of medical commodities and services for all IMC health facilities in Azraq and Zaatari camps.
  • Developing TORs for the medical commodities and services contracts.
  • Laise with the procurement department to ensure the offered medical commodities and services meet the requested specifications.
  • Able to do market analysis, to determine the sources of medical commodities and services, to maintain the qualities and cost, and reduce the lead time.
  • Performing quality control for the receiving medical commodities in the IMC central warehouse.
  • Performing the quarterly spot check - Physical inventory conduct in the IMC central warehouse.
  •  Request re-supplies from the IMC central warehouse to the sub-warehouses in the Azraq and Zaatari camps regularly and obtain the required approvals from the budget holders.
  • Conduct QC physical inventory for the delivered supplies from the IMC central warehouse to the sub-warehouses to maintain the quality and quantities of the received items according to the waybills.
  • Manage the medical commodities sub-warehouses and stores in the health facilities in Azraq and Zaatari camps and make sure that all apply good storage practices as per the IMC guidelines.
  • Maintain the cold chain supplies and lab reagents and monitor the temperature, recording it twice daily, as per the IMC guild line.  
  • Make sure the medical commodities are regularly replenished from the sub warehouse to all health facilities in Azraq and Zaatari camps.
  • Maitane and keep records of all official documents, such as GIOs, Waybills, GRNs, and GIK, for all medical supplies-related processes in IMC sub warehouses and stores in the health facilities in Azraq and Zaatari camps.
  • Keeping records (soft and hard copies) of all medical inventories and equipment in all health facilities, ensuring handover processes to focal points are documented and stock cards are properly placed in each room of all facilities.
  • As per the IMC guideline, conduct a regular physical inventory of the sub-warehouses and stores of medical commodities in the Azraq and Zari camp.
  • Initiate gift-in-kind proposal for medical commodities when needed, and evaluate any proposal offered by the other partners.
  • Obtain all the required approvals for accepting the Gift in Kind. And maintain a record for the distribution list as per the IMC guidelines.
  • Ensure that IMC has a valid contract for medical waste management services, for disposal of the produced medical waste from the health facilities, and for expiring commodities as per the IMC and MoH rules and regulations.
  • Ensure that IMC has a variety of contracts for medical services like medical waste management, external lab tests services, medical gases, and medical commodities shipping and transportation.
  • Coordinate with the asset controller and track the movement of medical equipment and devices as per the IMC guild lines.
  • Ensure that all printed medical materials and supplies, such as medication distribution bags, patient files, and the department logbook, are available.
  • Coordinate with other department within IMC when required.
  • Perform other tasks as per supervisor advise.

MINIMUM REQUIREMENTS

EDUCATION

• Bachelor degree in pharmacy/nurse/supply chain management or equivalent degree.

ESSENTIAL REQUIREMENTS

At least 3 years progressive experience in humanitarian or development sector or context.

NGO programs and projects experience with increasing responsibilities, including a minimum of 3 years work experience in in supply chain or warehousing or medical logistics is required.

  • Familiarity with the supply chain and procurement policies is required.
  • Flexible and ability to cope with stressful situations and frustrations.
  • Skills and knowledge in monitoring and supervision of medical stock (both quantitative and qualitative) is required.
  • Team player and strong communication skills.
  • Proficient in computer applications, especially MS Word, MS Excel and MS PowerPoint.
  • Proficiency in written and oral English and Arabic languages.
