Project Background:
USAID Public Financial Management and Administration (PFMA) aims to partner with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance its budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue-raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management, and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results will be expected during the anticipated five-year duration of the activity.
Position Description:
The IT Systems Specialist will support the design and implementation stages of digital transformation activities that are undertaken at the GOJ revenue departments in the framework of the Jordan PFMA project. Under the guidance and supervision of the Revenue Performance Reform Lead, the IT Systems Specialist will work closely with the Income and Sales Tax Department (ISTD), the Department of Lands and Survey (DLS), and Jordan Customs (JC) to achieve the transformational change that robust Information and Communications Technology (ICT) tools can offer. The technology component will then drive results that reduce administrative and compliance costs, broaden the tax base, enhance revenue collection, develop services, and promote compliance.
Key Duties and Responsibilities:
The IT Systems Specialist will be responsible for, but not limited to, the following:
- Assessing counterpart’s IT systems and designing tailored solutions to meet their business needs.
- Collaborating with counterparts to gather technical and functional requirements and propose scalable system designs.
- Support PFMA efforts in automating counterpart’s services
- Collaborate with PFMA advisors to understand project requirements, objectives, and constraints.
- Develop comprehensive documentations including software requirements specifications documents and user manuals.
- Provide training and knowledge transfer to counterpart’s and end-users, enabling them to effectively use and maintain the software.
- Follow-up with vendors on activities related to developing new systems to the counterparts.
- Facilitate IT procurement processes by assisting in the creation of scope of work documents, performing market research, and assessing submitted proposals.
- Troubleshooting complex technical issues, identifying root causes, and implementing effective solutions promptly.
- Review the targeted scope of services for automation and collect the needed information related to these services.
- Review the standard operating procedures (SOPs) for the services.
- Conduct meetings with stakeholders to identify the needed functionalities of the applications.
- Develop Software Requirements Specifications document and obtain DLS approval.
- Develop an implementation plan according to the available resources and priorities.
- Develop prototype APIs, web services, and back-end modules to validate technical concepts and feasibility.
- Utilize the expertise in Oracle Forms to design, develop, and maintain user interfaces and forms for the application.
- Integrate Oracle Forms applications with the underlying Oracle databases to ensure seamless data flow and storage.
- Coordinate and work with DLS to develop the database objects needed for the new applications.
- Participate in the development and execution of code and unit tests to ensure the accuracy, functionality, and reliability of Oracle Forms applications.
- Coordinate with DLS to publish the new applications.
- Develop the developer guidelines for the new applications and ensure all stored procedures, functions, or any other code snippets are well documented and commented on.
- Work with DLS IT to transfer knowledge and ensure their capabilities to maintain the applications.
- Any additional tasks or duties requested by the ICT Project Manager for Revenue Mobilization
Qualifications:
- Bachelor’s degree in in computer engineering, computer science, computer information systems or any related field
- At least 5 years of experience working in a similar position.
- Strong knowledge of Web servers (IIS, Apache).
- Good knowledge on the main programming languages like .NET framework, Oracle, or Angular.
- Experience with mobile applications development is a plus.
- Experience working with international NGOs or donors or with USAID-funded projects (preferred).
- Verbal and written communication and organizational skills.
- Experience using Microsoft Office products.
- Fluent in Arabic and English.
