Economic Cooperation and PSD Advisor

The GIZ Jordan Projects "Green Action in Enterprises" (GAIN) project and the "Innovative Private Sector Development Approaches for Employment Promotion" (I-PSD) are seeking to hire an “Economic Cooperation and Private Sector Development Advisor – Focus: Inclusion of People with Disabilities (PwD)” based in Jordan- for full-time base employment.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing two key projects in Jordan aimed at advancing economic development and promoting inclusivity: the "Green Action in Enterprises" (GAIN) project and the "Innovative Private Sector Development Approaches for Employment Promotion" (I-PSD) project. Both projects are commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and operate in partnership with public and private entities to foster sustainable growth and inclusive employment.

The GAIN project focuses on empowering public and private actors to support a green economy in Jordan. The project has four main objectives: (1) building the capacity of public institutions, particularly the Ministry of Environment, to drive green transformation in the industrial sector; (2) facilitating green investments between the industrial and financial sectors; (3) promoting resource-efficient and circular production practices; and (4) empowering women and people with disabilities within the industrial sector by enhancing advisory services and fostering inclusivity.

The I-PSD project aims to enhance the competitiveness of Jordanian small and medium enterprises (SMEs) in high-potential growth sectors. This is achieved through four main outputs: (1) strengthening the technical capacities of public institutions, particularly the Ministry of Industry, Trade and Supply (MoITS), to implement national economic initiatives, including the Economic Modernization Vision; (2) supporting SMEs in building their technical and financial capacity for innovation; (3) fostering cooperation to strengthen competitive growth sectors within Jordan’s innovation ecosystem; and (4) promoting diversity and inclusion practices within growth sector companies.

To support the goals of both projects, GIZ is seeking to hire a Technical Advisor with a focus on Inclusion of People with Disabilities (PwD). This role will contribute to creating an inclusive environment within Jordan’s industrial and private sectors, empowering people with disabilities and promoting equitable employment practices across project initiatives.

Qualifications and specialist knowledge

  • University degree in Social Science, Economics, Business Administration, International Development or other relevant discipline.       
  • Demonstrated expertise in working with and supporting PwD, including initiatives on employment and inclusion in the private sector. ,
  • Minimum of 5 years of professional experience in economic development within Jordan, with a focus on international development cooperation and inclusivity initiatives with the private sector.  
  • Advisory experience, including contracting and managing consultancy contracts, grant agreements, facilitation of capacity-building workshops, organisation of workshops, events that prioritise diversity and accessibility.
  • Excellent verbal and written communication skills, with an ability to engage diverse stakeholders on the importance and benefits of inclusivity.
  • Project management skills including good working knowledge of IT tools (phone, email, MS Office applications).
  • Collaborative, dependable and positive team player 
  • Fluent in English and Arabic, with experience in producing inclusive, accessible documentation and communication.

Main Responsibilities

  • Initiate partnerships with stakeholders from governmental, private and development sectors on the topic of inclusion of PwDs.
  • Initiate and implement private sector development and employment creation measures with GIZ implemented GAIN and I-PSD projects, focusing on inclusion of PwD with the private sector.   
  • Manage advisory services to private sector institutions including chambers, business associations and service providers in line with the government’s strategies on the inclusion of PwDs in the private sector.  
  • Support private sector organizations including developing their capacity through facilitating partnerships and capacity development measures on the topic of inclusion of PwDs. 
  • Act as a focal person to relevant stakeholders on the topic of inclusion of PwD, including mainstreaming it on a project/cluster level.
  • Raise awareness on company, organizational and individual level on the benefits and opportunities of PwD inclusion.
  • Ensure proper monitoring and reporting of results and outcomes and support the development of information and communications products.   
  • Develop and update the project’s management tools including operational plans, results models, stakeholders map and contributing to knowledge management.

Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.

Emanating from GIZ’s role in enhancing and promoting the efficiency and competency of its political partners and entities and their respective employees, and in view of GIZ’s aim at maintaining and encouraging the stability of employment at its political partners and entities, this position will not be available to any official employee currently working at any of GIZ’s political partners, governmental ministry, department or entity, including any official employees who are on unpaid leave.
