Purpose of the Role:The Senior Grants & Compliance Officer will have the dual role of (1) managing USG Federal subawards, and (2) ensuring Department of State Cooperative agreements are delivered in compliance with USG federal rules and regulations. For subawards, they will lead of pre-award risk assessment, maintain records of milestones and deliverables, review payment requests, and build financial management capacity among subrecipients. For overall compliance, they will provide advice and training, carry out internal audits of project expenses, enforce administrative policies and promote adherence to procedures.
Key Accountabilities and Deliverables
Subawards
- Oversee subrecipient selection documentation and pre-award risk assessment.
- Lead on subrecipient milestones/deliverables review by checking supporting documentation to verify compliance with milestone schedule, ARK, donor and subaward rules and regulations.
- Lead on the required subaward modifications and execute subaward amendments.
- Monitor subrecipient activities during their implementation to ensure on-time and high-quality delivery of goods and services and provide continuous assessments of subrecipient performance against project objectives.
- Timely submission and tracking of subrecipient payment requests (PR) on ARK's PR system.
- Lead on subrecipient capacity building following pre-award risk assessment recommendations.
- Lead on subaward closeout, ensuring closeout reporting and completion certificates are timely.
- Ensure accurate SharePoint filing of subaward documentation.
- Participate in periodic subaward review meetings with project personnel and support resolution of issues raised.
Compliance
- Provide continuous guidance to project staff on compliance requirements relevant to subgrantee/subcontractor management and work closely with Project staff, operations and finance to ensure compliance with donor regulations and ARK policies and procedures.
- Conducting subgrantee/subcontractor compliance training.
- Guide project staff to ensure compliance with US Department of State regulations (e.g., 2 CFR 200, and other relevant guidelines).
- Stay up to date with changes in US government laws, rules, and guidelines affecting cooperative agreements.
- Support the Subawards and Federal Compliance Manager, and Head of Compliance in conducting regular internal audits to verify that operational and financial activities comply with donor rules and ARK's policies.
- Review project procurement processes, ensuring they comply with US government regulations and ARK's procurement policies.
- Provide compliance training to staff and partners, ensuring understanding of US government regulations and internal policies.
- Develop and deliver informational sessions on key compliance topics, such as procurement, financial management, and reporting requirements.
- Support the Subawards and Federal Compliance Manager in identifying potential compliance risks and working with relevant teams to mitigate them.
- Form part of the ARK Audit Team during external audits or reviews by the US Department of State or other external parties.
- Prepare documentation and support the external audit process by ensuring all required documentation is complete and accessible.

Requirments:
EDUCATIONAL/CERTIFICATION REQUIREMENTS:
Bachelor's degree in a related field.
Federal Grants Management certifications/training.
TECHNICAL EXPERTISE & EXPERIENCE:
- 3+ years of professional work experience in grants management, preferably in the context of humanitarian or international development.
- Experience with donor rules and regulations, in particular US funds and knowledge of CFRs.
- Experience working with USAID/Department of State (DOS) and familiarity with USAID/DOS rules and regulations is preferred (2CFRs).
- Knowledge of cost-allowability rules across procurement, HR and travel for government donors.
- Excellent command of written and spoken English and Arabic.
- Flexibility and ability to work under pressure.
- Ability to set priorities, organise time efficiently and work independently on several tasks simultaneously.
- Strong interpersonal, teamwork and coordination skills.
- Must be able to maintain the highest level of confidentiality regarding work-related information.
- Computer literacy in Microsoft Office programs (Word, Excel, Outlook & SharePoint).
