The Sr. Finance officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse, and Harassment). The Sr. Finance officer has the obligation to complete all mandatory training related to the Code of Conduct and the PSEA policy and report any safeguarding concerns such as breaches of organizational policies or codes of conduct according to ACTED’s procedures. The Sr. Finance officer carries out work duties in a way that does not harm children, vulnerable adults, or other staff or volunteers.

ACTED’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. Each ACTED employee will adhere to these principles through key green programming responsibilities:

  • Contribute towards the adherence and development of the greening strategy plan.
  • Explore innovative green programming opportunities and/or solutions within your realm of responsibilities and roles
  • Encouraging and promoting environmental safeguarding processes and environmental programming standards in accordance with SOPs and technical guideline notes
  • You will play a crucial role in developing and implementing financial strategies to optimize profitability and minimize risks, as well as evaluating investment opportunities and recommending financial decisions to senior management.
  • To continually improve the organization's financial processes and competitiveness, Finance Executives stay abreast of industry trends, changes in financial regulations, and emerging financial technologies.
  • Finance Executives maintain stability and liquidity by continuously monitoring cash flow, effectively managing working capital, and optimizing financial operations.
  • To sustain stability and liquidity, Finance Executives focus on tasks like cash flow monitoring, working capital management, and the efficient operation of finances.
  • Finance Executives are accountable for managing financial activities like budgeting and reporting to guarantee compliance with regulations and financial stability.

FUNCTIONS

Budget Control:

•  Responsible for project accountancy and accuracy.

•  Ensures all financial and accountancy procedures are implemented and respected at the area level.

•  Review (North Jordan) and update (Amman) the Budget Follow-Up (BFU) every month, highlighting any potential over or underspend, raising alarms and making relevant recommendations with programs and area coordination to ensure accurate forecast and spending.

Updating the Bill of Quantities (BoQ) with programs and area coordination, to ensure that it reflects the BFU and that there is coherence between both the financial and program status.

Cost Control:

•  Ensure that all resources of her area are allocated to the correct project.

•  Monitors the running cost of this area and highlights any unusual expenditure.

•  Ensure that all resources are allocated and used as per donor requirements. This includes ensuring non allocated resources are not used on any project, unless written approval is given by the CFM.

•  Responsible for updating the Time sheet for staff and support costs monthly, making a forecast with programs and country finance manager, to ensure that there will be no overspend.

•  Oversee weekly and monthly update of the contract follow up (CFU) and debt follow up (DFU- monthly only).

Oversee communication on the CFU with logistics to have the most accurate information.

Internal Control:

•  Ensures adherence to all Finance procedures and support successful FLAT management at the capital level

•  Accountable for the accuracy of procurement documentation.

•  Ensure that all resources at capital level are allocated on the correct project within the relevant timeframe.

•  Check the coherence of the cashbook, saga and cash balance before closing the accountancy for each week and the end of each month.

•  Ensuring that all documentation (programmatic, procurement or otherwise) is as per policy and in accordance with external donor regulations, before preparing any financial payments.

•  Is accountable for the monthly bank and cash reconciliations.

•  Is responsible for ensuring that accurate documentation is prepared before making any payments, this includes checking the contract documents before signing the contracts and/ or paying any invoices.

Staff management

•  In consultation with coordination and HR, interview and select staff with appropriate skills for the department activities, as per the base recruitment guidelines.

•  Manage/Oversee department staff according to the established policies and practices of the organization.

•  Ensure that all department personnel receive an appropriate orientation to the organization in conjunction with HR.

•  Develop the knowledge of the finance team both technically and by facilitating a reflective learning environment.

Maintain open dialogue with all team members and will treat all staff in a respectful way.

Others:

•  Other tasks as requested by line manager.

•  In case of absence of the CFM, attend the coordination meeting, flat meeting, and other meetings.

•  Make budgets for new project proposals.

•  Management of the reporting deadline.

•  Ensure financial reporting in accordance with donor and ACTED rules.

Skills

  • Bachelor’s degree in accounting, Finance, Business Administration, Commerce or Equivalent.
  • Minimum of three years’ experience working in the Field of Finance (preferably in NGO sector).
  • An experience in controller position is preferred.
  • Knowledge on the ERP Saga a bonus.
  • Knowledge about the donor’s rules and regulations related to procurement, compliance and financial management.
  • Strong knowledge of financial management principles, budgeting, and financial analysis.
  • Excellent organizational and project management skills, with the ability to prioritize tasks and meet deadlines.
  • Excellent interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
  • Demonstrated ability to work independently and as part of a team, with a proactive and problem-solving mindset
  • Proven Excellent skills in Microsoft office, excel and word.
  • Excellent English and Arabic (written and spoken).
  • Ability to perform high-level duties with minimal supervision
  • A well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
