ROLE PURPOSE: Senior Project Officer is responsible for providing management leadership and oversight in implementing all the programme interventions in development.  S/he will work with the relevant partners and SCJ programme staff to ensure the timely implementation, quality and relevance of the project. S/he responsible for providing management and operational guidance to field teams and ensuring that high-quality activities are implemented in a timely manner, ensuring the reporting requirements are met in a timely and quality manner.  S/he will liaise with and advise PDQ team in coordination with the Area projects manager concerning relevant technical or quality issues associated with the programme in order to facilitate any necessary changes in programming design.

S/he will also define the project’s objectives and oversee quality control throughout its life cycle.

 

SCOPE OF ROLE:

Reports to: Projects Manager

Staff directly reporting to this post: Field Coordinators and assistant and any other staff as designated/assigned by the project manager.

KEY AREAS OF ACCOUNTABILITY:

  • Support the Projects Manager and participate in planning, scheduling, and developing protection project components.
  • Support the Protection Projects Manager in supervising the activities implementation at the communities center in the camp
  • Provide overall supervision to all activities, Outreach, Case Management, Partnership)
  • Supporting field staff in the timely implementation of activities at field level.
  • Monitor and evaluate the implementation of activities implemented in the camp to ensure they are completed according to plan and in a timely and effective manner, giving particular attention to quality aspects.
  • Working closely with PDQ staff in coordination with the Projects Manager in order to ensure the quality of the programme activities.
  • Support the delivery of effective programmes, in development contexts in stressed communities.
  • Supporting field staff in the timely implementation of activities at the field level.
  • Supervise and support all the field coordinators in the area of operation, through facilitation of, and advising on implementation of, different interventions.
  • Monitor and evaluate the implementation of activities implemented in the targeted area to ensure they are completed according to plan and in a timely and effective manner, giving particular attention to quality aspects.
  • Documenting in a timely manner, all progress challenges, and learning for future implementation
  • Leading assessment in the operational area for all the interventions.
  • Conduct regular field visits to centers, pitches, and local partners to verify the quality /progress of all project interventions and to provide operational and technical guidance and advice.
  • Monitor budget/expenditure and report variances to the project manager in a timely manner for proper planning, reporting, and adjustment.
  • Assist in the preparation of work plans, reports, and other project or management materials
  • Provide timely and quality inputs for donor/member reporting
  • Provide the MEAL department with project data as required by the project MEAL plan
  • Participate in the humanitarian response led by SCJ in all operational and thematic areas.
  • Any other tasks assigned by the Area Manager.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Bachelor Degree
  • Substantial 3- 5 years’ experience preferably in protection /or education sectors 
  • Demonstrated ability to build capacities of local partners, caregivers and/ or teachers and work with underprivileged communities
  • Proven technical skills with effective personal communication skills
  • Training of trainers
  • Excellent planning, management and coordination skills, provide support and guidance for the staff
  • Strong communication (written and spoken), and interpersonal skills in English and Arabic
  • Ability and willingness to travel within Jordan.
