Background
Oxfam has been present in Jordan since the 1990s, working with local partners to create a future where everyone can reach their full potential, especially women and young people. Our efforts in Jordan focus on providing essential humanitarian assistance to Syrian refugees and vulnerable Jordanians while promoting sustainable, long-term solutions to the country's challenges in Climate Justice, Economic Justice, and Gender Justice.
Under our Gender Justice program, Oxfam in Jordan is implementing the “Power to Choose” initiative, which contributes to equitable access to inclusive health services and supports stakeholders in advocating for evidence-based healthcare policies. This initiative builds on Oxfam’s commitment to a rights-based, gender-responsive approach with an emphasis on reaching vulnerable women and young people in Jordan. It aligns with Sustainable Development Goals (SDGs) 3 and 5, ensuring healthy lives, promoting well-being for all, and achieving gender equality to empower women and girls.
Introduction to Required Services
Oxfam in Jordan is seeking a consultant with expertise in advocacy and campaign development to lead a focused campaign under the “Power to Choose” initiative, aimed at enhancing the Sexual and Reproductive Health and Rights (SRHR) of women with disabilities. This initiative aligns with Oxfam’s Gender Justice program, which is committed to achieving gender equality and equitable access to health services for vulnerable populations, particularly women, young people, and persons with disabilities. The selected consultant will be responsible for designing and implementing an advocacy campaign that raises awareness of the SRHR needs and rights of women with disabilities, with a strong emphasis on addressing stigma and improving accessibility to inclusive health services across Jordan.
Despite notable strides in SRHR advocacy, significant challenges persist for women with disabilities, who continue to face barriers in accessing respectful, inclusive healthcare due to pervasive societal stigma, discrimination, and lack of awareness. These barriers often manifest in harmful practices, such as forced medical interventions without consent, lack of accessible healthcare facilities, and inadequate training for healthcare providers. This consultancy seeks to address these systemic challenges by employing a feminist, rights-based approach to campaigning that centers on the autonomy, dignity, and empowerment of women with disabilities.
The consultant will work closely with Oxfam and local partners to ensure the campaign not only advocates for policy changes but also fosters community-level support and understanding. Through a blend of public awareness activities, educational material development, capacity-building workshops, and policy engagement, the campaign aims to empower women with disabilities, elevate their voices, and shift harmful social norms that restrict their SRHR. This initiative will further contribute to the achievement of Sustainable Development Goals 3 and 5, promoting well-being and gender equality in Jordan.
The consultancy requires a comprehensive approach that integrates intersectional gender analysis and a deep understanding of the local social and cultural context. The consultant’s role will involve not only strategizing and implementing campaign activities but also closely monitoring outcomes to ensure measurable impact, particularly in enhancing community awareness and advancing policy reforms in SRHR for women with disabilities.
Scope of SERVICES
The primary objective of this consultancy is to develop and execute a comprehensive advocacy campaign that elevates the Sexual and Reproductive Health and Rights (SRHR) of women with disabilities in Jordan. This campaign will be rooted in a feminist approach, prioritizing the voices and experiences of women with disabilities. It will aim to:
- Increase public awareness and understanding of the SRHR needs and rights of women with disabilities.
- Promote societal and policy-level shifts towards inclusive, respectful healthcare practices.
- Empower women with disabilities and their communities to advocate for their SRHR rights.
Scope of Work
The consultant will be responsible for designing, developing, and executing the SRHR campaign, drawing on insights from the SRHR research and gap analysis for women with disabilities. The campaign should incorporate the following key areas:
Campaign Strategy Development:
Conduct an initial landscape assessment to identify existing SRHR resources and advocacy gaps for women with disabilities in Jordan.
Develop a feminist, intersectional campaign strategy that aligns with the rights-based approach of Oxfam’s Gender Justice framework. The strategy should include objectives, key messages, a stakeholder engagement plan, and a timeline.
Design a monitoring and evaluation framework for assessing the impact of campaign activities, including indicators for measuring changes in societal attitudes, awareness levels, and policy engagement.
Capacity-Building Workshops and Training:
Design and deliver workshops for youth leaders, community advocates, and local partners to strengthen their skills in SRHR advocacy, with a focus on the needs of women with disabilities.
Facilitate interactive sessions on topics such as gender-responsive communication, respectful care practices, and the importance of autonomy and informed consent in SRHR.
Develop a toolkit or manual for participants, summarizing key workshop content, SRHR advocacy techniques, and strategies for engaging with diverse stakeholders.
Community Engagement and Outreach:
Organize community events, roundtable discussions, and awareness campaigns that address the stigmatization of women with disabilities in Jordanian society. Ensure events are accessible to participants with disabilities.
Collaborate with local influencers, community leaders, and representatives from disability rights organizations to amplify campaign messages and foster community ownership.
Incorporate storytelling and participatory media (e.g., video testimonials, art installations) to highlight personal stories of women with disabilities and their SRHR experiences.
Policy and Stakeholder Engagement:
Identify and engage key policy stakeholders, including government agencies, healthcare providers, and civil society organizations, to discuss policy gaps affecting the SRHR of women with disabilities.
Organize policy dialogues and lobbying events focused on advocating for stronger legal protections, mandatory informed consent, and inclusive healthcare service improvements.
Develop position papers, policy briefs, and fact sheets for distribution to policymakers, aligning with campaign findings and recommendations from the SRHR gap analysis.
Final Reporting and Knowledge Sharing:
Prepare a comprehensive report summarizing campaign activities, outcomes, challenges, and lessons learned.
Facilitate a knowledge-sharing session with Oxfam staff and partners to present campaign outcomes, discuss best practices, and suggest recommendations for future advocacy efforts in SRHR for women with disabilities.

Required Qualifications
- Proven experience in feminist advocacy and campaign management, with an emphasis on SRHR and disability rights.
- Strong knowledge of the Jordanian context regarding gender justice, healthcare, and disability inclusion.
- Demonstrated skills in designing and implementing advocacy strategies, particularly with a gender-responsive and rights-based focus.
- Experience in producing accessible educational materials and conducting inclusive community outreach activities.
- Excellent written and verbal communication skills, with the ability to engage a wide range of stakeholders.
- Familiarity with monitoring and evaluation approaches in advocacy campaigns.
