  1. Background

About the Youth, Technology, and Jobs Project

The Ministry of Digital Economy & Entrepreneurship (MoDEE), Jordan, is the implementing agency of the Youth, Technology, and Jobs (YTJ) project, which aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The YTJ project will build an impetus for private sector-led growth of the digital economy and make interventions to address the economy's supply and demand sides.  The project duration is 2020 - 2027.

YTJ aims to motivate private sector-led growth of the digital sector by (i) deepening the pool of quality digital skills and (ii) leveraging the government's ambitious agenda of digitizing government services to create a demand for digital services and jobs (iii) incentivizing the growth and expansion of the private sector.  YTJ’s structure involves the two main components that aim to address opportunities and constraints in both the supply and demand sides of digitally-skilled labor in Jordan.

The first component focuses on strengthening and increasing the supply of digitally skilled youth in Jordan by:

  • Enhancing digital skills competencies of public-school students
  • Establishing a digital skills training ecosystem by involving the private sector
  • Providing working spaces in underserved communities through Tech Hubs

The second component of YTJ involves boosting the growth of the digital economy and digital government services in Jordan that will enable job and income opportunities by:

  • Expanding access to markets for digital firms
  • Supporting the digital transformation of service delivery to citizens and businesses
  • Digitizing government payments

TOR Objective

The objective of this ToR is to identify and hire a Talent Research officer for the Project.

The Talent Research officer will be responsible for supporting the hiring requirements for local and international employers through assessing the demanded skills with employers and enhancing the outreach to qualified database of talents.

Responsibilities of the Talent Research Officer

The Talent Research Officer is responsible for;

  • Conduct comprehensive research to identify potential talents with the required skills and qualifications.
  • Build and maintain a talent database for future recruitment needs.
  • Collaborate with employers to understand their specific skill requirements for open positions.
  • Evaluate and assess talents' skills, experiences, and qualifications to ensure a good match with job requirements.
  • Develop and implement strategies to proactively source and engage potential talents.
  • Utilize various channels, including job boards, social media, and professional networks, to attract qualified talents.
  • Review resumes, conduct initial interviews, and assess candidates' suitability for open positions.
  • Maintain clear and organized records of talents profiles and interview results.
  • Communicate with local and international employers to understand their hiring needs and provide regular updates on candidate sourcing progress.
  • Identify potential talent to engage in the training and upskilling programs.
  • Work closely with project Management Unit and Digiskills team to understand hiring needs, team gaps, and staffing strategies.
  • Review and screen resumes and applications, conduct initial interviews to gauge fit.
  • Develop and maintain relationships with universities, training institutions, and other potential sources of talent.
  • Provide insights on market trends, challenges, and opportunities for improvement in the hiring process.
  • Prepare regular reports on talent acquisition activities, including metrics on candidate pipelines, conversion rates, and time-to-fill positions.

Eligibility and Minimum Qualifications

  1. Minimum 2 to 3 years of experience in talent acquisition, preferably in the technology sector.
  2. Experience/familiarity with the ICT Sector.
  3. Experience in using software’s for data gathering and building online surveys
  4. Experience in working/collaborating with the government at both center and state level.
  5. Capacity to deliver high quality work on schedule; facility to work successfully in multicultural teams and across boundaries.
  6. Strong networking skills.
  7. Excellent analytical skills, problem-solving, and decision-making skills.
  8. Effective written and oral communication skills in Arabic and English.
  9. Excellent knowledge in building
  10. High level of cultural adaptability and sensitivity.
  11. Excellent computer skills.

Education Requirements

Bachelor's degree in Bachelor's degree in Human Resources, Business Administration, or related fields

Duration of the Assignment

The contract period is for one year, renewable till the end of the project.
