Terms of Reference for Procurement officer
- About the Youth, Technology, and Jobs (YTJ) Project
The Government of Jordan (GoJ) has received financing from the World Bank to implement the Youth, Technology, and Jobs (YTJ) project, which has become effective in April 2020 and will continue until February 2027. The YTJ project aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The Ministry of Digital Economy & Entrepreneurship (MoDEE) is the implementing agency of the YTJ project.
The project components are:
Component 1 – Support the supply of digital skilled youth in Jordan
Sub-component 1.1: Support private sector-led digital skills development.
Support the establishment of the National Skills Council for Information and Communication Technology (NSC- ICT), as an independent (financially and administratively) legal entity, with a majority private sector board membership and representation from key public sector stakeholders.
Sub-component 1.2: Enhance digital skills competencies for public school students.
Introduce digital skills curriculum in public schools (G7-12).
Sub-component 1.3: Establish working spaces in underserved communities through Tech Hubs.
Upgrading, equipping and managing technology hubs within the existing vocational training centers, or other appropriate premises, to provide venues for a variety of activities, including, skilling programs, co-working spaces, ITO/BPO space and networking space.
Sub-component 1.4: Enhancing Digital Skills Competencies for Youth
Training youth through eligible Training Service Providers and the provision of Subgrants to eligible Training Service Providers.
Component 2 – Support the expansion of digital sector and digital government services in Jordan
Sub-component 2.1: Support the expansion and access to market for digital firms and digital platforms.
Provide incentive packages to support the growth plans of digital firms in underserved communities , help build and scale their activities, and generate local job opportunities. Provide matching grants to support implementation of business development plans of Digital Firms aiming to secure new contracts in outside markets. Position Jordan as the region’s go-to BPO/ITO[1] destination, and develop the Entrepreneurship Pipeline in Jordan.
Sub-component 2.2: Support digital transformation of service delivery to citizens and businesses. Support activities designed to improve access to and quality of selected e- government services. In addition to improving quality and cost efficiency of service.
Sub-component 2.3: Support digitization of payments.
Support the government commitment to advance penetration of digital payments in Jordan supporting e-payments for all applicable government services.
Component 3 - Project management & implementation support.
MoDEE has established a Project Management Unit (PMU), which includes focal points for the Ministry of Labor and the Ministry of Education. The PMU (within MoDEE) have the overall fiduciary responsibility for project and the implementation of its activities.
Under component 3, MODEE/YTJ is seeking to hire a Procurement Officer to support the Project and the Tenders Department in the ministry in all procurement activities financed by the World Bank.
- Roles and Responsibilities
- Coordinate closely with the Ministry procurement staff and support implementing all policies and procedures related to procurement activities and ensuring the Bank procurement regulations are followed in all transactions.
- Participating in project technical committees or team meeting in order to ensure timely implementation progress with a focus on procurement -related activities.
- Support management of contracts including inspection, ensuring compliance with terms and conditions of contract, proactively addressing delays, trouble-shooting problems, assisting in contract amendments, and ensuring completion of the delivery works;
- Develop and update the project procurement plans and maintaining other well-defined tools to manage and track procurement activities including costs, timeline, status, .etc;
- Assisting the Bid Opening Committee as well as the Evaluation Committee to prepare evaluation reports as well as providing necessary assistance and tools for conducting evaluation processes.
- Ensure compliance of procurement activities with MoDEE and World Bank’s rules, regulations, policies and strategies
- Coordinate closely with the Finance Team; and provide them with progress reports against procurement plans for the life of the project.
- Adopt the procedures and requirements of the World Bank’s Systematic Tracking and Exchanges in Procurement (STEP) system, and ensure timely uploads to the system.
- Maintain a coherent filing system for archiving all approvals, contracts, contract amendments including all consultants’ deliverables are properly filed and referenced.
- Support the PMU in procuring all the project’s needs and activities following the World Bank and the GOJ procurement’s guidelines and procedures.
- Support the preparation of procurement documents including, REOI RFQs, RFPs, RFBs, SPN, Notification of Intention to Award, Notification of Award, Contract Agreement, etc.
- Perform any additional tasks requested by the Senior procurement Officer.
- Eligibility and Minimum Qualifications of procurement officer
- A minimum of 2 years relevant experience in a similar position preferably in the public sector and/or with international donor organizations (preferably the World Bank).
- Knowledge of procurement regulations, processes and systems.
- High attention to details.
- Strong planning and organizing skills.
- Ability to handle multiple tasks and work under pressure.
- Strong Communication and negotiation skills.
- Demonstrated ability to work as a team member.
- Good command of both English and Arabic Languages (reading, speaking and writing).
- Proficiency in Microsoft office applications.
- Education Requirements
University Degree in Accounting, Business Administration, Supply Chain Management, Industrial Engineering, or another relevant field.
- Duration of Assignment
The contract duration is one year and can be renewed till the duration of the project.
