Overall Purpose

The MHPSS Manager is within the Jordan programme and focuses primarily the implementation of MHPSS projects, through direct implementation and partnerships. The Manager will lead the team and partners to implement MHPSS activities.

The role includes managing activities and reporting against objectives, timeframe and budget, and contributing to the writing of proposals and project design. The MHPSS Manager will lead and manage the team, ensuring they track and achieve milestones.

The MHPSS Manager is expected to:

  • Manage, track progress and document learnings on projects.
  • Ensure project activities are implemented within the timeframe and budget available
  • Track spending on project budgets, and achievement of targets.
  • Lead project proposal development, and lead reporting to donors.
  • Engage with sector working groups and partners.

 

Project Overview

 

  • This work targets the most vulnerable Syrian and non-Syrian asylum seekers and refugees, and vulnerable Jordanians residing in Amman, Jordan. It comprises of targeted activities within the MHPSS spectrum to address the most critical needs identified in the served population.

In addition to working with partners to identify and refer people to these services.

 

 

Major Duties and Responsibilities

Project Management

  • Manage and report on projects to meet project objectives in line with the proposal, log frame and budget and within the allotted time frame, in coordination with PC.
  • Monitor activities, oversee the technical design and implementation and report challenges.
  • Regular meetings with technical advisor to ensure alignment with Medair and global standards.
  • Manage MHPSS partner portfolio: Develop projects, budgets, conduct partner capacity assessments, review partner reports and provide feedback, monitor activities and conduct regular project reviews.
  • Develop the strategy for MHPSS mainstreaming across Medair sectors.
  • Develop community engagement plan for MHPSS. 
  • Make recommendations on partner activities based on needs and gaps identified in the sector.
  • Coordinate with the Health PM to ensure specialized services are delivered according to set milestones.
  • Develop referral pathway between services across the MHPSS services.
  • Lead the development of new project proposals, in coordination with PC.
  • Maintain relationship with MEAL/IM team to collaborate as necessary for monitoring, evaluation and reporting.
  • Develop plan for mhGAP trainings for 2024 and 2025, ensuring the development of tools to monitor the effective training and monitoring of learning.
  • Lead the communication with MHPSS partners, develop lessons learned and improve referral pathway.

Staff Management

  • Line-manage the staff of the assigned project, including day-to-day management.  
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans.
  • Assess staff and partner training needs and ensure staff have the required technical knowledge to perform their tasks and follow up with partners.
  • Promote the use of correct HR procedures, including Medair People system, training and leave requests.

Financial Management

  • Manage the budget for the assigned project and ensure all expenses are according to budget and meet the Medair standards.
  • Close coordination with the health team on spending on budgets.
  • Inform PC of potential under or overspending.

Communication and Coordination

  • Active participation in relevant working groups representing Medair.
  • Ensure Medair staff receive latest technical guidelines for MHPSS, and that activities take into consideration latest information from the WG.
  • Coordinate with the Health and CBI teams, and all support functions within the Jordan programme.

Quality Management

  • Promote and use the Medair intranet, e-library, portfolio and other operating procedures, ensuring that all standardised formats are used and guidelines are followed;
  • Ensure the project is implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and CHS standards.
  • Ensure teams are able to access learning opportunities for MHPSS including developing and utilizing training materials.
  • Develop quality benchmarks and checklists to be utilized for monitoring of Medair and partner activities.

Conduct periodic supervision visits to monitor quality of MHPSS service delivery to beneficiaries

Delegated Responsibilities

  • Authorisation of expenditure on applicable budget lines according to authority matrix
  • Line management of assigned staff, including recruitment, performance monitoring, disciplinary action, etc.
  • Monitoring trends in Jordan linked to:
    • MHPSS guidelines
    • Best practices in MHPSS WG

Qualification / Experience

Education

  • University degree psychology, clinical psychology. Medical or social work degree with further focus on mental health.

 

 

  • MHGAP training.

Work experience

  • 3 years experience in project management or managing MHPSS projects in humanitarian setting, or at least 3 years experience in managing teams.
  • Experience in partnership and capacity strengthening.

 

Languages

  • Strong working knowledge of English and Arabic (spoken and written).

 

IT

  • Competent in the use of Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint and managing data on a large scale.

  • Experience in MHPSS and protection assessments, design, monitoring and implementation

  • Good numerical, report writing and administration skills.

  • Able to take the initiative in project decisions
