Background:

The Near East Foundation (NEF) is seeking candidates for a Procurement and Logistics Officer to be based in Jordan Office. NEF is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to improve livelihoods and local governance among conflict and crisis-affected groups, while maintaining neutrality and ensuring inclusiveness in our approach. Working through a network of country offices and local partners, NEF currently has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. Our programs are organized around three pillars: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.

Position Description 

The Near East Foundation (NEF) is committed to providing comprehensive livelihood services that address the needs of vulnerable populations. The Procurement and Logistics Officer is a key member of the Near East Foundation team in Amman reporting directly to the Program and Operations Director.  The Procurement and Logistics Officer provides all logistical support for implementation of the projects as well as oversight on procurement, including the management of staff to and from project sites and meetings. 

Key Responsibilities

Procurement

  • Develop, facilitate, implement, monitor, and review procurement plans to ensure effective procurement operations.
  • Manage the procurement function, including the procurement of goods, works, and services, ensuring compliance with NEF and donor-specific policies.
  • Oversee all procurement procedures, coordinating and monitoring the procurement function to ensure adherence to procurement policies, practices, and donor requirements.
  • Liaise with suppliers to establish realistic delivery schedules, compare actual deliveries, and evaluate supplier performance and responsiveness.
  • Prepare Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitation to Bid (ITB) documents and reports for tender committee review.
  • Participate in the evaluation of bids and proposals, ensuring that bid evaluation reports, technical evaluations, minutes of negotiations, and negotiated contracts contain all the facts and information required to justify the recommendations made.
  • Ensure procurement systems and procedures are followed in strict adherence to established policies under the finance and administration rules.
  • Review invoices and attached supporting documents and submit them for timely payment to suppliers.
  • Collaborate with program staff to establish detailed requirements for office supplies, equipment, and other goods needed for workshops, meetings, and the office.
  • Ensure that all suppliers are vetted, and purchases are adequately supported by Purchase Requests (PRs), Invoices, and Delivery Notes.
  • Ensure that approved quotations are entered into the financial management system on time, and that Local Purchase Orders (LPOs) are issued to selected suppliers.
  • Work closely with Finance to ensure that all supplier/service provider invoices are scrutinized, recorded, and accounted for promptly in the financial management system.
  • Prepare and submit regular procurement reports and updates to finance, compliance, and program staff.
  • Collaborate with partners and other agencies as required.

Logistics

  • Ensure that NEF travel policies and procedures are understood and followed by all staff.
  • Maximize the availability and implementation of controls for logistics assets, including vehicles, generators, computers, and other technical items, to ensure their efficient use and regular maintenance.
  • Manage all staff transportation, coordinating with colleagues, partners, and transport contractors as needed.
  • Prepare logistics reports and provide regular updates to finance and program staff.

QUALIFICATIONS 

The successful Procurement and Logistics Officer must be a self-directed individual with the following qualifications: 

Basic Qualifications:

  •  University degree in business administration, supply and logistics, international relations or a related field with at least 2 (two) years of relevant professional experience.
  •  four years of relevant professional experience.
  •  Experience working for non-governmental organizations or non-profits.
  •  Proficiency with MS Office applications, including Word, Excel and Outlook.
  •  Fluency in Arabic and working proficiency in English both written and oral.
  •  Ability to live and work in Jordan without company sponsorship.
