Role and Responsibilities

Improve the overall health situation of the target population, implementing quality health services and contributing to the achievement of proposal objectives within the planned timescale and budget, for the areas of responsibility within the health project. While being involved in the overall health project, this role has a particular responsibility for management of cash for health component. Build the capacity of the local health team & local partners by providing relevant supervision, training and technical support; contributing to monitoring and reporting on project progress.

Project Overview

Medair’s goal in Jordan is to reduce morbidity and mortality among vulnerable refugees and host populations through the provision of cash for health, behaviour change communication (BCC), and mental health and psychosocial support (MHPSS) services. Jordan hosts 712,878 Syrian, Iraqi, Yemeni, and other refugees, 82.1% of whom reside outside of formal camps. The goal of cash for health support in Jordan is to reduce morbidity and mortality among refugees and host communities. This support aims to ensure access to quality health care services. The project activities are integrated with BCC activities. Furthermore, the project focuses on strengthening the capacity of local partners in managing cash for health projects and implementing some activities through these partners.

Workplace & Conditions 

This office-based position is in Amman, Jordan, and requires frequent field visits to the areas of implementation, including Amman, Irbid, Mafraq, Zarqa, Jerash, Ajloun, Madaba, and Balqa.

Key Activity Areas

Health Management

  • Be responsible for the start-up, implementation, management, supervision and support of the cash for health activities in line with the activity plan, time frame and any applicable national and international guidelines and standards.
  • Provide practical and technical guidance to the health team and local partners in the cash for health.
  • Conduct regular field trips to thehealth officers, local partner and communities for support and supervision focusing on the cash for health activities.
  • Monitor and supervise the cash for health activities within the project areas.
  • Provide training, capacity building and support for health officers and local partners in the field locations.
  • Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, with reports being made to the health project manager.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Oversee the process of data collection, collation and dissemination to meet the requirements and deadlines set by Medair and/or external partners related to cash for health activities.
  • Ensure accurate and timely reporting of supervised activities for internal and external reports.
  • Input into the development of the Jordan intervention strategy, new projects and/or donor proposals as requested by health project managers.
  • Manage the correct and timely provision of cash for health activities for refugees and host community.  
  • Ensure accurate documentation for all cash for health assistance per project.

Quality Management

  • Raise the overall standard of the technical aspects of cash for health activities, in line with Jordan and international guidelines.
  • Review the latest guidelines and tools of cash for health modalities.
  • Provide technical support to health staff through on the job, and group training.
  • Monitor the challenges encountered by the team with the existing cash-for-health modalities and provide alternative solutions to overcome these challenges.
  • Perform other tasks as required, as requested by the Project manager including cross coverage for quality supervision in health and nutrition. Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used, and guidelines are followed.
  • Review cash for health process and update the SOPs regularly based on the context and needs.
  • Implement, as far as is possible within operational constraints, relevant policies and standards relating to health service delivery including Sphere and HAP standards, Ministry of Health and donor guidelines and other good practice.
  • Work in collaboration with the partner to ensure services are up to international standards including technical protocols and guidelines, to ensure seamless delivery of quality health services.
  • Participate in Medair internal workshops and distance learning sessions to keep up with new guidelines and best practices.
  • Identify and provide needed support in forms of trainings or coordination to improve the quality of partner’s projects and capacity in line with partner support plan.
  • Oversee the implementation of the partners activities and ensure that stated objectives are met, that projects are appropriately monitored, and that reports are written and submitted in a timely manner.
  • Conduct regular technical monitoring of health activities, prepare reports with identified issues, recommendations, and action plans to improve quality of services; Follow up on corrective actions agreed with partners monthly.
  • Prepare essential health tools, guidelines, forms to be shared with health team and partners, and build the capacity of them on how to use these tools.
  • Develop, with partners, a corrective actions tracker and follow up on implementation monthly. Provide support, if needed, to ensure recommendations are actioned.

Staff Management

  •  Manage and oversee the assigned health officers and /or community health volunteers including recruitment, day-to-day management, development, training, and appraisals.
  • Facilitate regular team meetings with the health officers and health assistants, reviewing team and individual objectives, ensuring team members are kept informed of issues relevant to their work and providing an opportunity for feedback.
  • Ensure the assigned health team members receive relevant and appropriate supervision, coaching, mentoring and training in order to develop their personal and professional skills, knowledge and understanding.
  • Promote the health and security of the health team by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.

Financial Management

  • Work with the health project manager to plan, construct and manage health budgets for the assigned health project(s).
  • Coordinate and oversee petty cash requirements of the assigned health team, ensuring all required paperwork is completed accurately and in a timely manner.
  • Collaborate with the finance team to facilitate the processing of cash-for-health activities, monitor their implementation, and make necessary adaptations.
  • Prepare weekly cash projections for the health team, monitor them regularly, and ensure alignment with spending and cash forecasting.
  • Review the transaction lists and ensure they match the health database.

 

Communication & Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, Medair in-country health managers and advisors, local partners and other relevant stakeholders.
  • Represent Medair at local level coordination meetings involving local authorities, UN agencies and other NGOs.
  • Conduct regular visits to partner supported health facilities and activities on monthly basis to keep the communication ongoing with health staff, assess the gaps and suggest improvements.
  • Attend meetings with partner field staff.
  • Adopt and promote partnership principles in dealing with partner staff.

Qualifications

  • Bachelor of Science degree in any related field such as medical field, management, or financing, with solid experience in cash-for-health projects.
  • Medical background with cash for health experience is desirable.
  • A certificate in project management is preferred.

Experience / Competencies

  • One year management experience in a cash for health projects.
  • Strong Knowledge of cash & financing modalities in the health context.
  • Strong leadership skills. Lead by example.
  • Strong technical background. Able to communicate ideas clearly, such as in guidelines and job aids.
  • Able to develop and maintain effective relationships with colleagues, beneficiaries, other agencies and local authorities.
  • Able to oversee multiple tasks. Willingness to support others and to share workload.
  • Aptitude for community mobilisation and capacity-building. Planning, assessment and analytical skills.
  • Proficient in both spoken and written English
  • Highly skilled in utilizing digital tools and office software
