Solar Energy Tender Review Consultant

Background:

Save the Children is implementing a solar energy project in refugee camps to enhance power infrastructure and support additional electrical loads, including air conditioning systems. Following the issuance of an RFP for the project, Save the Children seeks to hire a qualified consultant to assist in the evaluation of contractor bids, ensure quality assurance during construction, and oversee the commissioning and provisional acceptance phases.

Objectives of reviews:

  1. Ensure a thorough and transparent evaluation of bids and proposals submitted in response to the RFP for the solar energy system tender.
  2. Guarantee that all construction activities meet the technical specifications, timelines, and quality standards.
  3. Provide technical approval for submittals, manuals, calculations, and as-built documentation.
  4. Supervise the commissioning process and facilitate a smooth transition to provisional acceptance.

Tasks:

  1. Bid Review and Contractor Selection:
  • Support the Save the Children team in reviewing and assessing submitted bids and RFP responses.
  • Provide recommendations for contractor selection based on technical, financial, and operational evaluations.
  1. Construction Oversight:
  • Conduct bi-weekly site visits to monitor progress and ensure compliance with agreed-upon project plans. (Zataari & Azraq Camps).
  • Review and provide feedback on daily construction activities to ensure adherence to technical standards.
  1. Submittals and Documentation Approval:
  • Approve contractor submittals, operational and maintenance (O&M) manuals, and technical calculations.
  • Review as-built drawings and documentation for accuracy and completeness.
  1. Commissioning and Provisional Acceptance:
  • Supervise the commissioning process to ensure all systems are functional and meet project requirements.
  • Facilitate and document the provisional acceptance phase, ensuring all deliverables are completed satisfactorily.

Deliverables:

  • Detailed bid review report with contractor selection recommendations.
  • Bi-weekly site visit reports summarizing progress, issues, and recommendations.
  • Approved submittals, O&M manuals, and technical calculations.
  • Verified and approved as-built documentation.
  • Final commissioning report with provisional acceptance certification.

Timing:

The consultant will be engaged for the duration of the project, estimated at 3 months, with specific milestones as follows:

  • Bid Review and Selection: 2 weeks post-RFP closure
  • Construction Oversight: Bi-weekly site visits throughout the construction phase, estimated at 2-4 months.
  • Documentation Approval: As required, based on contractor submissions.
  • Commissioning and Provisional Acceptance: final month of the project
