Job Summary
Managing & overseeing multiple construction projects (plans, budgets, schedules, organizes, and controls assigned projects) and overseeing their progress in a timely and cost-effective manner as per standards and budgets. Coordinates with project managers/site engineers, PMOs, and planning engineers, studying specifications and construction procedures, and exercises functional authority for all scope of work and related construction activities by managing all project requirements in an efficient and effective manner.
Strategic Duties
- Reviewing/setting the department/project budget and expenses in coordination with Finance.
- Participating in formulating strategies, policies, and objectives for TAJ ALSAFA.
- Suggest functional strategies for the department/projects.
- Controlling the performance of the department/projects, setting Key Performance Indicators, and ensuring that the set plans and programs achieve the set objectives.
Technical Duties
- Ensuring that all construction activities within projects/designated areas are well planned and coordinated and able to utilize all available resources in coordination with other managers in directing and supervising all involved personnel and subcontractors.
- Leading and ensuring all work groups are properly guided, in close cooperation with the project manager/site engineers, in assembling and controlling the required resources (manpower, equipment, materials, and tools required) to start and sustain the work efficiency and productivity until the completion of projects.
- Advising Project Managers in determining the need and procurement of tools and materials to be delivered at specific times in order to conform to the workloads, plans, and schedules.
- Reviewing the project KPIs with project managers to determine the accurate status of the project, making tactical decisions for allocating resources, and assigning staff requirements to maintain projects on target.
- Ensuring quality construction standards and the use of proper construction techniques as per the method statement.
- Reviewing project requirements to determine timeframe, budget limitations, BOQ requirements and procedures for accomplishing scheduled works, staffing and administrative requirements, and allocation of available resources to various projects.
- Participating in preparing financial and administration related plans for projects, getting the endorsement from concerned parties, and monitoring the implementation of plans.
- Preparing work schedules, breaking down activities into related tasks, and setting milestones to measure project progress.
- Providing technical and advisory insights throughout the lifecycle of projects covering design, engineering, and construction.
- Ensuring proper allocation of resources and other utilities, machines, or equipment on the different projects as per the workload/BOQ and in accordance with project schedules and timeframe.
- Reviewing and studying status reports prepared by project managers/site engineers/planning and modifying schedules or plans as required, ensuring the compliance of these reports with the set standards and allocated budgets.
- Resolving issues/quality issues that may face project managers through the phases of projects, providing technical support when needed, and taking necessary actions to prevent the occurrence of such issues in the future.
- Coordinating with the concerned regarding the project's technical, administrative, or logistical requirements.
- Serving as the single point of contact for all matters related to a specific site or project, both internally and externally.
- Assisting in the selection of design consultants/subcontractors and managing the procurement of design/construction-related materials/services for the site/project.
- Identifying, obtaining, reviewing, and checking technical information and existing service data related to the site/project (site selection, feasibility studies, precedent research, site surveys, and existing utility services).
- Drafting scope of work statements, preparing project requirements, and assembling input from concerned parties.
- Negotiating construction/subcontractor services contracts and managing executed contracts for specific sites/projects.
- Establishing a work plan and staffing for the phases of projects and arranging for the assignment of duties, responsibilities, and scope of authority for project personnel.
- Supervising construction sites/projects to make sure standards of building performance, quality, cost schedules, and safety are maintained.
- Coordinating the preparation and delivery of projects to include design documents, cost estimation, schedules, and work plans.
- Acting as a liaison between Taj AlSafa, its contractors, and subcontractors to ensure the anticipated level of satisfaction and resolve issues that may arise during project execution.
General Administrative Duties
- Conduct periodic meetings with subordinates to review progress and work plans, discuss their suggestions, and take appropriate action.
- Preparing periodic reports with respect to the activities and achievements to be submitted to the direct supervisor for review.
- Identifying the training needs of subordinates and evaluating the outcomes of the training courses in coordination with the concerned HR staff.
- Conducting performance appraisals for subordinates according to scheduled plans and recommending necessary actions as per the applied practices at TAJ ALSAFA.
- Specifying manpower requirements according to the recruitment and selection system and as per the human resources planning practices at TAJ ALSAFA.
- Following up on employee affairs, including vacations, leaves, etc.
- Performing other duties related to the job as assigned by the direct supervisor.
Communication
- Coordination with Finance regarding the preparation and review of the annual budget as well as the coordination and monitoring of expenses for the department/projects.
- Coordination with all concerned entities regarding:
- The plans for project planning execution and delivery.
- The preparation of financial and administration related plans for the projects.
- Projects have technical, administrative, or logistical requirements.
- Coordination with Finance regarding project financials as budgeting and expenses for the projects.
- Coordination with Quality Management regarding quality control and quality assurance issues, onsite inspections, and project conformity to quality specifications and standards.
- Coordination with Engineering and Design, Marketing & Sales, Procurement & Supply Chain regarding the project’s requirements (terms, resource availability, time, costs, etc.).
- Coordination with the concerned entities, such as procurement & supply chain, in periodic forecasting for proper planning of material sourcing.
- Communication with subcontractors, contractors, and consultants regarding project progress.

Qualifications / Certificates
- Bachelor’s degree in Engineering.
- 12-15 years of experience in a related field.
