Action Against Hunger (ACF) is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide and is operating in Jordan since 2014. More than a decade into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan; 676,164 are registered refugees and approximately 80% live in non-camp settings. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2024, Jordan had a 21% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with increased restrictions on legal avenues for livelihoods.
ACF is looking for its program in Jordan for Water, Sanitation, and Hygiene (WASH) Program Manager.
Main place of work: Karak and Madaba Governorate (Mujib and Wala Dams )
Position Overview: To provide support in the planning, execution, and oversight of large-scale project focused on watershed management, sedimentation control and water quality improvement interventions which will be implemented by Action Against Hunger in Mujib and Wala catchments. The post requirements integrate hydrological analysis, erosion mitigation, pollutant control, and community-based interventions to improve water retention, reduce flood risks, and enhance sustainability. The project manager will oversee the construction of gabion check dams, riprap structures, sediment retention measures, and erosion control interventions while ensuring the technical feasibility, cost-effectiveness, and long-term sustainability of all project activities. Additionally, the role requires strong expertise in watershed management, flood risk reduction, and community-led water governance. Furthermore, the project manager will supervise the Cash for Work workers component, ensuring equitable participation, labor compliance, and the effective engagement of local communities. The project manager will also be responsible for budget management, procurement, contract oversight, stakeholder coordination, and compliance with national labor and environmental regulations.
Responsibilities:
1) Contribute to deliberations on strategy of the WASH Department
- Contributing to shaping the WaSH sectoral strategy in the organization
- Ensuring that the team have a clear understanding of theWASH strategy document and they take the Core Humanitarian Standard (CHS) into consideration at the different stage of project implementation.
- Promoting transversal, and gender-sensitive integration of the WASH sector with other sectors, in collaboration with the Field Coordinator and WaSH Head of Department.
- Address cross-cutting issues linked to WASH interventions, including waterborne and global diseases, gender considerations, disaster management, environmental impact, climate-sensitive techniques, and inclusion of PWDs
- Monitor and analyze project’s/ program’s Key Performance Indicators (KPIs) and compliance with ACF humanitarian principles and WASH sectoral strategy in the field of intervention.
- Integrate this analysis on monthly, quarterly and annual project’s/ program’s report to inform decision-making and strategic directions.
- Define the operational direction to be promoted in relation to the strategy, the capacities of the mission and the identification of need in the sector
- Gather, analyze and share relevant information in the context of technical and operational strategy meetings organized by the HoD or the Field Coordinator
2) Identify needs and contribute to project elaboration
- Contribute to the identification and analysis of the humanitarian, emergency and development needs in the area of intervention and feed the future program designing. This includes carrying out needs assessment missions by identifying appropriate methodologies (e.g., primary/secondary data collection, key informant interviews), contributing to the development of assessment tools, and training the team involved in data collection.
- Collect and review secondary data and relevant information from target populations and governmental or local actors, supporting the WaSH Head of Department with literature reviews and coordination with national stakeholders.
- Analyze and report on assessment findings and put forward recommendations to guide program definition, including localization, implementation methods, and contextual considerations.
- In consultation with the Field Coordinator and the WaSH Head of Department, organize and taking part of the needs assessment meetings with the local authorities, governmental and different stakeholders.
- Participation in defining WASH interventions in early stage of the project design, determining the program’s activities cost, identifying the target population and potential local actors, and contribution to draft the logical Framework.
3) Set up, implement and report on WaSH projects
- Plan and technically design watershed rehabilitation interventions, particularly in Mujib and Wala catchments, ensuring integration of hydrological and topographic surveys, sediment yield analysis, and flood risk assessments. Use this data to guide the placement and construction of erosion control measures such as gabion check dams, culverts, retaining walls, sediment traps, and other water management infrastructure in alignment with climate-resilient and environmentally sustainable approaches.
- Set up and implement Cash-for-Work (CfW) components, ensuring alignment with Jordanian labor laws and GIZ CfW SoPs. Oversee the full cycle of CfW activities—from the equitable recruitment and rotation of beneficiaries (with a focus on gender balance and inclusion) to the safe deployment of workers for infrastructure construction and maintenance. Distribute protective equipment, implement safety protocols, and ensure fair compensation through automated attendance and payment systems.
- Supervise the construction and quality control of physical structures, coordinating the procurement and delivery of construction materials (e.g., rock fill, mesh wire, cement) and working closely with logistics and field teams to ensure timely and high-quality implementation. Collaborate with engineers, environmental specialists, and local stakeholders to ensure compliance with technical and environmental standards, and proactively address operational challenges and delays.
- Ensure financial oversight and compliance, through the development and monitoring of procurement plans and budget tracking tools. Engage in transparent vendor selection, maintain accurate material usage logs, and support financial reporting in line with donor regulations. Actively participate in financial audits and provide supporting documentation for reviews.
- Ensure structured project reporting and monitoring, by developing monthly Activity Progress Reports (APRs) and tracking key performance indicators (KPIs) related to both infrastructure implementation and CfW participation. Integrate data disaggregated by gender and nationality, document worksite progress with photographic evidence, and report on challenges, adaptations, and conflict-sensitive concerns.
- Support strategic alignment and stakeholder engagement, ensuring that all project interventions align with the project’s logical framework, budget, and donor requirements. Participate in coordination forums, share updates with relevant ministries and authorities, and maintain the visibility of both Action Against Hunger and the donor at the field level.
- Ensure team and community safety, by identifying construction and conflict-related risks, enforcing occupational health and safety (OHS) standards, and incorporating safety measures into all phases of infrastructure and CfW activities.
- Regularly update internal systems and coordination mechanisms, including participating in budget vs. actual reviews, work planning sessions, and evaluation exercises. Provide timely contributions to donor reports and maintain continuous communication with the WASH Head of Department and support teams.
4) Contribute to the quality, accountability and impact measurement process of his/her programme.
- Contribute to project knowledge management and continuous learning, by documenting lessons learned, good practices, and innovations for future scaling or replication. Maintain organized records of all reports, technical drawings, stakeholder communications, and community feedback mechanisms.
- Promoting and taking part in the evaluation of the project’s impact of under his/her responsibility (external and internal project evaluation)
- Promoting and contributing to lessons learnt exercise and sharing experience of good practices with relevant departments.
- Ensuring that the Complaints and Feedback Mechanism (CFM) is professionally applied and followed for ethical and transparency reasons, particularly in respect of the beneficiary populations
- Ensuring to have / conduct all needed measure/means of verifications to report against different project indicators. This includes conducting, when needed, Baseline and end line KAP surveys and collecting all needed supportive documents. Ensuring that all project’s means of verification are collected, organized and uploaded on the NHF (No hunger forum)
- Play a part in writing the TOR of the external evaluation and participating wen needed in the external evaluation meetings.
- Initiate an obligatory KAP enquiry at both beginning and end of each WASH project of one year or longer duration and on an ad hoc basis for shorter projects.
- Work closely with the MEAL and the WASH HoD to plan, develop tools for, and implement baseline and end-line assessments to measure project effectiveness and lessons learned.
- Maintain comprehensive Project documentation, including construction documents, environmental assessments, and impact analysis.
5) Participate in the coordination, representation and partnerships of Action Against Hunger in his/her area of intervention
- The coordination of activities with other sectors and departments of Action Against Hnger in order to ensure rational use of resources and optimum integration.
- Participation in visits by funding bodies whenever requested by the Country Director or the Field Coordinator
- Representing Action Against Hunger and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator.
- Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc...)
- Reinforcing the WaSH capabilities of partners.
- Work in close collaboration with the WASH HOD on the national coordination with donors and external parties; as well as with the grants coordinator on the reporting of the grant as a whole (for which ACF is the overall lead) and to ensure timely liaison with the donor.
- Act as the key liaison between ACF, donors (GIZ) and national authorities, ensuring project alignment with national policies and local priorities.
6) Supervise and manage the team
- Determining the HR structure need to perform the project’s under his/her responsibility in terms of qualifications, capacity..etc.
- Motivating, monitoring and leading by examples the team under his/her responsibility.
- Evaluating the team member’s performance, determining the areas of development and defining the needed actions for building their capacity
- Participate in the recruitment of his/her teams (producing job descriptions, conducting interviews, administering tests...)
7) Contributing to capitalization and technical development in his/her sector
- Capitalization of program-related data and documentation of the innovations achieved
- Dissemination of the technical and operational expertise acquired in the course of the program
- Contributing to the upward transmission of data from the ground the better to inform Action Against Hunger communications
- Compile all documents dealing with the essential techniques and methodologies involved in the projects (including the list of beneficiaries and distribution etc..) for capitalization and audit purposes
- Ensure that his/her superior is supplied with all essential documents for archiving in digital form
8) Ensure adherence to Action against Hunger gender requirements

Education: Bachelor/ Master Degree in Civil Engineering, Water Resources Management, Environmental Engineering, or related displaines
Type of professional experience requested:
- At least 6 years of experience in the WASH department, hard components ( Water infrastructure, soil erosion and flodd mitigation control measures, sanitation facilities, and wastewater disposal system).
- Proven expertise in designing and supervising sediment control structures, erosion mitigation interventions and hydrological engineering solutions.
- Experience managing CFW interventions, labour-intensive programs, and cash-based assistance scheme
Language level: Fluent in English and Arabic.
