Action Against Hunger (ACF) is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide and is operating in Jordan since 2014. More than a decade into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan; 676,164 are registered refugees and approximately 80% live in non-camp settings. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2024, Jordan had a 21% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with increased restrictions on legal avenues for livelihoods.
ACF is looking for its program in Jordan for Water, Sanitation, and Hygiene (WASH) Senior Officer / Field Supervisor
Main place of work: Karak and Madaba Governarates
Position Overview: To be responsible of the construction activities implementation.
Responsibilities:
1: Ensure management of field construction activities in line with proposal and directions from Program Manager (PM)
- Oversee and supervise the construction of gabion structures, sediment retention barriers, check dams, and flood mitigation infrastructure, ensuring alignment with approved technical designs, technical specifications, and environmental safeguards.
- Conduct regular site inspections (on daily basis) to ensure construction activities meet quality control standards, safety regulations, and compliance with project objectives
- Coordinate equipment and material deliverables, ensuring timely procurement and proper allocation of construction materials, such as gabion baskets, rockfill, mesh wire, and excavation tools.
- Address on-site challenges, including terrain limitations, material shortages, and construction delays, providing proactive solutions to ensure efficiency determines
- Work closely with project team to ensure that infrastructure interventions are executed effectively and in accordance with best practices in hydrology, flood risk reduction, and erosion control.
- Ensure proper documentation of construction progress, including as-built drawings, site logs, and material usage reports.
- Support preparation for site handovers with GIZ and relevant governmental authorities ensuring all structures meet compliance requirements before official completion
- Determines the engineering requirements by conducting inspections and analytical tests and analyzing data.
- Prepares bid specifications, technical drawings and BOQs, including the preparation and review of technical drawings, schematics and diagrams (including using computer applications (such as Auto-Cad), developing clear specifications, Bills of Quantities and Scope of Works as required.
- Monitor the progress of the construction activities and ensure they are implemented as per the specifications, within budget, plans, time schedules and quality standards.
- Collaboration with PM to plan the activities according to the development of the project.
- Carry out regular daily field visits to monitor and follow up on the implementation of the ongoing activities, Identify and anticipate problems or constraints and propose solutions and possible improvements.
- Keep updating and archiving the follow up and progress data in an organized way to be used a reference and to be analyzed in addition to monitor the activities’ indicators.
- Monitor materials quality and do technical inspection for each material delivery or constructed work, and present material technical inspection report for the PM.
- Ensures compliance with ACF policies, SOPs and guidelines.
- Develop and ensure applying safety procedures and standards.
2) Management of Cash for Work (CfW) workers
- Contribute to supervision and manage the recruitment, selection and daily performance of CfW workers, ensuring equitable work distribution and adherence to labour laws.
- Provide technical training to CfW workers on construction techniques, proper handling of materials, and site safety procedures.
- Ensure that all CfW participants are trained on OSH protocols, including first aid, use of PPE, and site hazard identification.
- Conduct on-site briefings to enhance worker efficiency and productivity while fostering teamwork and motivation among CfW laborers
- Provides direction, assigns tasks and gives instructions to staff and CfW workers, specifies their individual work plans and evaluates individual team members’ performance.
- In collaboration with the project officer, oversee attendance tracking and work-hour compliance, ensuring timely and fair payment processing for CfW workers in coordination with the finance and HR teams.
- Supports the assigned staff in their professional development, identifies training needs, supports staff to achieve the objectives defined in their learning development plans and provide them with the necessary trainings and technical support.
- Develops with the assigned team, Monthly activity plans.
- Carry out appraisals and evaluation of the supervision team.
- Implement grievance handling mechanisms, ensuring that CfW workers have a channel to address workplace concerns in a transparent and accountable manner
- Promote the participation of women and vulnerable groups in CfW activities, ensuring inclusivity and equal work opportunities
3) Monitoring, Reporting and compliance
- Conduct field assessments and performance monitoring to track project progress, ensuring that activities remain on schedule and within budget.
- Prepare and submit daily and weekly progress reports, including updates on construction milestones, CfW participationrates,material usage, and site conditions.
- Maintain detailed logs of construction materials, workforce attendance, and environmental compliance records.
- Assist in preparing donor reports, ensuring accurate documentation of intervention outcomes and impact.
- Provide the needed support to ensure that all activities comply with Jordanian labor laws, environmental regulations, and organizational policies
- Support the implementation of risk mitigation strategies, ensuring resilience to climate-related hazards, flash floods, and pollution risks
- Reports over the achieved activities and provides analysis over the performed activities and signal bottlenecks.
- Identify, analyze and evaluate processes and gaps in the implementation of activities and make recommendations for improvement.
- Produce and ensure follow up on implementation plans for the construction activities and report on progress to the PM.
- Prepares engineering reports by collecting, analyzing, and summarizing data and trends; entering data and generating reports and presentations; performing calculations.
- Participates in the drafting and analysis of monthly reports of related activity he / she is in charge of.
4) Coordination and stakeholder engagement
- Support the liaison between the project team, local authorities, and community representatives, ensuring that field activities are aligned with project goals and community needs.
- Support the engagement with governmental stakeholders, including MOWI, JVA, and local municipalities to ensure regulatory compliance and smooth implementation
- Support the facilitate coordination meetings with suppliers and procurement teams to track project progress, resolve issues, and ensure resource efficiency.
- Support community engagement initiatives, ensuring that local populations are informed and involved in the intervention to promote ownership and sustainability
- Upon request of the PM, participate in multi-sectoral coordination meetings, representing Action Against Hunger in WASH, environmental sustainability, and CfW working groups. Represent ACF in coordination meetings when the PM / DPM are not available or upon their request.
- Has the required experience to deal with and support: Support services teams, Finance, HR, Admin and Logistics, M&E department and any other work related departments or stakeholders.
5) Lead, Monitor, evaluate, and manage the team and provide sufficient technical resources to the team
- Participate in the recruiting process for a direct supervised position.
- Provide direction, assign tasks give staff instructions, specify their work plans, and evaluate individual team members’ performance.
- Ensure the application of the WASH management methodologies in and through the team.
- Support the assigned staff in their professional development, identify training needs, support staff to achieve the objectives defined in their learning development plans, and provide them with the necessary training and technical support.
- Develop monthly activity plans with the assigned team.
- Carry out appraisals and evaluations for the team.
- Assist in the implementation of training sessions in the area of competence
5) General Responsibilities:
- suggest process improvement to enhance the efficiency of programs processes
- closely with the coordination department to implement policies and procedures as required.
6) Ensure adherence to Action against Hunger gender requirements
- Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
- Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)

Education: Bachelor Degree in Civil engineering, Hydrology, Water Resources Management, environmental engineering or related disciplines
Type of professional experience requested:
- At least 3 years of experience in the WASH department, hard components ( Water infrastructure, soil erosion and flood mitigation control measures, sanitation facilities, and wastewater disposal system).
- Minimum 2 year managing a team.
- Experience working in INGO.
- Familiar with designing and supervising sediment control structures, erosion mitigation interventions and hydrological engineering solutions.
- Experience managing CfW interventions, labor-intensive programs, and cash-based assistance scheme
- Action Against Hunger experience a plus but not mandatory
Language level: Fluent in English and Arabic.
