Communication Officer

This is to announce that Amman delegation has a vacancy for a Communication Officer at the Communication Department in Amman, Jordan.

Communication Officer 2 contributes to designing, planning, and implementing communication projects and activities in coordination with the Communication or Communication/ Manager. S/he contributes to representing the ICRC externally and building the necessary understanding, acceptance, and support for the ICRC among key stakeholders.

More specifically, the Communication Officer 2 at the Jordan delegation oversees key communication files: Print Production and Digital Communication. S/he Proposes, plans, produces, promotes and distributes audiovisual material.  Additionally, S/he support the Communication Manager in administrative, reporting, and planning tasks for the Communication department.

In Field Print Production, he or she is responsible for the print production of publications and promotional items. They implement the Field Production Book (FPB) process under the supervision of the Communication Coordinator and Regional Print Production Officer in Cairo.

In Digital Communication, S/he enhances the ICRC's digital reputation and positioning. They support in developing and enhancing the digital strategy by content generating, producing, editing, and publishing content across platforms.

RELATIONSHIPS

  • Internally, interacts with the Communication Manager and the COM team in the delegation. Additionally, collaborates with the Regional Communication Center in Cairo/Digital unit in Geneva, and/or with AV specialists in other delegations.
  • Externally, interacts with audio-visual production companies, creative agencies, media, and social network representatives. Also, engages with beneficiaries, communities, and partners.

GENERAL DUTIES

  • Understands the delegations’ objectives and activities.
  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Understands and adheres to the ICRC Code of Conduct.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.
  • Always respects and observes staff regulations and security rules in Jordan.
  • Always represents the ICRC in a professional manner.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Manages local social media accounts using accepted best practices, develops digital campaigns, and engages with and delivers content to priority audiences.
  • Creates/produces, edits, repurposes, and publishes a wide variety of engaging content for digital channels, utilizing audio-visual products (videos, photos, etc.).
  • Generates images on delegation activities on digital format and acquires images generated by other departments, ensures their conformity with institutional technical requirements.
  • Archive of audiovisual materials in coordination with relevant headquarters units.
  • Follows contextual and humanitarian developments, as well as other issues relevant to the ICRC's reputation, perception, and capacity to operate in Jordan, contributing to their analysis.
  • Ensures accurate, timely, and effective dissemination/publishing of digital content, optimized for audience engagement, collaborating with the delegation’s Audio-visual Producer, as well as with social media leads, Web Editors, and Digital Officers primarily in the regional communication center in Cairo.
  • Conducts evaluations of the success of digital content initiatives after publication and produces social media reports.
  • Identifies and seizes reactive opportunities, running and contributing digital input to quick turn-around campaigns, working internally with the Communication Manager/team.
  • Serves as the focal point for the delegation page on the ICRC website, responsible for keeping it up to date by providing the RCC with updated facts & figures and stories/content from the delegation.
  • Manages the print and electronic production of ICRC institutional publications in the relevant language from design to off-press, selecting and supervising the work of the entire process.
  • Works with freelancing graphic designers and printing houses to ensure quality service, respect for deadlines, and compliance with corporate visual identity for all products.
  • Initiates publications and promotional items of local reach, in consultation with the Communication Manager and the Print Production Officers at the RCC in Cairo and in HQ in GVA.
  • Manages the promotion and distribution of new and existing publications produced by the regional communication center and headquarters in liaison with the delegation.
  • Compiles the yearly delegation field production book (FPB) in consultation with all departments, programs, and Regional Resources Network (RRN), ensuring implementation and follow-up, including budget expenditure.
  • Creates SRs and implements all JDE procedures for all productions related to FPB in a timely manner.
  • Works with client departments within the delegation in managing stocks of communication tools.
  • Leads the production of the delegation’s activity reports, from gathering and compiling information from different departments, fine-tuning, and obtaining approval from the Communication Manager, to working with suppliers on designing it in compliance with the ICRC visual identity.
  • Develops standardized templates for all ICRC digital products (printable/PDF, interactive, HTML-based) and print publications for use by the delegation.
  • Expands technical support, in terms of print production and Digital Communication, to the Jordan Red Crescent Society (JRCS) when relevant and needed.
  • Supports the Communication Department in organizing and planning events by engaging with the Management, Welcome, Logistics, and Finance Departments, as well as with IM, external contacts, and service providers.
  • Supports the Communication manager in the preparation of the annual budget for the PfR, working on MfR, and SITFIN reporting tools throughout the year, requiring engagement with the COM team and the Finance department.
  • Contributes to the development and implementation of the department's communication plan, ensuring alignment with organizational goals and strategies.
  • Supports the Communication manager in networking with relevant stakeholders and represents the ICRC to various audiences.
  • Interprets and translates from and into the Arabic to support communication programmes/activities when needed.
  • Acts as a replacement for the OP COM officer, Environment Scanning (ES) Officer, Community Contact Center during absence.

Planning and organization:

  • Is directly supervised by the Communication Manager and keeps informed about the projects in development.
  • Works in cooperation with the Regional Communication team. May liaise with the Digital unit in Geneve to discuss technical challenges and to generate content for campaigns.
  • Participates in the reports and group meetings of the Regional Communication Center in Cairo and/or Digital team in Geneve.

PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED

  • Diploma or equivalent qualification in a communication-related field such as marketing, publication editing and/or production.
  • 3 years’ experience in a related field.
  • Very Good knowledge of English
  • Very good PC user skills (Excel, Word, etc.).
  •  Experience with designing branding material and creating photo and video content.
  • Proven experience in drafting and designing communication materials such as posters, invitations, etc. 
  • Very sound knowledge of print production processes (from design to print) and visual identity management, mastery of related software an asset.
  • Experience in working with external suppliers (designers, printers, editors and translators).
  • Experience managing contracts and service level agreements an asset.
  • Field experiences is an asset.
