BACKGROUND:
Save the Children Jordan (SCJ) was established in 1974, as an independent, child-centric, local NGO registered under the Ministry of Social Development. SCJ is responsible for delivering high impact development and humanitarian programs for Jordan’s most marginalized children and their families in the areas of education, protection, health, and nutrition with an overarching goal of improving Livelihoods for families. As part of its commitment to strengthening local ownership and sustainability, SCJ aims to develop a comprehensive, practical, and user-friendly guide for staff and partners on how to build and manage effective partnerships with community-based organizations (CBOs) and local authorities.
This guide will cover the full partnership cycle – from setting the partnership objectives, identification and assessment of prospective partners, needs assessment, formal agreement structure, implementation, risk mitigation, resource and financial planning including fundraising, monitoring, evaluation, and Learning (MEL), capacity building, reaching sustainability and exit Strategy with all support tools.
JOB TITLE: Consultant to Develop a Comprehensive Guide on Building Local Partnerships
TEAM/PROGRAMME: RDPP - Sustainable Safe Pathways for Working Children in Jordan 2024-2026
LOCATION: Amman
CHILD SAFEGUARDING: Level (3) – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
ROLE PURPOSE: The consultant will be to develop a detailed and contextualized partnership guide
KEY AREAS OF ACCOUNTABILITY:
Needs Assessment and Stakeholder Consultation
- Conduct a comprehensive review of the organization’s current partnership landscape
- Engage internal and external stakeholders (e.g., leadership, program staff, existing partners) to identify expectations, challenges, and priorities
- Analyze existing policies, tools, and gaps in partnership management practices
- Desk review on national and international guides or tool upon availability.
Framework Design and Content Development
- Categorize and segregate partnerships according to type, scope, and strategic relevance. This ensures that the framework and content are tailored appropriately for different partner groups and their specific roles, responsibilities, and engagement approaches.
- Develop a structured, context-appropriate framework for partnership development and management
- Draft clear guidance covering the full partnership lifecycle: identification, engagement, formalization, implementation, monitoring, and exit/sustainability
- Ensure alignment with organizational mission, strategy, and operational realities
Integration of Best Practices and Standards
- Incorporate international best practices in nonprofit/NGO partnership management
- Ensure the guide is aligned with relevant legal, ethical, and donor compliance standards
- Include adaptable tools (e.g., templates, checklists, sample MoUs…….) informed by current sector trends
Validation and Feedback Incorporation
- Present draft versions of the guide to relevant stakeholders for review and feedback
- Facilitate validation meetings or review meetings to ensure practical applicability and organizational ownership
- Revise and finalize the guide based on structured input
Capacity Building and Knowledge Transfer
- Provide orientation or training sessions to staff on how to use and implement the guide
- Develop supplementary materials (e.g., presentation decks, FAQs, training notes) to support rollout and internal capacity building
DELIVERABLES:
- Inception report: includes the methodology, consultation plan, timeline, and proposed structure of the guide
- Draft Guide: First complete version of the guide with all sections
- Validation Workshop/ meeting report with the suggested modifications.
- Final Guide: Full final version (Arabic and English), including annexes, tools, templates
QUALIFICATIONS AND EXPERIENCE
1. Educational Background
- Advanced degree (Master’s level or higher) in International Development, Public Administration, Nonprofit Management, Organizational Development, Strategic Partnerships, or a related field.
2. Professional Experience
- Minimum of 7–10 years of relevant experience in the nonprofit, NGO, or international development sectors.
- Demonstrated experience in designing and implementing partnership frameworks, strategies, or manuals.
- Proven track record of facilitating multi-stakeholder consultations and developing organizational tools or guidance documents.
- Prior experience working with donor-funded projects, multilateral organizations, or government–civil society collaborations is an asset.
3. Technical Competencies
- Strong understanding of partnership lifecycle management.
- Familiarity with international best practices, donor compliance standards, and cross-sector collaboration models (e.g., public–private partnerships, NGO consortia).
- Skilled in developing practical tools and templates such as MoUs, due diligence checklists, joint work plans, etc.
4. Communication and Facilitation Skills
- Excellent written and verbal communication skills, with the ability to produce clear, user-friendly guidance materials.
- Experience in leading workshops, focus groups, or training sessions to gather input and promote adoption of tools.
- Ability to engage and build consensus among diverse stakeholders, including senior leadership, program staff, and external partners.
