JOB SUMMARY
Seeking an individual with a minimal secondary school, diploma, college or bachelor’s degree and a strong foundation in medical terminology, ideally a skilled nurse, paramedic, or healthcare professional, to play a pivotal role in our project. You will be responsible for managing medical referrals from refugees’ camps, facilitating the processing of hospital admissions under referral and cash for health, establishing robust professional connections with different hospitals departments to facilitate the work, and provide proper counseling for refugees in accessing the national health care system. This requires full awareness about the policy of refugees accessing the ministry of health facilities and the national health system structure.

MAIN TASKS AND RESPONSABILITIES
Referral Support:
- Supporting Referrals:
- Ensure that hospitals and medical facilities receiving referred patients meet IMC's minimum quality standards.
- Monitors referred patients closely, utilizing personal visits, phone calls or any other agreed on communication channel.
- Conduct thorough follow-up for each referred patient and document outcomes in the designated records.
- Maintain updated financial and medical records for patients in the electronic system.
- Primary Point of Contact:
- Act as the primary liaison for person of concern (POC), which involves receiving and inputting documents, biographical data, and medical information into the electronic system.
- Provide comprehensive counseling to patients and circulate decisions related to their cases.
- Establishing Professional Relationships:
- Develop and maintain professional relationships with medical providers and facilities within the designated area.
- Keep an up-to-date portfolio of available services and potential costs.
- Maintain ongoing communication with healthcare providers to ensure quality patient care, patient acceptance, and smooth referrals.
- Regularly visit and update information on new medical facilities that could be beneficial for our operations.
- Patient Confidentiality:
- Uphold the utmost patient confidentiality, ensuring the privacy and security of all referred patients' information.
- Coordination and Documentation:
- Collaborate with referral staff to fulfill new referral requests, including providing essential medical reports and other necessary documentation.
- Supply referral staff with required medical reports, investigation results, and progress notes.
- Conduct daily follow-up on admitted cases and communicate updates to referral doctors.
- Admission Support:
- Coordinate and assist referred patients in the admission process and facilitate access to the necessary medical services.
- Address any issues that may arise during the care of admitted patients.
- Appointment Reservation:
- Manage the reservation of medical appointments for referred patients with healthcare providers, ensuring timely scheduling and coordination to meet patient needs and availability.
- Financial Role:
- Under the supervision of the Senior Referral Officer, the Roving Referral Officer will be responsible for managing the settlement of all outpatient referral cases, including making payments at the hospital level. This role may expand to include inpatient admissions in later stages.
- Ensure timely and accurate entry of financial data into the electronic referral system and the related financial tracker, covering both outpatient and inpatient cases.
- Prepare and maintain both physical and electronic financial files for each case. This includes collecting and organizing all required documentation such as proof of registration, discharge reports, referral forms, invoices, receipts, and their translations.
- Acting as a support and back up for coverage for any gaps within other hospitals.
- Uploading Financial Receipts for Admission Cases:
- Ensure the systematic uploading of financial receipts into the electronic system for all admitted cases, providing a clear and organized record of financial transactions related to patient admissions.
- Follow-Up and Tracking of Suspected Judicial Cases:
- Continuously monitor and track suspected judicial cases among referred patients, maintaining accurate records and collaborating with legal entities or authorities as required.
- Counseling support
- Conduct counseling for refugees at points of contact in the hospitals on their medical needs including securing medications, coverage for hospital admissions (including emergency and elective procedures), accessing lab and imaging procedures, and accessing ministry of health primary health care centers.
- On an exceptional basis the Roving Referral Officer will be required to support in town hall meetings, help desks and engage with community support committees to do counseling for refugees and Asylum seekers on….
- Referral Support Duties
- Coordinate the daily tasks for Paramedic and ambulance drivers in Zaatari & Azraq camp.
- Organize and coordinate all referral transportation movements and schedules in cooperation with referral office, ambulance drivers and Roving Referral Officers in the hospitals.
- Provide the finance department with documentation relevant to transportation.
- Maintain an adequate tracking system for vehicles and drivers' movements that includes destinations, login/out and passengers daily.
- Arrange with hospital Roving Referral Officers that availability Of beds.
- Follow all emergency and elective medical cases transferred from the camp to hospitals with Roving Referral Officers.
- Create systematic process for ambulance supplies, equipment and medications check.
- Receive calls from clinics and registration offices regarding cases that need transfer to hospitals.
- Coordinate referral cases with referral hub.
- Prepare daily schedule for elective cases.
- Ensure that patients are informed regarding their hospital appointment one day before transfer.
- Ensure that all documents are ready before sending patients and ensure that summery of patient condition is available when receiving cases from the hospitals.
- Coordinate and prepare documents needed patient companion.
- Prepare daily report on the excel program that includes the name of patients referred, name of the mother, number of UNHCR, date of transfer, pathological diagnosis, code of diagnosis and feedback.
- Report conflicts and problems to referral team manager.
- Report needed supplies, medications and equipment for senior referral officer.
- Program & Meal Support Duties
- Apply the output indicators of the project to measure the achievement of each task and objective.
- Collect, analyze data and report based on already developed templates on a regular basis from the field.
- Plan and conduct regular site visits to objectively observe the status of project implementation using the developed program supervisory & monitoring checklist
- Support the MEAL Manager with monitoring data and relevant findings in preparations for the partnership, coordination and review meetings
- Provide training along with the MEAL Coordinator to ensure the project and partner organization staff as well as the relevant government staff are capable of undertaking tasks under the project implementation
- Conduct monitoring visits to track indicators on all outputs
- Monitor partner organization’s performance on all project activities
- Design and conduct case studies in collaboration with the MEAL manager for projects implemented
- Maintain frequent communication with Project Managers to ensure program activities and objectives are communicated
- Assist in the capture of lessons learned and best practices for the response
- Assist staff person responsible for coordinating the development of donor program reports and internal reports

MINIMUM REQUIREMENTS
- Minimal a bachelor’s degree in a relevant field with a solid foundation in medical terminology is required. Being in the medical field is considered an additional point. .
- Strong Organizational and Communication Skills: Demonstrated competence in organizational skills and effective communication.
- Computer Proficiency: Proficiency in using computer software, including Microsoft Office applications such as Outlook, Word, and Excel.
- Independence and Proactivity: Capable of working autonomously and independently with a proactive attitude, showing initiative in assigned tasks.
- Ethical Conduct: A commitment to respecting and applying ethical principles, particularly confidentiality in handling sensitive medical information.
- Professional Demeanor: A courteous, honest, and professional demeanor in all interactions and correspondence.
- Interpersonal Skills: The ability to communicate and relate effectively with physicians and other clinical staff, fostering positive professional relationships.
- Alignment with IMC Values: Familiarity with and acceptance of the International Medical Corps (IMC) charter and values.
- Proficiency in English: A good command of the English language for writing, understanding, and verbal communication.
- Relevant Experience: A two years related experience in a healthcare or medical field or similar role is considered an asset.
- Previous Similar Experience: Previous experience in a similar role is a definite plus and will be viewed favorably.
