About REACH and IMPACT:

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise. IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

ACTED’s Greening Strategy:

ACTED’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. ACTED PSEAH Policy:

The SDO has the responsibility to adhere and commit to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment) always. Like all managers and coordinators, the have the responsibility for ensuring that measures to prevent SEAH are implemented and regularly monitored. They should ensure that staff under his/her supervision/management understand and comply with ACTED PSEAH policy and have completed the mandatory training courses according to the Code of Conduct and the PSEAH Policy. The SDO should promote an environment to help prevent sexual harassment, exploitation, and abuse both at the office and in the field and report any misconducts or SEAH issues appropriately according to ACTED’s procedures.

Job Purpose:

Under the supervision of the Deputy Research Manager, the Senior Data Officer (SDO) will be responsible for managing all data-related processes in close coordination with Assessment Officers and the GIS team, including designing assessment sampling frames and tools, developing and maintaining KOBO forms, managing and processing complex datasets (preferably in R), and overseeing data cleaning, merging, and analysis to ensure rigorous and timely outputs.

Regular duties will include data entry and cleaning, designing and maintaining analysis scripts in R, updating static and interactive outputs (e.g., maps and dashboards), and communicating with partners regarding data validation checks. The SDO will support the production of high-quality research and monitoring outputs. The role requires a high level of autonomy, effective task delegation, and strong collaboration with Assessment Officers and other team members.


Duties and Responsibilities:

Key Responsibilities:

  • Data Management & Analysis
  • Oversee all data-related processes for sectoral assessments and monitoring systems.
  • Ensure proper data entry, cleaning, merging, and validation.
  • Manage quantitative and qualitative data received from assessment teams.
  • Develop and maintain data management systems, tools, and scripts.
  • Maintain, update, and expand the R-based system for automated data cleaning, management, analysis, and dissemination.
  • Act as the focal point for the IMPACT Kobo server, managing all Yemen mission projects, including tool design, deployment, and troubleshooting.
  • Maintain and update documentation, SOPs, and ToRs related to data management and usage in line with IMPACT HQ guidelines.
  • Design sampling frames, survey tools (e.g., KOBO), and analysis frameworks.
  • Conduct advanced statistical analysis and ensure rigorous, timely results.
  • Maintain and update analysis scripts, static outputs (maps), and interactive outputs (dashboards).
  • Act as the focal point for all Yemen mission dashboards, including development, updating, validation, and regular performance checks.
  • Maintain, update, and expand automated R systems for analysis and map production (e.g., for factsheets).
  • Collaboration & Coordination
  • Work closely with Senior Assessment Officers and GIS Officers to align data and analysis processes with research objectives.
  • Liaise with partners to coordinate data checks, ensure data quality, and support collaborative outputs.
  • Contribute to the overall mission by supporting the delivery of high-quality, evidence-based research products.
  • Capacity Building
  • Provide technical guidance, mentoring, and capacity building to partners and colleagues, including ad-hoc training on data processing and analysis.





Skills

Qualifications and Experience:

  • Excellent academic qualifications, including a Master degree in Statistics, Economy, GIS, Information Systems, or relevant discipline;
  • Minimum of 3 years of experience working in information management, database management or a related field
  • Proven experience in data processing and/or analysis (using R mandatory);
  • Advanced MS Excel skills (Advanced usage of formulas, Pivot tables, Lookup functions)
  • Experience using KOBO for quantitative data collection
  • Considerable experience creating KOBO questionnaires
  • Excellent analytical and problem solving skills;
  • Excellent team working skills
  • Good organizational, communication and interpersonal skills
  • Ability to think creatively in terms of tool and process development
  • Positive attitude and a willingness to learn
  • Ability to operate in a cross-cultural environment requiring flexibility
  • Fluency in English required.
