OBJECTIVE
The Project Manager is responsible for the effective management and delivery of a portfolio of projects within Oxfam Jordan’s integrated Programmes Department, covering Gender Justice, Economic Justice, and Climate Justice programming.
The role ensures high-quality, compliant, and results-oriented project implementation, while contributing to programme integration, partnership management, and organizational learning. The Project Manager works across multiple projects and thematic areas as assigned, in line with Oxfam’s One Programme Approach, country strategy, and donor requirements. This role requires field visits to Oxfam-implemented projects.
The following responsibilities are not exhaustive and aim to provide a clear indication of the nature, scope, and level of responsibility associated with this role at this grade:
- Coordinates and delivers agreed plans and strategies, with defined areas of responsibility and contributing input to planning and prioritization.
- Plans and manages assigned resources (human, financial, and operational) in line with approved work plans and budgets.
- Requires specific competencies and skills to achieve the role’s objectives, which may include thematic, geographic, technical, and managerial expertise, depending on programme needs.
- Provides specialist advice, technical input, or specific skills to project teams and the wider programme unit, as required.
- Manages complex and non-routine tasks within their area of responsibility, requiring judgement and adaptability.
- Demonstrates the ability to analyze, synthesize, and communicate complex information clearly to diverse internal and external audiences.
- Exercises decision-making that requires significant levels of judgement based on technical and management experience, with guidance and support from line management and the programme team where appropriate.
The focus of the role may vary according to programme priorities and assignments; however, it operates against well-defined objectives, targets, and minimum standards, and requires both proactive planning and responsive action.
ROLES & RESPONSIBILITIES OF THE WORKING GROUP
Key Responsibilities:
Programme and Project Management:
- Manage and deliver assigned projects within Oxfam Jordan’s integrated Programmes Department, ensuring high-quality, timely, and compliant implementation in line with approved plans, budgets, and donor requirements.
- Lead project planning, implementation, monitoring, and closure processes, ensuring strong coordination with internal teams and partners.
- Ensure that project objectives and activities contribute to gender justice outcomes, with a current focus on protection-related programming, while maintaining alignment with integrated economic and climate justice approaches where relevant.
- Monitor project performance, risks, and expenditure, and propose timely adjustments to ensure effectiveness, efficiency, and accountability.
- Ensure accurate and timely narrative and financial reporting in line with donor and organisational standards.
- Monitor and manage project budgets in line with approved work plans, donor agreements, and Oxfam financial procedures, ensuring value for money and timely utilisation of funds.
- Coordinate closely with Finance and Programme teams to track expenditure, analyse variances, and support accurate financial forecasting and reporting.
- Provide day-to-day supervision and technical support to assigned project staff, fostering effective teamwork, accountability, and high-quality delivery in line with Oxfam’s values and performance management practices.
Technical and Programmatic Focus (Gender Justice and Protection)
- Provide technical input to project design and implementation, with a strong focus on protection, gender-based violence prevention and response, safeguarding, and rights-based approaches, as relevant to assigned projects.
- Ensure that protection principles, survivor-centred approaches, and gender-transformative frameworks are embedded across project activities.
- Contribute to the integration of cross-cutting issues such as intersectionality, inclusion of vulnerable and marginalised groups, and conflict- and context-sensitive programming.
- Support programme learning and adaptation through evidence-based analysis, reflection, and documentation of good practices and lessons learned.
Partnership and Stakeholder Management
- Manage and support partnerships with local organisations, particularly those working in gender justice and protection, ensuring equitable relationships, strong performance, and mutual accountability.
- Coordinate partner assessments, contracting, monitoring, and capacity-strengthening plans in collaboration with relevant internal teams.
- Maintain effective relationships with relevant stakeholders, including local authorities, service providers, coordination mechanisms, and donors, as assigned.
- Represent Oxfam in relevant coordination forums and technical working groups related to protection and gender justice, as appropriate.
Cross-Programme Collaboration and Integration
- Contribute to the delivery of integrated programming by collaborating with colleagues across gender, economic, and climate justice areas.
- Support coherence between protection-focused interventions and broader programme objectives, including livelihoods, resilience, and climate-related work, where applicable.
- Contribute to proposal development, concept notes, and programme design processes, ensuring protection and gender considerations are adequately reflected.
Safeguarding, Accountability, and Organisational Commitments
- Ensure full compliance with Oxfam’s safeguarding, protection, and accountability standards across all areas of work.
- Promote safe programming practices and ensure risks related to protection and safeguarding are identified, monitored, and mitigated.
- Uphold Oxfam’s feminist principles, values, and code of conduct in all professional interactions.
Communication & visibility
- Coordinate and monitor project communication and visibility activities, including branding, and compliance with Oxfam and donor visibility guidelines.
- Liaise with donors and relevant Oxfam units (Country Office, Regional and Global teams) on communication, media, publications, and sign-off procedures, as required.
- Document and contribute to the development of case studies, success stories, learning products, and presentations, as agreed with the Programmes Manager.

Qualifications
Essentials
- A university degree from a recognized institution in a relevant field (e.g. social sciences, gender studies, development, human rights, or related disciplines).
- Minimum 5 years of experience in project management within humanitarian and development contexts, including planning, implementation, monitoring, and reporting.
- Demonstrated experience in managing project work plans, budgets, risks, and donor compliance requirements.
- Strong understanding of gender equality, protection principles, and rights-based approaches, with the ability to integrate them into project delivery.
- Strong knowledge of the local and national context, including relevant policies, strategies, plans, and legal frameworks related to gender justice, protection, and broader development and humanitarian programming, with the ability to apply this knowledge in project design and implementation.
- Proven project coordination skills, including working with partners, internal teams, and external stakeholders.
- Demonstrated experience in managing and strengthening partnerships with local organizations and stakeholders, including coordination, performance follow-up, and capacity support, in line with partnership principles and programme objectives.
- Ability to analyze project data, track progress against indicators, and use findings to inform decision-making.
- Solid financial management skills related to project budgeting and expenditure tracking.
- Excellent communication, interpersonal, and representation skills.
- Ability to work under pressure, manage multiple priorities, and meet deadlines.
- Strong commitment to Oxfam’s values, feminist leadership principles, and social justice.
- Fluency in written and spoken English (Arabic is an asset)..

- Previous experience in a refugee/IDP camp context
- Programme development and design experience.
- Knowledge of environmental or resource-efficiency systems is an asset
