Islamic Relief Jordan country office is seeking to hire the following position:
Senior Medical Doctor to work in Azraq Camp Village 5 under the overall guidance of the Health Coordinator.

Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity, looking back on nearly 40 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. Since then, Islamic Relief has grown into a charity that is active worldwide, putting development projects, emergency aid, and rebuilding projects into action in over 28 countries around the world.

Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.

The health department has successfully introduced interventions in multi-component projects providing primary, secondary and tertiary health care services. The department also provides medical assistive equipment, health awareness sessions, and dialysis support

Islamic Relief Jordan country office is seeking to hire the following position:
Senior Medical Doctor to work in the health post in Azraq Camp Village 5 under overall guidance of health coordinator. The Senior Medical Doctor provides clinical leadership, ensures high-quality patient care, oversees clinical governance at the health post level, supports capacity building of staff, and ensures the effective functioning of essential health services, including preventive and curative services. This position ensures adherence to national clinical guidelines and supports public health initiatives at the community level.

 

Major Responsibilities:

  1. Leadership & Clinical Governance:
  • Lead daily clinical operations of the health post and ensure smooth patient flow.
  • Provide technical guidance and mentorship to clinical staff.
  • Ensure compliance with national treatment guidelines, infection prevention and control, and quality-of-care standards.
  • Initiate routine meetings, document case studies, and implement quality improvement activities.
  • Oversee the quality of healthcare services provided and ensure the activities are implemented in line international and in-camp standards.
  • Oversee pharmaceutical operations, including prescribing practices and stock monitoring maintaining compliance with national guidelines and best practices.
  • Coordinate with pharmacy to ensure availability of essential medicines
  • Oversee and evaluate nursing activities to ensure high-quality patient care and proper implementation of nursing procedures
  • Coordinate with laboratory, hospital and administrative units to ensure referrals and emergency procedures
  • Promote preventive health practices and health education in the community.
  • Support field officer in managing IBVs, security, and crowds
  • Provide comprehensive medical diagnosis, treatment, and management of acute and chronic conditions
  • Conduct consultations and emergency stabilization.
  • Perform minor surgical/medical procedures permitted at health post level.

 

  1. Project Management:
  • Contribute to the successful management of the health post
  • Adapt strategies in response to changing contexts and project or funding needs.
  • Analyse programme medical data monthly making programming adjustments when appropriate
  • Track and monitor progress and performance against indicators and share with camp management
  • Monitor project’s risks and challenges
  • Maintain accurate patient records and ensure confidentiality.
  • Ensure adherence to medical ethics, patient rights, and confidentiality
  • Ensure safety and security of staff and patients within the health post.
  • Report writing, problem-solving, and leadership skills.
  • Strong understanding of project cycle management, result-based management and M&E functions.

 

 

  1. Representation and Reporting:
  • Submit monthly, quarterly, and as needed reports on the activities and progress of the health post
  • Regularly update and follow-up on CRSS (Challenges, Risks, Solutions, Suggestions) log and lessons learned log
  • Represent the health post in camp coordination meetings, and meetings with partners and i/NGOs.
  1. Staff Management
  • Manage the health post staff including day-to-day management, development and training, appraisals, etc.
  • Supervise health staff to ensure project objectives and activities are achieved.
  • Resolve conflict within the team and seek support from the line manager if necessary
  • Conduct periodic (1-2-1 meetings) and annual performance evaluation for health team members
  • Train and mentor medical staff, nurses, officers and IBVs
  • Organize on-job training sessions on case management, triage, and emergency care.
  • Support orientation of new staff and volunteers.
  1. Financial Management
  • Manage the budget of the health post and ensure all expenses are on track according to budget and meet IRJ standards in financial management, including accountability and good governance.
  • Report any financial risks and issues and develop mitigation strategies

 

  1. Logistics and Procurement
  • Support the logistics activities in regard to the purchasing of medications, supplies and equipment for the project and distribution amongst clinics/offices
  • Communicate with the suppliers and ensure professional relationship

 

Qualifications & Requirements:

  • Medical doctor (MD/MBBS degree)
  • 4 Years experience, a minimum of 3 years of professional experience in health program management, including health in emergencies and health development—I/NGO experience required
  • Experience in Syrian refugee camps: Azraq or Zaatari Camp preferred
  • Extensive experience working with NGO health partners, health systems and providing technical assistance and support in developing or humanitarian country contexts
  • Good knowledge of current humanitarian policy issues and the international humanitarian context.
  • Knowledge of key development/Humanitarian donors engaged in Syrian response and development programmes (i.e. UNOCHA, UNHCR, WHO, UNICEF, USAID, GAC, FCDO, EU, private donors, etc.), and of procedures, accountability frameworks and best practices.
  • Good knowledge of gender, protection, and inclusion issues in Jordan’s local contexts.
  • Good understanding of international humanitarian principles and standards including CHS, SPHERE, ICRC Code of Conduct, etc
  • Strong leadership skills and team management skills. Adaptable, flexible, and mature in judgment.
  • Good assessment, planning, and reporting skills.
  • Has the ability and motivation to travel and work in remote areas.

Personal knowledge Skills & abilities:

  • Able to communicate effectively both orally and in writing with employees at all levels within the organization and externally and to relate to people from different backgrounds.
  • Full professional competency in Microsoft Office Suite, especially Excel, Word, Outlook, and PowerPoint
  • Very good team management skills and the ability to lead a team of different backgrounds and skills.
  • The ability to remain calm while dealing with conflicting priorities and working under pressure.
  • High-level interpersonal, influencing, and communications skills.
