- About REACH and IMPACT:

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise. IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

ACTED’s Greening Strategy

ACTED’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. ACTED PSEAH Policy:

The data assistant (DA) has the responsibility to adhere and commit to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment) always. Like all managers and coordinators, the have the responsibility for ensuring that measures to prevent SEAH are implemented and regularly monitored. They should ensure that staff under his/her supervision/management understand and comply with ACTED PSEAH policy and have completed the mandatory training courses according to the Code of Conduct and the PSEAH Policy. The DA should promote an environment to help prevent sexual harassment, exploitation, and abuse both at the office and in the field and report any misconducts or SEAH issues appropriately according to ACTED’s procedures.

  • Acted has a zero-tolerance approach to sexual exploitation, abuse and harassment (SEAH) and strives to recruit those who share our values.
  • All candidates will be subject to a pre-employment check that includes satisfactory references, screening, and criminal checks in line with legal requirements.
  • All candidates who have been offered a position will sign and respect Acted’s Code of Conduct and related policies as part of their work contract. All staff are expected to abide by the standards of behavior outlined in those documents.

Location: Amman, Jordan.


Job Purpose:

Under the management of the Senior Data Officer, and the supervision of the Deputy Research Manager; the Data Assistant will be supporting with running data-related processes in coordination with Assessment Officers and the GIS team for assessments and monitoring systems covering Site Monitoring Tool (SMT), Joint Market Monitoring Initiative (JMMI) and WASH Needs Tracking System (WANTS). Regular duties will include data entry, data cleaning, updating KOBO tools, running and troubleshooting data cleaning and analysis scripts in R, and updating static outputs (maps) and other interactive outputs (dashboards). In addition, the Data Assistant is expected to periodically support with translation and ad-hoc partner training related to data processing activities.


Duties and Responsibilities


Key Responsibilities:

REACH Data Assistant is responsible for completing the following tasks:

  • Data collection planning and implementation support: Providing technical support to data collection and processing. Under the management of the Senior Data Officer, collaborate with AOs to ensure that research design follows best practices concerning data quality and analysis.
  • Data quality assurance: Under the management of the Senior Data Officer, supporting AOs with data checking and validation to ensure that the data collected in the unit is of the highest quality.
  • Data analysis support: Under the management of the Senior Data Officer, supporting AOs with data analysis and ensuring that they accurately represent data in their work.

Creation of information products: Under the management of the Senior Data Officer, support the AOs and GISO with creating data analysis to be used for the Situation Overviews, dashboards, and other information products to share with the wider humanitarian community.

Objectives

Objective 1: Supporting planning and implementing of data collection, including data quality assurance

The Data Assistant is responsible for supporting with planning and implementing data collection activities with technical expertise, monitoring and quality control. This may include supporting with developing sample frames, coding and maintaining KoBo tools, as well as employing Excel and scripts for data cleaning and processing. The Data Assistant will work with the Assessment Officers (AOs) and Senior Data Officer within the team to ensure that all data collection activities they carry out are in line with technical requirements set by IMPACT Initiatives. Additionally, the Data Assistant will pro-actively contribute to the development of new technical standards and tools to support data collection.


Objective 2: Data analysis and innovation

The Data Assistant will support the Assessment Officers with analysis of primary and secondary datasets. They will perform descriptive analyses and will work pro-actively to design innovative solutions and detailed analysis plans to fill information gaps in the humanitarian response.


Objective 3: Developing information products and dashboards

The Data Assistant will collaborate with Assessment and GIS Officers within the unit to create information products and dashboards for public use. The Data Assistant will pro-actively design new ways of displaying information, based on the needs of REACH Yemen partners. The Data Assistant is enthusiastic about the potential for data to shape humanitarian action, and about working with others to make this a reality.


Skills

Qualifications and Experience;

Requirements:

  • Relevant degree in Computer or Data Science, Statistics or related
  • Good computer programming knowledge (Preferably in R)
  • Good experience using Excel
  • Knowledge of Tableau or Power BI
  • Demonstrable creative thinking and innovation skills
  • Good prioritisation skills, and ability to work in a fast-paced environment
  • Fluent speaking and writing English and Arabic language
  • Ability to operate in a cross-cultural environment requiring flexibility 


Desirable;

  • Master’s degree in Computer or Data Science, Statistics or related
  • Professional experience analysing data with R or Python
  • Previous experience with mobile data collection (ODK, KOBO)
  • Experience developing solutions for data management and analysis
  • Familiarity with humanitarian needs assessment
