Médecins Sans Frontières is running a reconstructive surgery program in Amman, which opened in 2006, is giving access to reconstructive surgery (orthopedic, plastic, and maxillo-facial) to war-wounded people providing comprehensive health care, MSF aims at identifying and referring patients from neighboring countries (Iraq, Yemen, Syria, and other countries with conflicts) then ensuring their medical follow-up after discharge.
Médecins Sans Frontières Reconstructive Surgery program in Amman is seeking recruitment for (1) Plastic Surgeon, in 50% contract.
THE JOB:

Organize and carry out surgery activities, taking into consideration MSF protocols and hygiene standards; ensure pre and post-operative surgical care, in accordance with MSF policies, protocols and universal hygiene standards and in close collaboration with medical staff in the emergency, surgical wards and operation theatre in order to improve patients’ health conditions. Repair, restore, or improve lost, injured, defective, or misshapen body parts using microsurgical technique as required

ACCOUNTABILITIES:
- Coordinates the implementation of MSF clinical policies, tools, guidelines and protocols ( antibiotic prophylaxis, post-operative pain management, thrombo-prophylaxis, caesarean section, blood transfusion, etc) and recommendations (standard hygiene and sterilization rules, prevention to HIV, TB, Syphilis and Hep B exposure) in order to minimize clinical risks.
- Undertake pre-operative consultations, evaluating the surgical risks with the anaesthetist and/or other medical staff involved, and obtaining the patient’s signed consent to operate.
- Carry out emergency and programmed surgical intervention following MSF protocols and policies including swab counts, ensuring appropriate use of surgical equipment and proper OT registry entry/documentation of all OT intervention.
- Carry out post-operative clinical care and ward rounds collaborating with the anesthetist, the Operating Theatre Nurse and ward staff or other Unit Managers to ensure compliance with MSF protocols and rational use of medicines. Attend OPD, emergency room when required.
- In collaboration with the anaesthetist, carry-out the collection and analysis of quantitative surgical-anaesthesia data, using post-operative observation sheets, routine data collected, patient files, operating department register, patient file, etc to monitor quality. Monthly revue data and analyze clinical trends and comment on adverse events / poor clinical outcome. Support organizing the operating program and with OT staff monitor use of material and equipment and advise on instrument needs and coordinates patient referral.,
- Put in place the emergency disaster response plan of the hospital along with the anesthetist and the medical doctor and /or the responsible nurse and run role hospital practical rehearsals, in order to ensure the continuity of the services under any circumstance
- Knows and helps implement the accidental blood exposure policy.
- Plan, evaluate, and supervise the training of the staff (emergency and the out-patient teams) in order to ensure the amount of knowledge required and to improve people diagnosing, triage, and early detection capabilities.
- Supports other medical teams/wards when needed (i.e. midwifes and obstetric teams in the maternity ward, etc.)
SCOPE OF RESPONSIBILITIES:
Dimension of post
Reconstructive Surgery Hospital with in average 520 admissions per year, over 1000 surgeries annually, 50 surgical beds and 69 rehabilitation beds, 2 OTs for orthopaedic, maxillo-facial and plastic surgeries,
OPD with in average 550 consultations / month
physiotherapy and psychosocial department, and a micro laboratory within the hospital
OPD
Responsible for OPD surgical consultations (initial assessment and follow-up) with proper EMR documentation.
The surgeon is responsible for explaining to patients what is covered by MSF and what is not. If a patient requests additional surgeries that fall outside the project’s coverage criteria, the surgeon must clearly explain these limitations to the patient.Determines best operational procedure, with proper justification and including risk-benefit assessment
Explains to the patient the surgical plan and the type of operations to be done and the schedule and collect his consent.
Refers patient to medical specialist or other practitioners/ specialty when necessary.
Guarantees the application of MSF protocols (antibiotic therapy, dressing protocols, etc.) and the rational use of medicines
Discusses with other surgeons as well as with Anesthetists and Surgical assistants each time necessary to define the best treatment.
In coordination with the multidisciplinary care team, participates in the final decision regarding patient discharge, and arranges for patient discharge summary.
Ensure timely identification and documentation of postoperative complications in the EMR
Surgery
Verifies the OT schedule and the patients order on the operating list
Verifies that special equipment or material is available before the surgery
Directs the installation of the patient on the operating table and operates patients
Does, directs or supervises the dressings after surgical procedure
Monitors the application of hygiene protocols in OT (decontamination, sterilization, cleaning, etc)
Responsible to report any broken instruments
Checks that the reporting register for the operating theatre is kept updated
Writes proper report on intervention performed in the file of the patient/EMR
Modification of OT schedule should be minimized as much as possible. If a patient’s surgery is postponed, s/he has to notify the OT Supervisor, explain the patient and write an explanatory note in the patient’s file/EMR.
In emergency situations, s/he should be ready to be called and manage MSF patients in his specialty
Ward
Daily ward rounds with surgical assistant and ward MDs to see patients according to the needs and give all necessary instructions to the nursing staff.
Pre-operative surgical evaluation of patients to be operated the next day
Guarantees the application of MSF protocols (antibiotic therapy, dressing protocols, etc.) and the rational use of medications
Decides on patient to be discharged from surgical ward to the RC/hotel with clear written recommendations and instructions for OPD staff and physiotherapists.
Ensure timely identification and documentation of postoperative complications in the EMR
Involvement in patient management as well as hospital management
Participates in the validation committee, whose objective is to select patients from the files received from Medical Liaison Officers, according to admission criteria, in coordination with the surgeons of his specialty and other specialties.
Participates in multidisciplinary meetings: follow up meetings, Morbidity and Mortality meetings, Maximum Benefit Achieved meetings…
Participates in regular meetings hold by Hospital Director and Clinical director, to discuss management topics as well as surgical strategy
The list of meetings to be attended by surgeons is subject to regular revision, depending on the needs of the project
Data analysis, research, training and innovation
Regional strategy: actively participates in regionalization of RSP strategy, depending on the needs (training, distance follow-up of patients, field visits, providing input on technical criteria for early discharge)
Data analysis and case-review: performs regular data analysis and review of his cases to provide recommendations on how to improve treatment plans and surgical techniques in his own specialty.
Case studies: studies and presents to RSH team challenging patient cases on a regular basis (at least every 3 months)
Innovation: is proactive in proposing innovations and new surgical techniques to RSH management team. Plays an active role in implementing and assessing these innovations
Delivering training: depending on needs, plays an active role in devising and delivering trainings related to plastic surgery, both within RSH, within Jordan and within the region.
Research: provides ideas and actively participates in research projects at all phases (from drafting research proposals to writing final articles)
PROFILE
- Essential: Medical Doctor with formal post graduate training in plastic surgery with board certification
- Essential: Inscription to the National Register of Jordan (Jordan Medical Association)
- Essential: at least 5 years of surgical working experience
- Desirable: previous working experience in MSF or other NGO in developing countries
- Essential: Fluency in both Arabic and English languages; able to communicate in English
- Essential: computer literacy (word, excel and internet)
- Respect and commitment to MSF Policies and procedures; People management; flexibility; teamwork
CONTRACT: 6 months on 50% contract, renewable, with 3 months’ trial period in the first contract
WORK LOCATION: Amman, at Al Mowasah hospital with possibility of short field visits to countries in the region (mostly Yemen, Iraq, Syria and Gaza)
