Workplace: Position based in Amman, with regular and frequent field visits

Duration: 3 years mandated position

Mobility: 50 % of the time in the field.

Context

OCG presence in Amman Hub:

OCG has been developing its presence in Amman with a delocalized structure created to support the quality of our operations in the region and beyond. It includes: 

  • The Operational Cell 5 directly managed by a Head of Desk, which current portfolio includes Iraq, Syria, Lebanon and Yemen. The team is composed by the Head of Desk, Deputy Head of Desk, Medical Program Responsible, HR Advisor, Fin Advisor, Log Advisor, Strategic Communication Advisor, Supply Referent and Desk Assistant
  • The MESO (Middle East Support Office) is directly managed by the Head of MESO, that includes advisory, implementers and support positions providing technical and operational support to the field missions.
  • Delocalized positions Pool and Career Manager
  • Hosted positions
  • An intersectional Support Office for Finance/HR/Admin/Log/IT that supports both OCG and OCA teams in Amman.

The Middle East Support Office (MESO) is the HQ office of OCG in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East and beyond. MESO joins other MSF structures already present in the region, including OCBA, OCP and OCA in Jordan. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.

Amman Hub will contribute to OCG Strategic Plan (SP) 2020-2025 focusing on 3 main pillars:

  • Promote relevant humanitarian-medical-operational analysis, negotiation and advocacy initiatives in the region and beyond
  • Provide direct technical and operational support and ensure continuity of operations
  • Contribute to the development and well-being of MSF Global workforce

Scope of responsibilities – objectives of the position

The  Watsan Advisor provides technical and strategic support for the implementation of Watsan responses and to optimize the methods and techniques relating to water (pumping, storage, treatment, distribution, etc.), hygiene (in health facilities and  for population groups,  etc.) and sanitation (wastewater, sanitation, waste, vector control, etc.) used in the logistics of MSF programs. He/she guarantees the capitalization and adaptation of know-how in its field of expertise on the missions followed.

  • Provides cells and coordinations with technical and strategic support in watsan
  • Provides technical and strategic support to the operational teams
  • Participates in the HR coordination of watsan activities.
  • Ensures the capitalization and valorization of experience and the renewal of watsan techniques
  • Intervenes in the various MSF training courses
  • Contributes to the updating of guides and protocols.
  • Conducts a monitoring activity and updates his knowledge on the watsan field
  • Represents MSF externally regarding watsan programs
  • Initiates and directs the operational research in watsan;  is the guarantor of their quality, and where appropriate of scientific publications
  • Collaborates with other advisors for technical projects

Responsibilities of the function

  • Operational support
  1. Provides technical and strategic support to the cells:

Provides support to the units on the strategic and technical aspects (analysis of the need, proposal of adapted technical solutions and operating methods, ethical dimension of the implementation of watsan programs ...) upstream of the implementation of watsan activities. In this perspective, can participate in exploratory missions in the field with the RLOs.

  1. Technical Reference
  •  Is the advisor of the cells for the monitoring and evaluation of watsan responses Transversal to the cells, advises and intervenes on request on the evaluation, monitoring and realization of the WASH responses to be conducted.
  • Provides support and responds to requests from the field through regular contact with the LogCos, logisticians and heads of mission. Is their functional referent on techniques and strategy watsan. In support of headquarters and the field, carries out field visits.
  • As WASH advisor, intervenes for the other MSF operational sections (consultation or occasional secondment for a field intervention).
  • Supervises and coordinates the flying pool and WASH field staff.
  • Contributes to the updating of manuals and protocols: Manages the updating of manuals or visual aids, in conjunction with the medical department, the operations department, MSF Logistics, and the other sections. and Defines the procedures of the watsan programs.
  • As the WASH advisor and the training department, he/she participates in the definition and the provision of Internal training MSF CH (PPDL, relocated EHA training ...) MSF intersecting training (LTT, WEDC, PSP...)

3. Capitalization and R&D

Ensures capitalization, the valorization of the experience and the renewal of the watsan techniques

  • conducts a monitoring activity and updates his knowledge on the watsan field:
  • Ensures the development and follow-up of substantive files on strategies, techniques and tools of watsan intervention (for instance cholera, hospital hygiene, initial assessment in emergency situations, water treatment and excreta control in precarious situations, vector control, slums)
  • Keeps himself regularly informed of the evolution of knowledge and techniques in his field of expertise.
  • Documents MSF programs and organises the conservation and promotion of the theoretical and methodological documents produced. Guarantees their capitalization and valuation at headquarters and field level.
  • Ensure regular exchanges with interlocutors/experts in the field of wat (working groups, seminars, conferences)

Represents MSF externally regarding watsan programs

  • Interventions in symposia, seminars ... representative on MSF's programs and techniques.
  • In this capacity, represents the OCG at the platforms and WASH working groups of the intersection

As watsan advisor, initiates, manages the operational research in watsan; is the guarantor of their quality, and if necessary scientific publications

4. Communication

  • Updating technical pages on the Intranet
  • Report writing.

 

Profile

Education                        

Senior technician in Water, Hygiene and Sanitation (type of diploma envisaged : DHEPS, master environment, engineering degree in water management & mastery, WEDC, etc.).

Experience

  • 2 years of field experience in a Water,Hygiene & Sanitation program for MSF or similar organisation.
  • Significant experience as a watsan Flying staff in MSF is a plus.
  • Experience and/or higher education are a plus in the fields of epidemiology, environmental health management, biology or biochemistry, etc.
  • Experience and/or teaching in training is a plus.

Skills and Competencies

Analytical skills, sense of organization, pedagogue, flexibility, resourcefulness, ability to work with multidisciplinary and multicultural people, speed of decision and action, open-mindedness, curiosity.

Language:

English Essential, French is an asset.
