BACKGROUND

Launched in 2023, Youth Grow Activity (YGA) is a five-year US Government (USG)-funded initiative that aims to transform the economic trajectory of Jordan’s youth while strengthening resilient, opportunity-rich local systems to promote long-term stability and security. YGA’s reflects a growing strategic consensus: youth economic empowerment is no longer just a development objective; it is a tool for socioeconomic prosperity. YGA tackles the root causes of economic exclusion and youth unemployment—key drivers of social unrest, destabilized vulnerable communities, and brain drain and migration. By aligning local and national economic opportunities with shared regional and global strategic interests, YGA leverages economic empowerment as a force to foster resilient partnerships that help co-create future-ready systems. YGA focuses on three core objectives:

  1. Increased youth access to income-generating opportunities. YGA prepares, inspires, and links youth with opportunities and career pathways that allow them to generate income in growing arenas, including technology-enabled work, remote employment, and enhancing youth-led and youth-serving enterprises growth opportunities.
  2. Enhanced youth economic leadership through targeted support of youth-led, youth-serving organizations, and youth groups through integrating sustainable practices and procedures for youth economic integration into the local and national ecosystem and enhancing youth's meaningful involvement in decision-making by creating avenues where their voices are heard to shape their support activities that affect their economic progress. This approach allows YGA to support inclusive economic growth that fosters innovation and long-term value creation.
  3. Strengthened Jordan's youth development system in partnership with youth through enhanced coordination among stakeholders within youth-relevant services and policies and strengthened youth centers' capacity to serve as a connection hub between youth and youth support ecosystems to develop a lasting environment for youth empowerment and engagement.

 

Position Overview

The USG-funded Youth Grow Activity (YGA), implemented by Q2 Impact and partners, aims to enhance youth economic participation and strengthen Jordan’s youth development ecosystem. In partnership with the government of Jordan mainly Ministry of Youth (MoY), YGA will implement a series of interventions that promote employability, entrepreneurship, civic engagement, and social resilience among youth aged 12–29 through MoY’s youth centers. These interventions include training programs in Sports, Music, Arts, non-technical skills (e.g. English Language), and institutional support for MoY’s youth centers and communication systems. To support the visibility of these initiatives, Q2IMPACT is seeking to hire a short-term consultant as a Digital Media Officer to be located 100% at Ministry of Youth - Media and Communications Directorate to lead the Ministry of Youth’s digital presence by planning, producing, and managing creative content tailored to youth audiences. In this role, the officer will help ensure that digital campaigns for ministerial programs reach a wide audience, drive engagement, and deliver positive impact, while maintaining the Ministry’s identity and messaging.

Roles and Responsibilities:

1. Digital Content Creation & Management

  • Content Development: Craft creative captions, short video scripts, and timely tweets that balance the government identity with a youthful tone.
  • Visual Production: Shoot and produce short-form content (Reels/Shorts/Stories) using Mobile Journalism (MoJo) techniques to capture ministry activities in an authentic and appealing way.
  • Field Coverage: Provide on-site coverage of events at youth centers, camps, and initiatives, capturing activities and the atmosphere for immediate digital dissemination.

2. Planning, Marketing & Monitoring

  • Weekly Publication Plans: Prepare and approve weekly and monthly content calendars for all platforms, ensuring consistent coverage and continuous online presence.
  • Campaign Management: Plan and execute digital marketing campaigns for the launch of major programs and initiatives, targeting relevant audiences to maximize participation and engagement.
  • Performance Analysis & Reporting: Prepare regular reports measuring the success of content and campaigns (reach, engagement) and provide data-driven recommendations for improvement.
  • Monthly Reporting to YGA: Provide monthly reports to YGA summarizing completed tasks, campaigns executed, and the Level of Effort (LOE) spent to track progress against planned allocations and support program monitoring.
  • Monitoring: Monitor and document online mentions of the Ministry and track audience sentiment to enhance communication strategies.

3. Design & Community Management

  • Quick Designs: Create infographics and rapid-response visuals for immediate publishing using modern design tools.
  • Audience Engagement: Manage interactions with the online community, responding to comments and messages, and fostering trust and engagement among youth audiences.

 

Reporting & Coordination

The Digital Media Officer will work directly with the Ministry of Youth’s Media and Communications Manager, based at the Media and Communications Directorate. The position will be embedded within the Ministry’s media center and will maintain regular coordination with, and reporting to, YGA Communications Officer to ensure alignment with the project objectives.

 

Skills and Technical Competencies

The candidate must possess proven high-level skills in content creation, including:

  • Storytelling: Ability to transform static news or official activities into inspiring and engaging narratives that resonate with youth.
  • Creative Copywriting: Expertise in writing video scripts, catchy hooks, and persuasive marketing content beyond traditional reporting.
  • Video Editing: Proficiency with both mobile and desktop editing tools for fast-paced content production.
  • Digital Photography/Videography: Strong artistic sense in capturing photos and videos, with a thorough understanding of lighting, composition, and angles suitable for social media.
  • Visual Design Sense: Skilled in design tools (Canva, Photoshop) to produce visuals aligned with the Ministry’s identity.
  • Platform Algorithm Understanding: Deep knowledge of how algorithms (Instagram Reels, Facebook, etc.) work and what drives content virality.

 

Qualifications and Experience

  • Educational Qualification: Bachelor’s degree in digital media, Journalism, Marketing, or Information Technology (with a portfolio of creative work).
  • Work Experience: 1–3 years of practical experience in managing social media pages and content creation (portfolio of previous work preferred).
  • Languages: Excellent command of Arabic and good English proficiency.

Level of Effort (LOE) & Working Hours

This is a full-time assignment. The Digital Media Officer is expected to be present and actively engaged during official Ministry of Youth working hours, from 8:30 a.m. to 3:30 p.m., Sunday through Thursday. Additional flexibility may be required during events, campaigns, or field activities.

 

Location:

100% at Ministry of Youth- Media and Communications Directorate with frequent travel to the governorates as needed.
