Position Type: Full time, exempt (not eligible to receive overtime pay).

Position Summary
The MEAL Coordinator will lead the day-to-day management of UPA’s program data systems, as well as work closely with program teams from different countries and programs to gather data on relevant program indicators and monitor progress. He/she will support with the development of tools, cleaning and analyzing data, as well as ensure that data from different fields and programs are captured accurately, stored consistently, and transformed into meaningful information for decision-making, reporting and learning.
Primary Responsibilities
Data Management & Quality Assurance - Activity Info (60%)
- The MEAL Coordinator will be the main administrator, along with the MEAL Director, to manage the overall UPA MIS system on the Activity Info.
- Provide technical guidance and support to field teams on data entry, migration, and cleaning.
- Administer UPA’s Activity Info databases (users, roles, permissions, security).
- Maintain and improve forms, sub-forms and reference lists in coordination with MEAL and program teams.
- Implement agreed changes to the MIS structure following UPA’s MEAL framework and SOPs.
- Coordinate with external technical support/consultants when needed.
- Support data entry workflows;
- Provide guidance to field teams and partners on proper use of forms.
- Perform regular data quality checks (completeness, consistency, duplicates, validation rules).
- Clean and prepare datasets for analysis and reporting (including exports to Excel/CSV, Power BI, etc.).
- Document and enforce data management standards and naming conventions.
Reporting (20%)
- Develop and maintain standard Activity Info reports (tables, charts, dashboards) aligned with UPA’s MEAL framework and donor requirements.
- Support the creation and updating of dashboards in Power BI (or similar tools), using Activity Info data as the main source.
- Produce regular summary reports and visualizations for management, communications, donors and partners.
- Work with M&E and program leads to interpret data and generate insights and recommendations.
- Gather field data in coordination with field teams to draft reports on a monthly, quarterly, and annual basis under the supervision of the MEAL Director.
Capacity building & user support (20%)
- Provide training and on-the-job coaching to UPA staff and partners on the use of Activity Info and related data tools.
- Offer helpdesk-style support for routine user questions and issues related to the MIS.
- Develop and maintain user-friendly guidance materials as needed (quick reference guides, SOPs, video tutorials, etc.).
- Promote a culture of data use and learning within UPA.
- Provide ongoing coaching and guidance to field staff on MEAL processes and procedures in relation to Activity Info, and in general, to advance the capacity of field staff in MEAL
- Implement ongoing training, as identified and needed, for field staff and program/project teams to improve MEAL processes and overall quality assurance
Qualifications
- University degree or advance knowledge in a relevant field (e.g. Statistics, Computer Science, IT, Engineering, Economics, Social Sciences, or related).
- At least 5 years of experience in M&E, information management or data systems in development or humanitarian programs.
- Previous experience in MEAL roles (indicator tracking, log frames, donor reporting).
- Strong skills in Excel (including formulas, pivot tables, charts) and experience preparing data for analysis.
- Experience and solid familiarity with Activity Info SaaS (2025) as an administrator or advanced user.
- Experience with more than one database or data collection platform (Activity Info, Kobo, DHIS2, CommCare, ODK, or similar).
- Experience producing dashboards or data visualizations (e.g. Power BI, Tableau, advanced Excel dashboards, or Activity Info reports).
- Excellent communication skills in English (written and verbal); ability to explain technical topics to non-technical users. Fluent in Arabic and able to deliver trainings in Arabic.
- 2+ years of capacity building and training in the MEAL sector.
- 2+ years of supervision experience of MEAL processes for a humanitarian/development sector organization.
- Strong attention to detail and commitment to data quality and confidentiality.
- Experience working with multi-country or multi-partner programs (preferred).
