Risk and Compliance Manager

CARE Palestine operates in a highly complex and rapidly evolving operational environment. The Risk and Compliance Manager position aims to strengthen compliance, mitigate organizational risks, and enhance accountability. The role will focus on conducting targeted spot checks, providing practical risk-based recommendations, and ensuring that CARE’s policies, procedures, and internal controls remain relevant and effective in light of the evolving context and organizational structure.

The Risk and Compliance Manager will provide independent oversight and advisory support to CARE Palestine. This function will focus on:

  • Conducting spot checks across procurement & Finance quarterly, and programmatic functions.
  • Identifying compliance gaps and risks.
  • Making actionable recommendations for improvements.
  • Advising on updates to CARE Palestine policies and procedures in line with contextual changes.

This is a national role in Palestine, open to candidates based in Palestine and Jordan. All eligible candidates are encouraged to apply; priority will be given to those based in Palestine; and if Jordanian, preference for candidates who can travel to the West Bank. 

Responsibilities:

Job Responsibility 1: Spot Checks and Risk Monitoring. (40%)

  • Design and implement regular spot checks across procurement, finance, and program management processes in CARE Palestine.
  • Assess compliance with CARE policies, donor regulations, and legal requirements.
  • Document findings and provide clear, actionable recommendations to CARE Palestine Country Director.
  • Track implementation of corrective actions and report on closure of audit issues.

Job Responsibility 2: Policy and Process Improvement. (25%)

  • Review existing internal controls, policies, and procedures in CARE Palestine.
  • Recommend improvements to systems and processes to reduce risks and streamline workflows.
  • Advise on policy adaptations required due to contextual, structural, or regulatory changes.
  • Ensure compliance frameworks are adapted to the operational hubs (Gaza, West Bank, Amman).

Job Responsibility 3: Advisory and Capacity Support  (20%)

  • Provide technical advice to the Country Director and Senior Management Team on risk and compliance issues.
  • Support the promotion of a culture of accountability and integrity across CARE Palestine.
  • Share learning and best practices from CARE's Risk & Compliance Department.
  • Liaise with CARE International audit functions, regional risk and compliance staff, and external auditors as required.

Job Responsibility 4: Investigation. (10%)

Lead and coordinate internal fraud investigations involving an estimated financial exposure of less than USD 10,000, ensuring timely, confidential, and impartial processes in line with CARE policies and donor requirements. The Risk and Compliance Manager will report investigation findings and conclusions to the Country Director and follow up on the implementation of agreed corrective actions and recommendations to strengthen controls and prevent recurrence.

 

Qualifications & Preferred Skills

Education/Training

Required

  • Advanced university degree (Master’s level preferred) in Accounting, Finance, Law, Risk Management, International Development, Business Administration, or a related field.
  • A Bachelor’s degree with significant relevant experience may be considered in lieu of a Master’s.

Experience & Technical Skills

Required

  • Minimum 7–10 years of progressively responsible experience in risk management, compliance, internal audit, finance oversight, investigations, or controls within complex organizations.
  • Demonstrated experience working in INGOs, humanitarian, or development settings, preferably in high-risk or conflict-affected contexts.
  • Proven experience in fraud risk management and investigations, including conducting fact-finding, drafting investigation reports, and following up on corrective actions.
  • Strong understanding of donor compliance requirements (e.g. ECHO, USG, UN agencies, institutional donors).
  • Strong knowledge of internal controls systems, risk assessment methodologies, and compliance frameworks.
  • Familiarity with financial and operational processes, including procurement, cash management, supply chain, and partner oversight.
  • Ability to interpret and apply organizational policies, procedures, and codes of conduct.
  • Experience conducting spot checks, compliance reviews, and audits.
