Program Support Director
Reporting to the Country Director (CD), the Program Support Director (PSD) is a core member of the Senior Management Team (SMT) and provides strategic leadership, direction, and oversight of the Country Office’s Operational and Program Support functions, including Finance and Supply Chain, to ensure efficient, compliant, and integrated support to program delivery in line with CARE’s strategy and risk management framework.
The PSD is accountable for financial stewardship, internal controls, and fit-for-purpose operational systems, ensuring that finance, procurement, logistics, administration, ICT, and related support services effectively enable high-quality program implementation in a complex humanitarian context. The role balances compliance with donor, regulatory, and CARE requirements with operational efficiency and responsiveness.
As a senior leader, the PSD fosters a values-based and performance-driven culture, promoting effective performance management, staff development, and leadership capacity across operational and program support teams.
As a full member of the SMT, the PSD contributes to country-level strategic leadership and decision-making, including financial health and viability, operational risk, organizational capacity, and change management. The PSD represents CARE externally as required and makes decisions that advance the quality, impact, and sustainability of CARE Palestine’s programs.
This is a national role in Palestine, open to candidates based in Palestine and Jordan. All eligible candidates are encouraged to apply; priority will be given to those based in Palestine; and if Jordanian, preference for candidates who can travel to the West Bank.
Responsibilities:
Job Responsibility 1: Strategic Leadership & SMT Responsibilities. (25%)
As a full member of the Senior Management Team (SMT), the Program Support Director (PSD) contributes to country-level strategy and organizational performance, ensuring that strategic decisions are informed by sound financial, operational, and risk considerations.
The PSD advises the Country Director and SMT on:
Financial sustainability and funding risks, including portfolio viability and resource constraints
Operational and supply chain constraints affecting program delivery
Compliance and fiduciary risks, including donor, regulatory, and internal control exposure
Through this role, the PSD helps ensure that SMT decisions balance program ambition with financial stewardship, operational feasibility, and accountability obligations.
Job Responsibility 2: Finance Leadership & Financial Stewardship. (25%)
The Program Support Director (PSD) provides strategic oversight of the Finance function, ensuring strong financial stewardship, effective internal controls, and the financial sustainability of CARE Palestine’s portfolio.
The PSD is responsible for:
Budgeting, forecasting, and financial planning, ensuring alignment between strategic priorities, program plans, and available resources
Financial controls, compliance, and audit readiness and timely follow-up on audit findings and recommendations
Financial analysis and reporting to inform SMT decision-making, including insights on portfolio performance, funding risks, and financial trends
Ensuring finance engagement across the full project cycle, from project design and budgeting through implementation and close-out
Oversight of partner financial risk management and capacity strengthening, ensuring partners meet financial accountability, compliance, and audit requirements
Supervises the Finance and Grant Managers, coaching them to deliver high performance and strengthening succession planning.
Job Responsibility 3: Supply Chain & Operations Leadership (25%)
The Program Support Director (PSD) provides strategic oversight of Supply Chain and Operations, including procurement, logistics, warehousing, fleet management, administration, and ICT, ensuring efficient, compliant, and responsive operational support to program delivery.
The PSD is responsible for:
Oversight of supply chain strategy and continuity, including procurement, logistics, warehousing, fleet management, and supplier performance
Ensuring operational readiness and efficiency, with systems and processes aligned to program and organizational priorities
Oversight of administration and ICT functions, ensuring business support services and systems are fit for purpose and aligned with CARE corporate platforms
Ensuring operational and supply chain risk management and compliance across the project cycle
Supervises Supply Chain manager, providing coaching and performance oversight while ensuring succession planning.
Job Responsibility 4: Systems Improvement, Digital transformation & Performance Optimization. (20%)
The Program Support Director (PSD) provides strategic leadership for the continuous improvement and performance optimization of operational and program support systems, including the effective use of digital solutions, to strengthen efficiency, transparency, and internal controls across the Country Office.
The PSD is responsible for:
Driving process simplification, system harmonization, and performance optimization across Finance, Supply Chain, Operations, Administration, and ICT
Ensuring robust, fit-for-purpose digital solutions that improve service quality, data reliability, and decision-making
Strengthening data integrity, traceability, and internal controls to support compliance, audit readiness, and accountability
Establishing performance standards, monitoring mechanisms, and continuous improvement practices for program support functions
Ensuring alignment with CARE platforms and standards, while adapting systems to local operational realities
Job Responsibility #5: Perform other duties as assigned by supervisor. (5%)
Qualifications & Preferred Skills
Education/Training
Required
Masters in Business Administration, or similar
Minimum of 12 years’ experience in program support and operations in large international NGO with a minimum of 5 years at the senior leadership position.
Good knowledge and experience in institutionalizing compliance and accountability system and procedures.
Sound knowledge and hands on experience of internal and external audit requirements.
Demonstrated skills and motivation towards gender and cultural sensitivities, valuing diversity and championing organizational and staff diversity, upholding the organizational core values.
Demonstrated experience and success in developing operational systems, processes and supporting policy.
Desired
Bachelors in HR, Business Administration coupled with overseas NGO experience
8 years in a similar position - senior managerial role in a multi-dimensional organization or company.

Experience conducting training for adults
Experience with the UN Humanitarian Notification System (HNS) and/or similar journey management systems.
