Background:

ACTED is implementing the project “Watershed conservation and empowering communities: cash -for-work approach in King Talal Dam watershed and Za’atari camp” as an implementation partner with GIZ, noting that the project is funded by the BMZ. The project aims to reduce soil erosion in the King Talal Dam’s watershed areas using nature-based solutions and support the maintenance and rehabilitation of storm water systems in Zaatari Refugee Camp, while improving living conditions for Jordanians and Syrians through cash-for-work schemes and Contractors in parallel. ACTED will involve 840 beneficiaries in labour-intensive work to provide them with temporary income and alleviate immediate financial pressure on one hand, and to improve the living conditions in the camps and refugee-hosting communities on the other hand.

The Senior Project Officer has the responsibility to adhere and commit to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment) always. The Senior Project Officer has the responsibility for ensuring that measures to prevent SEAH are implemented and regularly monitored. The Senior Project Officer should promote an environment to help prevent sexual harassment, exploitation, and abuse both at the office and in the field and report any misconduct or SEAH issues appropriately according to ACTED’s procedures.

Job Purpose:

The Senior Project Officer – Civil Engineer is responsible for supervising multiple project officers and supporting the Project Manager in overseeing field implementation and technical compliance of all construction and CfW-related activities. S/he ensures high engineering standards, efficient coordination between field teams, contractors, and CfW participants, and contributes to planning, documentation, quality control, and safety enforcement. The position serves as a technical lead and team coordinator on the ground, supporting smooth execution and reporting of field activities. (Experience working in camp settings is highly desirable)


-Objectives:

The Sr. Project Officer's responsibilities include:-

  • Ensure technical quality and timely implementation of all construction and rehabilitation works.
  • Bridge the operational gap between Project Officers and the Project Manager.
  • Enforce compliance with safety protocols and technical standards.
  • Strengthen field coordination and reporting.
  • Support staff capacity building and field issue resolution.


Duties and Responsibilities:

The Sr. Project Officer's responsibilities include:


Technical Oversight and Quality Control

  • Review, develop and validate technical designs, BOQs, ToRs, and shop drawings in coordination with the engineers.
  • Conduct regular site inspections to ensure works comply with specifications, quality standards, and HSE requirements.
  • Develop detailed technical reports for work based on need or PM request.
  • Provide advanced technical support to Project Officers and resolve complex field issues.
  • Develop SoPs for the activities and keep them updated.

Supervision and Coordination

  • Supervise daily activities of Project Officers, providing coaching and ensuring progress tracking and documentation.
  • Coordinate field implementation schedules across locations to avoid delays or resource conflicts.
  • Monitor contractors’ and CfW teams’ adherence to execution plans, performance benchmarks, and safety standards.
  • Support the PM in resolving the raised complaints through the AFM channels.

Planning and Reporting

  • Support PM in preparing implementation plans, weekly/monthly updates, and inputs for donor and internal reports.
  • Consolidate and verify reports submitted by field teams, including attendance sheets, progress photos, quality inspection reports, daily registers, and material consumption logs.
  • Ensure proper procurement planning based on the planned activities and update the procurement trackers accordingly.

Safety and Compliance

  • Ensure strict implementation of site safety protocols and PPE usage across all teams.
  • Enforce adherence to ACTED SOPs, local regulations, and environmental safeguarding practices.

Capacity Building and Leadership

  • Mentor Project Officers on technical methods, data management, and problem-solving approaches.
  • Support HR in evaluating performance and identifying training needs for field staff.

Stakeholder and Community Engagement

  • Represent ACTED in technical site meetings with MoWI, WAJ, donors, partners, community leaders, and other stakeholders when delegated.
  • Help mediate disputes with local stakeholders, ensuring alignment with ACTED’s values and conflict-sensitive approaches.







Skills

QUALIFICATIONS:

  • B.Sc. in Civil Engineering, Structural Engineering, or Water Engineering or any field related .
  • Min of 5 years of relevant experience in construction management and supervision, team leading, contracts, erosion control measures, or WASH infrastructure. Experience working in camp settings is highly desirable.
  • Previous experience in NGO projects and managing field teams is highly preferred.
  • Strong technical skills in BOQ development, AutoCAD, and site planning.
  • Demonstrated leadership and mentoring skills.
  • Good organizational, communication, and problem-solving abilities.
  • Adaptability and time management skills.
  • Self-directed, able to independently set priorities and solve problems with minimal guidance.
  • Excellent prioritization skills.
  • Strong interpersonal skills.
  • Proficiency in Arabic and English (written and spoken).
  • Willingness to travel frequently to remote field sites and work from the project field office.
