The Food and Agriculture Organization of the United Nations (FAO) in Jordan works to support the Government of Jordan in achieving sustainable agricultural development, enhancing food security and nutrition, and promoting the sustainable management of natural resources. FAO Jordan aligns its efforts with national priorities and regional strategies, focusing on building resilience to climate change, strengthening agricultural livelihoods, advancing inclusive rural development, and improving water and land use efficiency. Through strategic partnerships, technical assistance, and evidence-based policymaking, FAO Jordan aims to contribute to the achievement of the Sustainable Development Goals (SDGs), particularly those related to zero hunger, poverty reduction, and sustainable ecosystems.

Context

In line with its mandate to support sustainable agriculture, food security, and natural resource management in Jordan, FAO is actively working to strengthen its partnerships and mobilize additional resources to support its expanding portfolio of development and emergency interventions. As national priorities evolve in response to climate change, economic challenges, and regional crises, the need for strategic engagement with donors, government institutions, UN agencies, financial institutions, and civil society has become increasingly critical.

Within this context, the Partnerships and Resource Mobilization Specialist will support FAO Jordan in identifying and cultivating partnerships, aligning programmatic priorities with donor interests, preparing high-quality funding proposals, and contributing to the visibility and positioning of FAO as a trusted technical partner in Jordan.

National UN Specialist Volunteers in Jordan are entitled to:

- Monthly Volunteer Living Allowance (VLA) at the amount of JOD 1145.08;

Task description

Under the direct supervision of the Assistant FAO Representative (Programme) and the overall supervision of the FAO Representative in Jordan, the UN Volunteer will undertake the following tasks:

• Develop and implement a resource mobilization strategy: Design and operationalize a strategy to guide FAO Jordan’s fundraising and partnership efforts, aligned with the Country Programming Framework (CPF), FAO priorities, and global donor trends.

• Identify and map potential donors and development partners: Conduct a comprehensive mapping of bilateral and multilateral donors, international financial institutions, private sector actors, and climate/environmental funding mechanisms relevant to FAO’s mandate in Jordan.

• Prepare quality funding proposals and partnership documents: Draft and review concept notes, project proposals, donor briefs, and strategic investment plans in coordination with technical units, ensuring alignment with donor requirements and FAO’s standards.

• Support project documentation and coordination: Assist in the preparation, filing, and dissemination of materials related to partnership and resource mobilization efforts, ensuring that documentation is well-organized and accessible.

• Facilitate partner engagement and visibility: Coordinate donor meetings, field visits, and engagement events, and contribute to the preparation of visibility materials, newsletters, and donor communications.

• Ensure accurate record-keeping and reporting: Maintain updated records of donor engagements, proposal pipelines, funding commitments, and related correspondence to support reporting and audit requirements.

• Contribute to knowledge sharing and collaboration: Participate in relevant networks, coordination forums, and communities of practice to exchange knowledge and promote good practices in resource mobilization and partnerships.

• Support capacity development initiatives: Contribute to building the skills of FAO staff and partners in partnership building, proposal development, and donor communication through tailored tools, trainings, and mentoring sessions.

• Integrate cross-cutting priorities: Ensure that partnership initiatives and funding proposals systematically incorporate gender equality, youth inclusion, resilience building, climate-smart agriculture, and innovation dimensions.

• Coordinate with FAO regional and headquarters offices: Engage with FAO’s Regional Office for the Near East and North Africa (RNE) and Headquarters (HQ) on donor intelligence, proposal quality assurance, and joint fundraising efforts.

• Perform other related duties as required.

Required education level

Bachelor's degree in international development, international relations, agriculture, food systems, environmental sciences, development studies, economics, political science, communications, or a related field is required. A Master’s degree is desirable.

Skills and experience

At least 5 years of experience in partnership development, resource mobilization, donor relations, or project design and proposal development within the context of international development, humanitarian assistance, or multilateral cooperation. Experience working with UN agencies, or international organizations and M&E is highly desirable.

• Proven experience in developing and implementing resource mobilization strategies, including identifying funding opportunities, donor mapping, and aligning programmatic priorities with donor interests.

• Demonstrated ability to prepare high-quality project proposals, concept notes, donor briefs, and other partnership documents in line with FAO and donor requirements.

• Experience in coordinating and facilitating donor engagement activities, including bilateral meetings, field visits, joint planning sessions, and visibility events.

• Prior experience working with FAO, the UN system, or international development organizations is desirable.

• Experience in supporting the negotiation and finalization of funding agreements and partnership instruments in collaboration with technical and operations teams.

• Proficiency in Microsoft Office Suite (especially Word, Excel, and PowerPoint), and familiarity with donor tracking systems.

• Strong writing and communication skills, with the ability to present technical and strategic content clearly to diverse audiences, including donors, government counterparts, and implementing partners.

• Demonstrated ability to work effectively in multicultural teams, manage multiple priorities, and adapt to dynamic and fast-paced work environments.
