ACTED PSEAH Policy:

REACH Finance Officer (Finance Focus) has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The REACH Finance Officer (Finance Focus) has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. The REACH Finance Officer (Finance Focus) carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.  



Location: Amman-Jordan


Job Purpose:

Finance Officer is responsible for supporting REACH projects and providing the REACH team with financial follow-up, assets, equipment, and human resources support. Liaison between REACH project/field teams and the relevant supporting team (finance, logistics, administration). Support information flow between REACH and the supporting teams of ACTED. Also, the Finance officer should be up to date with ACTED finance, HR, logistics, and security procedures and ensure they are applied as relevant to the projects and activities of REACH.


Duties and Responsibilities:

The Finance Officer is responsible for completing the following tasks:

Finance:

1. Following up on REACH projects’ budget follow-up sheets on monthly basis to ensure spending and financial allocations are matching allocation tables (actual expenditures vs. budgets), while providing a detailed proposal showing the financial situation and future plans for the REACH projects and give recommendations to project manager and program staff.

2. Monitor accountancy and conduct monthly cleaning and review to ensure REACH projects accountancy are accurate and eligible according to donor, Acted and IMPACT procedures.

3. Create and update new projects financial sheets and follow up on the status of new FSs.

4. support on creating budget proposals with REACH management, and participate in budget-related meetings to be able to work closely with all program teams in any new proposal development and ensure that at all time, primarily budgets are presented with the internal format before they are converted to the donor format and in line with ACTED and IMPACT guidelines.

5.     Preparing and following up with REACH teams in the bases on program spending plans and financial tracking system in monthly basis.

6.     Follow up on a monthly basis on REACH field Enumerators monthly allocation and support in planning ENs allocation during the year.

7.     Prepare financial reports according to donor regulation and in line with Acted and IMPACT guidelines.

8.     Support REACH management with updating monthly allocation tables and timesheets.

9.     Ensures adherence to all Finance procedures and support successful FLAT management at the capital level.

10.  Following up with any task as requested by Operation Support management.

Logistics:

11.  Supporting REACH coordination, field and program team with the planning of equipment needs vs available fund under REACH projects.

12.  Being aware of Acted and IMPACT procurement guidelines and ensure donors spending regulations are respected while assigning procurement budget lines.

13.  Liaising with logistics teams in Amman or the bases regarding the tracking and management of REACH projects spending plans and ensure close tracking system on monthly spending situation.

Confirm and follow up on the general REACH needs and ensure available budgets are planned.

Administration:

1.  Supporting REACH recruitment by planning staff needs with REACH project focal points VS available fund, placing requests and following up their progress.

2.  Keeping up to date with any new HR policies and communicating them to the different project teams via Officers or (Senior) Field Coordinators.

 

Security:

3. Keeping up to date with security policies, evacuation plans and ensuring project staff are informed.

 

Other:

4. Maintain close contact between field/project teams to be informed of developments in project activities which may require FLATS support, and following up as needed with finance teams.

5. Ensure that operational activities are executed within allocated budget and time line.

6. Any other duties as required to support the running of REACH activities from REACH SR Operation Support Manager and his/her line manager.


Skills

QUALIFICATIONS:

  • Bachelor’s university degree as minimum in finance of related field;
  • Fluent Arabic with excellent English (written and spoken);
  • Excellent writing and communication skills;
  • 2 to 4 years work experience and plus to be with an INGO in an emergency and/or development setting with financial management background;
  • Ability to work under pressure in a high-pace environment;
  • Good organisational and prioritisation skills;
  • Proficiency in Microsoft Office, Microsoft Excel and Outlook;
  • Strong interpersonal skills;
