The GIZ Jordan Water and Energy Cluster is seeking to hire a “Cluster Administrative Officer” for full-time based employment.
Qualifications and Specialist Knowledge
- BA in business administration, recognized diploma in business administration for related field
- At least 5 years of professional experience in comparable position

Main Responsibilities
- Coordinates vehicle and fleet management at cluster level, ensuring compliance with GIZ policies and national regulations, data quality, and proper documentation (logbooks, insurance, registration, licenses, fuel, fines, and related financial records).
- Schedules and arranges driver deployment across the cluster in line with operational priorities, project needs and efficiency requirements, including logistics support for projects, events and the Service Unit.
- Manages petty cash and recurrent vendor payments (e.g. telecom and utilities), ensuring financial accuracy, timely processing, and compliance with internal controls.
- Supports transparent vehicle cost allocation through VKTR (clearing account) with compliant documentation and integration into the cluster’s shared cost management framework.
- Handles assets and inventory for the clusters’ projects including accurate record-keeping, asset handovers, compliant archiving, process documentation, and alignment with GIZ P+R standards in close coordination with the Country Office Logistics Division.
- Acts as second cluster security focal point ensuring implementation of GIZ security requirements, staff security briefings and onboarding, incident reporting, EMNS/ATHOC compliance, and continuity of facility management during absences. and deputizes the Cluster Administration Specialist for facility management.
- Supports the cluster management and technical advisors on all cluster relevant commercial, administrative and logistics issues
