The GIZ Jordan project Improved Governance to Support Jordanian Reform Projects (PARtner ll) is seeking to hire a “Senior Component Manager – Public Sector Reform and Private Sector Enabling Environment” for full-time based employment.

The “Improved Governance to Support Reform Projects in Jordan (PARTNER II)” project is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in Jordan. It works with the Government of Jordan to strengthen public sector capacities and support ongoing reforms under the Public Sector Modernization Roadmap and the Economic Modernization Vision. By promoting more efficient, transparent, and responsive public administration, the project contributes to the country’s broader reform agenda. The project also supports implementing the Public Sector Modernisation Roadmap, with a focus on reforms that enable private sector growth. This includes improving the business and regulatory environment, streamlining government-to-business services, reducing administrative barriers to investment, and ensuring that private sector needs inform policy reforms.

Role Summary

As a Senior Component Manager, you are the project’s lead expert at the interface between public sector reform and private sector development. You combine deep knowledge of how businesses operate in Jordan with the ability to navigate government institutions, support reform processes, and translate private sector needs into actionable policy recommendations. As team leader within the larger project, you act as both technical and managerial lead, including responsibility for part of the overall project’s outputs, and line management of your teams staff. You act as the main bridge between the Prime Ministry Office and the private sector as well as those public stakeholders the project targets.

Qualifications and Specialist Knowledge

Education

  •  Master’s degree business administration, public policy and public relations, engineering, economics or a closely related field

Professional Experience

  • Minimum 10 years of progressively responsible experience in public sector reform, regulatory reform, private business, private sector development or a related field in Jordan or the wider MENA region
  • Demonstrated working experience at the interface of public and private sector: advising central government institutions (ministries, the Prime Ministry Office, national agencies) on regulatory and institutional reform, while simultaneously engaging private sector bodies (chambers, business associations, investors) and private companies as reform stakeholders and beneficiaries
  • Proven experience facilitating public-private dialogue, translating business needs into policy language, and building consensus between government and private sector actors in a politically sensitive environment
  • Project management and team leadership experience, including budget responsibility

Technical Knowledge and Competencies

  • In-depth knowledge of Jordan’s public sector reform agenda, including the Public Sector Modernisation Roadmap 2022–2025, the Economic Modernisation Vision (EMV), and their implications for the business and investment environment
  • Solid understanding of Jordan’s private sector landscape, regulatory environment, and the key barriers to investment and business growth; ability to analyse policy measures from a private sector impact perspective
  • Strong facilitation, negotiation, and coalition-building skills; proven ability to manage relationships across government and private sector actors with differing interests and agendas
  • Strategic and analytical thinking; ability to synthesize complexity and communicate clearly to diverse audiences
  • Commitment, reliability, diplomatic sensitivity, gender competence, and intercultural understanding

Languages

  • Full professional proficiency in Arabic and English (spoken and written) – required
  • German language skills – an asset

Preferred Qualifications

  • Prior experience working within GIZ structures, processes, and systems
  • Familiarity with BMZ priorities, German development cooperation approaches, and good governance programming in reform-transition contexts
  • Established relationships with key actors in Jordan’s public sector reform landscape (e.g. Prime Ministry Office, Ministry of Public Sector Development, MOPIC) and private sector (e.g. practical work experience in the private sector, Jordan Chamber of Commerce, Jordan Chamber of Industry, key investors and sector associations)

Main Responsibilities

  • Provide technical and managerial leadership for project outputs on public sector reform support and the private sector enabling environment, including responsibility for supervising parts of the project team. Overseeing work planning, results delivery, and cross-cutting integration (e.g. gender) across all workstreams.
  • Providing high-quality technical advisory to the Prime Ministry Office and partner ministries on reform measures that improve the enabling environment for private sector growth, including regulatory simplification, investment facilitation, streamlining of government-to-business services, and policy coherence across reform pillars.
  • Systematically engaging private sector stakeholders – including the Jordan Chamber of Commerce, Jordan Chamber of Industry, sector associations, and individual companies – to identify barriers to business, consolidate private sector positions, and feed structured inputs into government reform processes.
  • Acting as a trusted reform facilitator between the Prime Ministry Office, line ministries (including MoDEE, Ministry of Public Sector Development), and private sector bodies; supporting policy dialogue processes, public-private consultation mechanisms, and reform working groups.
  • Monitoring the implementation of the Public Sector Modernisation Roadmap through a private sector lens; identifying reform bottlenecks affecting business operations and advising project management and government counterparts on evidence-based corrective measures.
  • Reporting regularly on progress and results within GIZ M&E systems at project and cluster level, handling commission management processes incl. contributing to BMZ annual progress reports; ensuring knowledge management, documentation of good practices, and capacity development of colleagues, making effective communication to stakeholders and the public a central outcome.
  • Deputising the Team Leader in technical and managerial matters as required.
