About Iqlaa Activity
The Informal Livelihoods Advancement Activity (Iqlaa), funded by the United States Government - implemented by Mercy Corps as lead implementer within an implementation consortium of six partners, aims to support Jordan's Home-Based Businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.
Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and constraints that facilitate or restrict formalization and growth. Based on findings, Iqlaa implements best practices to strengthen businesses and develop an MSE-focused financial sector within a market systems development framework. Program activities are delivered with a strong localization element to respond to specific market needs and the local context. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.
Using a Market Systems Development (MSD) approach, Mercy Corps collaborates with private sector market actors to pilot and scale innovative solutions that address key market constraints. These partnerships aim to catalyze sustainable business practices that continue beyond the duration of the Program.
Activity Purpose
The purpose of this Terms of Reference (TOR) is to solicit proposals from qualified national individual trainers to deliver a training module on Paid Ads Mastery.
The selected trainer will deliver in-person sessions to MSEs across multiple governorates in coordination with Iqlaa's Partner, a digital solutions company with an established expertise in delivering training content and digital learning solutions to MSEs in Jordan.
This assignment is funded by the United States Government under Iqlaa and is carried out by Iqlaa's Partner as part of an initiative to strengthen business and digital solutions and improve MSEs' marketing and business management capacities.
The selected consultant will be contracted by Mercy Corps Jordan on behalf of Iqlaa's Partner and will work in close coordination with both organizations throughout the assignment, following Mercy Corps Jordan 's procurement and compliance requirements as a United States Government funded program.
Activity Description
Iqlaa's Partner is a marketing solutions company specializing in digital marketing and e-learning content development, with an established digital learning platform serving MSEs across Jordan. The platform offers structured training modules in digital marketing and other business management skills. To complement the platform's digital offer and broaden reach, Iqlaa's Partner plans to deliver in-person training sessions targeting MSEs across multiple governorates.
Within the scope of Iqlaa program, Mercy Corps Jordan is supporting Iqlaa's Partner to deliver a roadshow consisting of a series of 6 in-person training sessions across 4 governorates, targeting over 100 MSEs. The roadshow is designed to strengthen MSEs' marketing capabilities and practical business management skills through specialized training modules.
A training module on Paid Ads Mastery will be delivered under this assignment. The scope of this assignment concludes with the full delivery of all 6 training sessions and related reporting. Participant management, session logistics, and coordination with MSEs will be carried out by Iqlaa's Partner.
