About the Position

The Center for Civilians in Conflict (CIVIC) seeks an experienced Senior Program Manager to lead the implementation, operational management, and strategic development of its Yemen portfolio.


Based in Amman, the Senior Program Manager will oversee programme implementation across Yemen, while ensuring high-quality delivery, donor compliance, financial stewardship, and operational effectiveness. The position serves as the principal day-to-day manager of the Yemen programme and works closely with country-based teams, partners, donors, and regional stakeholders to advance CIVIC's mission of improving the protection of civilians.


The Senior Program Manager will supervise programme staff, manage institutional donor grants, contribute to strategic growth, and represent CIVIC with humanitarian, governmental, and international partners.


Location: Amman, Jordan

Travel: Frequent travel to Yemen (subject to security and access), Oman, Saudi Arabia, Egypt, and other regional locations as required.

Reports to: Country Director, Yemen


Key Responsibilities


Programme Leadership and Management

  • Lead the implementation of CIVIC's Yemen programme portfolio.
  • Ensure programmes are delivered on time, within budget, and in accordance with donor requirements.
  • Oversee project planning, implementation, monitoring and adaptive management.
  • Provide technical and managerial guidance to programme teams.
  • Identify operational risks and develop mitigation measures.
  • Ensure integration of Protection of Civilians principles across all programme activities.
  • Support programme learning, quality assurance and organizational accountability.



Grant and Donor Management

  • Lead management of multiple institutional donor grants.
  • Ensure compliance with donor contractual requirements and CIVIC policies.
  • Prepare high-quality narrative reports.
  • Coordinate budget revisions, no-cost extensions and grant amendments.
  • Maintain regular communication with donors.
  • Coordinate internal grant management processes across programme, finance and operations teams.

Financial Management

  • Manage programme budgets and forecasts.
  • Monitor expenditures against approved budgets.
  • Support financial planning and budget development.
  • Ensure efficient utilization of programme resources.
  • Work closely with finance staff to ensure timely financial reporting and compliance.

Operational Management

  • Coordinate programme operations across multiple locations.
  • Support recruitment, procurement, logistics and administrative planning.
  • Ensure operational systems support effective programme implementation.
  • Contribute to security planning and operational risk management.
  • Coordinate with regional and headquarters teams to resolve operational challenges.

Business Development

  • Identify opportunities for programme growth.
  • Lead or contribute to proposal development.
  • Prepare concept notes and project designs.
  • Develop budgets and implementation plans for new funding opportunities.
  • Support donor engagement and strategic partnerships.

Representation and Partnerships

  • Represent CIVIC with donors, UN agencies, NGOs, civil society organizations, and relevant authorities.
  • Build and maintain productive relationships with humanitarian and development partners.
  • Engage with protection, humanitarian coordination and security sector actors as appropriate.
  • Participate in coordination forums and working groups.
  • Promote CIVIC's mission and technical expertise externally.

Staff Management

  • Supervise programme staff.
  • Support staff development and performance management.
  • Foster collaboration across programme, operations and technical teams.
  • Promote a positive and inclusive team culture.


KeyQualifications

Education

  • Master's degree in International Relations, Conflict Studies, Political Science, International Development, Humanitarian Affairs, Public Administration, or another relevant field.

Experience

  • Minimum seven (7) years of progressively responsible experience managing complex humanitarian, stabilization, peacebuilding or protection programmes.
  • Demonstrated experience managing programmes in Yemen is essential.
  • Experience working within the humanitarian response in Yemen, including coordination with national and international partners.
  • Experience with ECHO is essential
  • Proven experience managing multi-million-dollar institutional donor grants.
  • Strong experience in programme cycle management.
  • Experience developing proposals and securing institutional funding.
  • Experience managing programme budgets and financial oversight.
  • Experience supervising multidisciplinary and multicultural teams.
  • Experience working in insecure and conflict-affected environments.
